Why Fairlop deposits get deducted

Redbridge private rents climbed 6.4% across 2025, with the borough average two-bed asking £1,795 a month by February 2026 (ONS Private Rent and House Prices, February 2026). Three-bed family semis run higher. A typical IG6 2 three-bed asks £2,200 to £2,400 down at the start of the let. That’s the figure on the line at hand-back.

The housing stock here splits three ways and the cleaning challenges differ between them. The dominant stock is interwar speculative builders’ semis – 1930s pebbledash and roughcast, bay-fronted, on Forest Road, Aldborough Road North, Atherton Road, New North Road and Fairlop Gardens. Most still have the original leaded-light front bays with the metal cames between the panes. The second piece is the post-war LCC cottage-estate stock on the Hainault Estate fringe – low-density brick semis built between 1947 and 1953, 2,779 houses originally, named after Hainault Forest, with Manford Way as the main spine and grassy verges along most of the side roads. Many of those have moved into private rental hands since right-to-buy. The third piece is modern infill – the apartment blocks behind Fairlop Waters and the small new-build closes off Tomswood Hill, late-2010s and 2020s, no period detail, but the kitchen-extractor and shower-screen scale problems still apply.

Most deposit disputes around here trace to one of three things. Forest Road kitchen-extractor grease over the gas hob where six or eight months of stir-fry has bonded onto the hood baffle. Hainault-fringe ex-LCC bathroom mould above the bath where the extractor fan has died and nobody told the landlord. Leaded-light bay-window dust caught between the metal cames and along the picture rail above. The Renters’ Rights Act 2025 commenced Phase 1 on 1 May 2026, which means Section 21 is gone, rolling periodic tenancies replace fixed-term ASTs, and the deposit-return route is now the cleanest exit a tenant has, which puts more weight on the inventory than ever (Renters’ Rights Act 2025). Inventory clerks have got more thorough since the start of May. Tenants in dispute should look at the relevant scheme: Tenancy Deposit Scheme, mydeposits, or the Deposit Protection Service.

Then there’s the water. IG6 sits on Essex & Suffolk Water, not Thames, and the hardness reading runs at the top of the Essex band – around 320ppm calcium carbonate, very hard by anyone’s measure. Lime scale climbs back inside a fortnight if you skip the descaler. The clerks know it. They look for it specifically on chrome shower mixers, kettle elements that get left, glass screens around the bath and the underside of kitchen taps.

Selective licensing – what the council walk-through covers

The whole Fairlop ward sits inside Redbridge Council’s Scheme 4 selective licensing, in force from 8 April 2024 (Redbridge Council selective licensing). Scheme 4 covers fifteen wards including Fairlop, Aldborough, Barkingside, Hainault, Newbury and Wanstead Village. The licence fee runs at £997.69 per property, and a non-compliant landlord faces a civil penalty of up to £30,000. The standard the council walks the property to is documented and the inventory clerk’s checklist mirrors it on the cleaning side. Translation for tenants: the hand-back walk-through under Scheme 4 is a tighter walk than it was five years ago. We brief the team to that level on every Fairlop job.

Fairlop tube and the Central Line character

Fairlop station opened on 1 May 1903 as a Great Eastern Railway loop and transferred to the Central Line on 31 May 1948. The canopies still carry the GER bracketry. What that means for the cleaning round is that most of the Fairlop rota is reachable from the station on foot or one stop on the bus, and we can fold a Fairlop hand-back into a Newbury Park or Hainault job on the same morning when the tube does us a favour. The other side of that is parking. The roads east of the station – Forest Road in particular – are CPZ-controlled in the morning peak, and the Hainault Estate side has visitor-permit limits. “Three years on a 3-bed 1930s pebbledash semi on Aldborough Road North, both of us teaching at Loxford and Beal, no kids, and we were moving out to a flat in Wanstead for the secondary-school catchment. Bairstow Eves on Barkingside High Street had checked us in three years before and the same clerk was walking the check-out. The flag she warned us about was the leaded-light front bay – the previous tenant had lost £180 on dust caught above the picture rail and behind the metal cames because nothing reaches there with a normal duster. Three years of Forest Road traffic dust. The original 1930s pressed-steel fireplace surround in the front room had a film along the upper edge as well. The clerk walked it on the Wednesday at half-ten and signed off without a deduction. The full £2,300 deposit cleared back the following Monday. The bill was £395 plus £90 for the carpet add-on. Behind and under the cooker, including the floor cavity. The hood filter degreased in a hot alkaline bath and refitted; on a Forest Road kitchen-extractor over the gas hob this is usually the second longest job of the day. Inside and outside of the oven, including the door glass between the panes, the trim and the seals. Hob, splashback and grouting. Sink, taps and chrome – descaled with a non-acidic agent that will not mark older chrome. Inside, outside and on top of every cupboard and drawer. Streets and inspection patterns

Every Fairlop check-out lands on a slightly different inventory firm. After eleven years in the borough we know who walks which streets and what they price hardest. The pattern below is what the inventory clerks look for first, and it is what we brief the team on before the job starts.
