The report you are really cleaning for

Start with the mechanism, because hardly anyone does, and it decides everything. Let those tenancies end on a rolling two months instead of a set date and the move-outs spread out and get harder to predict. Where Clayhall sits, and why the licensing line runs past it

Clayhall is the quiet inter-war suburb north of Ilford, roughly 2.5 square kilometres of it, around 14,000 people. When the old Clayhall manor farm was cleared in 1935 the land went out as building plots, and what came up was street after street of 1930s semi-detached and terraced housing, render or pebbledash fronts, a bay at the front, a picture rail in the reception rooms, a small kitchen at the back later knocked through or extended on a fair few. Some post-war and later infill sits between the older runs. The spine is Clayhall Avenue, with Longwood Gardens leading down to Clayhall Park, and the suburb runs out to the Barkingside edge near Fullwell Cross. Valentines Park, the 150-acre Grade II park with the restored Valentines Mansion at its Cranbrook corner, sits just to the south, and the lido and model boating lake there were laid out in the 1920s on what had been farmland.

The licensing line, and which side you are on

This is worth getting straight, because tenants and landlords both trip on it. Redbridge runs two selective licensing schemes. The first, since 1 November 2023, covers Ilford Town and Valentines. The second, since 8 April 2024 and running to 7 April 2029, covers fifteen wards including Barkingside, Fairlop, Hainault, Chadwell and Newbury. Clayhall ward is on neither list, so a standard let on Clayhall Avenue or Longwood Gardens is outside selective licensing. The catch is the boundary: an address on the Fullwell Cross side may sit in Barkingside ward, where a selective licence is required and the fee is £997.69 per property (Redbridge selective licensing). On top of that, Redbridge runs a borough-wide additional HMO scheme, so a shared house anywhere in Clayhall let to three or more people from two or more households needs a licence whatever the ward.

That matters at hand-back because a licensed property is the one most likely to get a thorough, by-the-book inventory. The cleaning standard the agent expects, though, is the same on both sides of the ward line.


Very hard water, and what it does to a 1930s bathroom

Clayhall sits in Thames Water’s supply, and the water is very hard, around 310 parts per million as calcium carbonate (Thames Water hardness). That one fact loses more deposits here than almost anything except the oven. Scale builds on taps, shower heads, screens and tile joints faster than tenants expect, and a wipe with a cloth does nothing to it. The bathroom, and the rest of the house

Scale off the taps, shower head, screen and tiles first, with the careful approach on older brassware. Then the toilet done properly, under the rim, the cistern, the hinges and behind the pedestal. Shower screen both sides, tracks and the sealant bead. Bath, the underside of the taps, the overflow and plughole. Mirror and cabinet, and behind them. Extractor vent wiped. Floor into the corners and behind the loo. After that the house gets worked through:

  • Skirting end to end, door frames, doors, handles and finger plates
  • Picture rails along the top edge in the reception rooms, the dust shelf a duster never reaches, done with a long-handled brush
  • The front bay, glass, frame, sill and the render reveal where the window meets the brick
  • Inside every fitted wardrobe and cupboard, including the top board
  • Light fittings, shades, switches and the ceiling rose, which holds years of dust in an older house
  • Radiators behind, under and on top; the older the house the longer this takes
  • Walls spot-wiped for marks, with an honest line drawn, because nail holes and scuffs are a decorator’s bill and not yours to scrub away
  • Carpets vacuumed to full coverage and the edges run with the crevice tool
  • A final walk-through, photographed room by room, sent to the agent

Clayhall ward is not in either selective licensing scheme. Scheme one covers Ilford Town and Valentines, since November 2023.
