The benchmark you signed on day one

Start with the mechanism, because it explains every argument that follows. On the day you moved in, a clerk walked the property and wrote a report: every surface described, most of it photographed, and the kitchen and bathroom almost certainly logged as clean or as new. That was accurate. The place had just been cleaned professionally, because that is what happens between tenancies. At check-out a clerk walks it again and reads the two documents against each other, line by line. Anything materially worse than the check-in entry, past fair wear and tear, is money the landlord can ask the scheme for.

Nobody explains this at the start. They hand you a PDF and you sign it.

The report written on your first day is the exam paper. Nobody hands it to you on the last.

Which means the standard is not “tidy”. It is not even “clean” in the sense you would use the word about your own home on a Sunday. The standard is the condition a paid team left the property in before you had ever set foot in it, and the person judging whether you have met it is being paid to find the places where you have not. That is not unfair, it is just the job. The useful response is evidence rather than indignation: a dated invoice, a professional clean, and a report you can hold up next to theirs.

Two pieces of law sit under all of this and they pull opposite ways. The Tenant Fees Act 2019 stops any Berkshire landlord writing a professional clean into the tenancy as a condition, so nobody can compel you to book us or anyone else. But the same Act leaves the landlord free to claim for a genuine shortfall against the check-in standard. You cannot be forced to clean. You can absolutely be charged for not having.


What 1 May 2026 changed for a Crowthorne move-out

The Renters’ Rights Act 2025 commenced on 1 May 2026. Section 21 no-fault evictions are gone. Every assured shorthold tenancy in England converted to a periodic tenancy on the day, so a fixed end date is no longer the thing that governs when you leave.

Here is the part people get wrong, and we get asked about it weekly. The cleaning side of a move-out did not change. Not one word of it. The check-in benchmark still applies, the Tenant Fees Act still applies, and the deposit arithmetic is exactly what it was in April. What the Act changed is timing.

Timing matters more in Crowthorne than it does in a churn-heavy town, because this village never had much churn to begin with. Long family tenancies in detached houses, a steady trickle rather than a flood, and two or three predictable spikes a year. Make notice periods rolling and the trickle stops being predictable. Move-out dates now land in October and February as readily as they land in July, which is good for tenants and mildly annoying for anyone trying to run a diary. Book earlier than you would have done in 2025. That is the whole practical lesson.


318 milligrams of chalk a litre, and what it does to a bathroom

Crowthorne sits on chalk-fed supply. South East Water says plainly that most of what it supplies across southern England comes out of underground chalk aquifers, so the water is hard, and its own postcode checker puts RG45 at roughly 318 mg/L of calcium carbonate. Anything over 300 is classed very hard. This village is comfortably over.

You stop seeing it. That is the trap. Scale arrives as a film rather than a stain, so it builds over a tenancy at a rate slow enough that your eye recalibrates, and the shower screen you think is clean is a screen you have simply got used to. The clerk has not got used to it. They walk in cold, from a house on softer supply, and the bloom on the glass is the first thing they write down.

Where it turns up, in rough order of how often it costs people money: shower screens and enclosure runners, chrome mixer trims and the shower riser rail, the WC bowl rim and under the rim where nobody looks, kettle interiors, the dishwasher door and its seal, and the tap bases in the utility. On the 1960s bathrooms around Edgcumbe Park you also get it in the grout lines, because the original tiling is small-format and there is a lot of grout.

We take it off with a dilute descaling solution, dwell time, a microfibre cloth and a dry buff. Slow, but it works, and nothing gets etched. No abrasive pads on chrome, no bleach on plated fittings, no strong acid near porcelain or a stone worktop. Limescale that has been sitting for four years does not come off in one pass and we do not pretend otherwise; we do two or three, which is part of why a Crowthorne bathroom takes us longer than the same bathroom in a soft-water town would.

Modernist glass, college gables, new-build: the stock changes by the road

Crowthorne was a hamlet until Wellington College opened in 1859 and Broadmoor Hospital followed in 1863, and everything since has grown around those two things, in the trees, on generous plots. It is a village of houses. Flats exist but they are a rounding error, mostly above the High Street parade or near the station, and that shapes what we get booked for: bigger properties, longer tenancies, more rooms, more inspection time.

Edgcumbe Park

The estate off Dukes Ride, built between 1958 and 1972, and the most distinctive housing in the village by a distance. Mid-century modern, wooded plots, and glass where a 1930s house would have brick: full-height windows, sliding patio doors, glazed stair returns. Lovely to live in and a slog to check out of, because glass and aluminium track are graded separately from everything else and both hold hard-water spotting. The tracks are the bit people forget. A clerk runs a finger down one.

Dukes Ride, Wellington Road and New Wokingham Road

Larger detached stock, some of it Edwardian and 1920s, some later, and a band of college-tied housing along the Wellington College perimeter. Original detail survives here more than it does elsewhere in Bracknell Forest: picture rails, tiled fireplaces, timber floors under whatever the last tenant laid over them. None of it is difficult on a normal clean. All of it gets its own line on a check-out.

