Which bit of a Chingford Mount house does the clerk kneel down for first? What the clerk does in the first four minutes
The check-out is not a judgement about how clean the house looks. It is a comparison. On the day you moved in, a clerk walked the place and wrote a line for every surface, usually with a photo attached, and most of those lines said something close to “clean, no marks” because the house had just been done professionally between tenants. Waltham Forest is not a cheap borough in which to fail. Average private rent across the borough was £1,763 a month in May 2026, up 1.2% on the year against London’s 2.0% (ONS housing prices, Waltham Forest). A two-bed round here sits at roughly £1,724 by the same figures, and the deposit behind it is real money somebody has to account for. A clerk who waves a borderline clean through is the one who has to explain it later. That is why the walk is adversarial. It is not personal.
Larkswood, a £895 licence, and why the walk got longer
Chingford Mount sits mostly in Larkswood ward, and Larkswood is inside the borough’s selective licensing scheme. Waltham Forest launched that scheme in May 2025 and it runs to 30 April 2030. It applies to every privately rented home let to one person, one family, or two unrelated sharers, in all but three of the borough’s wards. The three outside it are Hatch Lane, Highams Park North and Endlebury, all further north (Waltham Forest selective licensing scheme). The licence costs £895, paid in two parts, with a £125 discount available on some multiple properties.
Two things follow, and both land on you at the end of the tenancy.
The first is paperwork. A licensed landlord holds a compliance file the council can ask to see, which means the agent walking your house is working to a tighter script and a longer photo log than before the scheme started. The second is money. The £895 is a real line in a landlord’s year, and a landlord carrying a real line looks harder at every other line, the cleaning one included. None of that is cause for panic. It is a reason to know that the walk you get in Larkswood in 2026 is not the walk your mate got up in Highams Park North.

Two to four cleaners, all the kit carried in, one visit, working through a 57-point agent-approved checklist built out of a decade of check-outs in this corner of east London. On a house this size we do not split into a kitchen team and a bathroom team. It goes in order, top of the house downwards, and the floors are done last so the dust that comes off everything else has somewhere to land before we mop it. Here is the list in one run, which is honestly how it feels on the day.

- Hard floors washed with the right product for the material, edges by hand
- Stairs, banister, spindles, and the scuff line along the wall above them
- Behind and under the beds, sofas and anything freestanding still in the house
- Cobwebs out of the ceiling corners; loft hatch and ladder where you can reach it
- Front door, letter box flap, and the path tiles where the house still has them
- A last walk with a torch in low light, because daylight hides more than it shows
- Photos of every room, before and after, emailed with the invoice

The 1930s did not build for the water that comes out of the taps
Chingford Mount is a 1930s place. The parade, Albert Crescent and the shops round the A112 and A1009 crossroads went up in the middle of that decade, after the trams from Walthamstow reached the Albert Corner in 1904 and pulled the housing out behind them. The Odeon opened in September 1935 and came down in 1972 for a supermarket. St Edmund’s church, up the road and Grade II listed, dates from 1939. The residential grid either side is inter-war: bay-fronted semis and short terraces, tiled paths, a bay in the front room, a back addition that has been extended or re-kitchened at least twice, and above the parade a set of flats behind that Art Deco frontage. Growth here happened after 1920, which is why the plots are wider and the density lower than the E17 stock a couple of miles south. Anybody telling you Chingford Mount is a street of period conversions has not walked it.
Which matters, because the stock decides the failure mode. A parade flat above the shops fails on the window sills and the kitchen extractor, since the kitchen is small and there is no through draught to carry the frying anywhere. A three-bed semi off Old Church Road fails on the stairs, the bay underside and the carpet edges, because a family lived in it for six years. Same checklist. Different hours against different lines.
Then the water, which is the constant. E4 is supplied by Thames Water and treated at the Chingford South works next to the William Girling reservoir, which takes surface water off the Lee Valley chain with chalk borehole water on top of it. Thames Water’s own hardness scale puts anything above 200 mg/l of calcium carbonate in the hard band and anything above 300 in very hard, and the company’s line is that most of the South East is hard (Thames Water hard water guidance). It does not publish a figure for E4 specifically, so we are not going to invent one. What we can tell you is what the taps look like. Chrome in a Chingford Mount bathroom clouds over within a fortnight of standing empty, the kettle element furs, and limescale sets into the shower screen edge in a way a supermarket spray will not touch. Fixed price. No VAT line, no fuel surcharge, no extra because the parade flat is up two flights or the semi has a side return. Those figures assume a house in ordinary lived-in shape. A long tenancy with a dog, a smoker, or a kitchen nobody has properly cleaned since 2019 takes longer, and we say so on the phone rather than after we have arrived. The oven is already inside the standard end of tenancy job; the £77 is for when the oven is the only thing the agent pulled you up on.
Now the sum. A two-bed at £243 set against a deposit built on a £1,724 rent is not really a decision, it is arithmetic, and the reason most people get it wrong is that they only run the numbers after the check-out has already gone against them and the agent has quoted a re-clean at somebody else’s rate. Do it in the other order and it is cheap.
Those numbers are the whole pitch, so here they are in plain English. The checklist is what the cleaners work to. That is a fair example of the pattern here. Sharers rather than a family, a dog, a semi with carpet running to the edges, and an agent who pushes back once on principle. The clean did the work. The photo set won the argument.
What 1 May 2026 did to move-out dates round here
The Renters’ Rights Act 2025 came into force on 1 May 2026. Section 21 no-fault eviction is abolished. Every existing assured shorthold tenancy in England has converted to a periodic tenancy, and a tenant can give two months’ notice at any point in the year instead of waiting for a fixed term to run out.
The cleaning obligations did not change. Not one line of them.
What changed is timing. Chingford Mount used to run on a fairly predictable cycle, with a lot of lets ending in the same few weeks of the year. Rolling notice spreads the move-outs out and makes them harder to see coming, so the date you want is less likely to be free when you ring. Book earlier than you used to. That is the whole practical effect, and it is duller than the headlines suggested.

Booking it round a high street with no station on it
Chingford Mount has no station of its own. Chingford railway station is up the hill, Walthamstow is down the other way, and in between it is the 97 running the length of Chingford Mount Road towards Walthamstow and Stratford, plus the W16, which terminates here. That matters on a move-out day in two ways. Your removals van and our van are both trying to work a bus corridor with loading bays on it, and a tenant without a car tends to underestimate how long the last carload takes. One honest note about parking. The parade end is tight, the loading bays are busy, and a van sitting on Chingford Mount Road at four in the afternoon is in everyone’s way. Yes, and on a three-bed semi that has had a family or a dog in it we usually suggest it. It is £36 a bedroom, £43 for a living room, or £115 for a whole two-bed’s carpeted area. Booked with the clean it happens the same day rather than needing a second visit.
Are you insured, and who are you?
Monster Cleaning Ltd, Companies House 9919639, trading since 2014. Public liability cover is in place and the certificate goes out on request. You get a named team leader before the day, not a phone number and a shrug.
What if the agent disputes the clean after you have been back?
Then it goes to your deposit scheme’s free adjudication, whether that is the Tenancy Deposit Scheme, mydeposits or the Deposit Protection Service. Adjudicators decide on evidence.
