Begin with the mechanism, because the deposit turns on it. When you took the property a clerk walked it and wrote a report, usually photographed, describing each surface against the words “new” or “as new” or, on a period flat, naming the original features one by one. That report is the benchmark. At check-out a clerk walks it again and compares line by line, and anything materially worse than the check-in entry, past fair wear, is chargeable. In this corner of Bromley the clerk is reading for a particular set of things, because the stock west of the High Street has a particular set of features. The Camden Park Road and Yester Park villas, a good number of them put up from the 1890s by the builder William Willett to designs by the architect Ernest Newton, carry original parquet, picture rails, leaded bay glass and tiled hallway floors. The money is not abstract. The leaded bay glass needs its own mention. A leaded front bay on a Camden Park Road villa picks up a soft chalk bloom along the lower edge of each lozenge through a winter of condensation, and it does not come off in one pass. We work it lozenge by lozenge with a soft chamois on the inside face and leave the lead came alone. Where a came is loose we note it on the report so it is logged as existing, not as our damage. The thing 1 May 2026 changed, and the thing it did not

The Renters’ Rights Act 2025 went live on 1 May 2026. Section 21 no-fault eviction is gone, every assured shorthold tenancy in England has converted to a periodic one, and a tenant can now give two months’ notice at any point rather than waiting out a fixed term. The deposit-protection rules carried across with the wording updated from shorthold to assured tenancy, so a deposit still has to sit with an authorised scheme and every cleaning deduction still has to be evidenced against the inventory.

Here is the part people read wrong. The cleaning side of a move-out did not change at all. The benchmark is still the check-in report. The maths is what it was the week before. What changed is timing: on a settled patch like this one, lets that used to run a tidy fixed year now end on a rolling notice, so move-out dates spread out and bunch less predictably. Book the clean a little earlier than you used to, because the slot you want goes.

Where Bromley sits on licensing

One local point worth stating plainly, because tenants ask. The London Borough of Bromley runs mandatory HMO licensing across the borough and, as of 2026, has no additional or selective licensing scheme on top of it. What Bromley does have is an Article 4 direction, borough-wide since September 2022, that means planning permission is needed to turn a single family home into a small shared house. The practical read on the Camden Park stock, where roughly four in five homes are owner-occupied and the lets are the minority, is that the lets which do exist almost all go through an agent now, and agent inventory is stricter on the same property than a landlord’s own eye would have been. The clean has to clear the clerk, not the owner.

Bathrooms, the other place it slips

Scale comes off the taps, head, screen and tile joints first, with the careful hand approach on any original chrome. Grout scrubbed back and photographed first where it is clearly gone. Then the rest, in plain order.

Inside every wardrobe, drawer and built-in cupboard, and the storage in a Camden Park villa can be deep, so it always gets opened and the top shelf cleared. Skirtings run by hand. West of the High Street, the stock changes road by road

Chislehurst West is not one kind of house, and the clean is not one method. The patch runs from the High Street west toward the Common and the golf-club grounds at Camden Place, and the stock shifts as you walk it.

The villa belt: Camden Park Road and Yester Park

These two are gated private roads, lime and cedar along them, sitting in the principal Chislehurst conservation area and lined with large late-Victorian and Edwardian villas. A good share went up from the 1890s on land that had belonged to the Camden Place estate, much of it built by William Willett to Ernest Newton designs; Derwent House on Camden Park Road dates from 1899. Old Hill, Watts Lane and the High Street edge

Down off the villa roads the stock mixes: substantial older houses on Old Hill, the conservation-area pockets toward the Common, and the flats above the western parade. Old Hill houses sit around the £386,000 mark and a fair few are let. These are the bread-and-butter hand-backs, won on slow careful work rather than anything clever.

Lubbock Road and the cricket-ground infill

Then the later stock. Much of Lubbock Road was built out between 1955 and 1964, with post-war infill behind the cricket ground and the odd modern block. Different surfaces, fewer original features, easier to read, but the same benchmark applies. How long does a hand-back take on a Camden Park Road villa?