Buckler’s Park

The new one, and the reason the village stock is changing at all. Legal and General are building it out on the old Transport Research Laboratory site, over a thousand homes with a nature reserve wrapped round them, and some of it is build-to-rent, professionally managed. That matters for us. Build-to-rent inventories are tighter than a private landlord’s, the check-outs are run to a template, and the properties are new enough that “as new” in the check-in report means literally as new. There is nowhere to hide behind age.

Post-war infill and 1930s semis on the side roads, two and three beds, tile-hung gables, bay windows. Bungalows in pockets. Modern flats and small terraces near the station on Old Wokingham Road, which is where most of our one-bed work in the village sits.


The 57 things we go through, room by room

The 57-point agent-approved checklist runs in a fixed order: kitchen, bathrooms, bedrooms and reception rooms, then everything that runs throughout. The order is deliberate. It is roughly the order a clerk scores in, and it front-loads the rooms where deposits actually go.

Kitchen

Cooker out from the wall, sides and back and the floor underneath. Oven stripped to the door glass, both panes, the seal, the racks and the runners. Extractor filter degreased. Fridge and freezer emptied, defrosted, seals cleaned, and the coil space behind them. Cupboards inside and out, including the tops, which is where the dust and grease film sits and where a clerk with any experience puts their hand first. Splashback, worktops, sink, and the tap base with its scale. Bins washed. Skirting and plinths.

Bathrooms

The long room in this village. Screen, enclosure, runners, riser rail, head, mixer trims, all descaled and buffed. Grout scrubbed, silicone checked and cleaned, mould treated where it is cleanable and photographed where it is a landlord problem rather than yours. WC descaled inside and under the rim, cistern and pipework wiped. Extractor vent. Mirror and cabinet. Tiles top to bottom, including the courses above eye line that a standing tenant never wipes.

Bedrooms and reception rooms

Wardrobes and drawers inside, tops of doors, door frames, light switches and sockets, radiators including the backs, skirting, cornice and picture rail where there is one. Windows inside: glass, frames, sills, and on the Edgcumbe Park houses the sliding door tracks vacuumed out and wiped. Carpets vacuumed thoroughly. Shampoo is a separate add-on and worth it if the check-in report used the word new.

Throughout

Hallway, stairs, landing. Loft hatch surround. Meter cupboards. Cobwebs, which sound trivial and are on more Crowthorne reports than you would think, because the houses here sit under trees and the porches collect them.


What it costs, and the sum nobody does until the clerk has gone

Deposits in England are capped at five weeks’ rent. An Edgcumbe Park job in April

Three years in a 1960s house on the Edgcumbe Park estate, both of us commuting out of Crowthorne station, and we genuinely thought we had it covered. We had done the kitchen ourselves over a weekend. What we had not thought about was the glass. That house is mostly glass, and three years of Crowthorne water had put a haze on the patio doors that we could not see until Karol’s team took half of one pane back and stood us in front of it. The difference was embarrassing. They did the sliding tracks with a brush and a vacuum, took the scale off the bathroom grout over two passes, and cleaned the tops of the kitchen cupboards, which I had not touched in three years. Who actually regulates a let in this village

Berkshire is a county on the road signs and not much more in a town hall. The county council was abolished in 1998 and nothing replaced it at that tier, so the authority over a Crowthorne tenancy is Bracknell Forest Council, a unitary, and there is nobody above it locally. Crowthorne parish sits inside the borough and the ward is Crowthorne. If you are ringing anybody about a housing standards problem, that is who you ring.

Bracknell Forest has not designated any selective licensing area. Nowhere in the borough, Crowthorne included, so an ordinary family let here needs no licence from the council at all. What does apply is mandatory HMO licensing, which is national law rather than a local scheme: five or more people from two or more households sharing, and the property needs a licence. Enforcement runs through the Public Protection Partnership, the shared service Bracknell Forest runs with West Berkshire and Wokingham.

The practical consequence is small but real. Almost every Crowthorne tenancy is a single-family let, which means you are checked out against a family-let inventory rather than an HMO communal-areas standard. Kitchen and bathrooms carry the weight. The clerk is not counting fire doors, they are looking at your shower screen.


Booking it around the college calendar

Crowthorne has a rhythm that no algorithm would guess. Wellington College breaks up in early July and a slice of village housing changes hands inside about a fortnight, staff moving in and out of college-tied and village lets at the same time. December does a smaller version of the same thing. Add the ordinary end-of-month clustering that every town has and you get two weeks a year where our Crowthorne diary is genuinely tight.

Book a week ahead as a matter of course. Two if you are moving at a month end, and three in the first fortnight of July if you have any choice in the matter. Does professional cleaning have to be in my tenancy agreement?

No, and it cannot be. Since the Tenant Fees Act 2019 a landlord cannot make a professional clean a contractual condition of the tenancy. What they can do is charge you for the shortfall if the property comes back dirtier than the check-in report says it started. That is the bit people miss.

Is the water in Crowthorne really that hard?

Very. South East Water draws this village off chalk, and the reading for RG45 sits around 318 mg/L of calcium carbonate, which is at the top of the scale. Do I need to be in the property while you clean?
