Claybury Hall, the late-eighteenth-century mansion on the Manor Road approach, carries its own Grade II listing from 1979 and is now carved into apartments and penthouses. The water tower was turned into a single house over eight floors. The old chapel is a swimming pool now, run as a health club for residents, which catches a lot of people out.
What that means on a clean is do-no-harm. Inside a converted flat the original window reveals, the cast-iron radiators, any surviving parquet and the high reception ceilings are all named in the inventory and all need the careful approach. Thames Water runs the whole IG5 supply and the water is very hard, around 300 mg/l calcium carbonate, higher in the eastern reaches (Thames Water hardness data). That is a fair example of the converted-flat pattern: original detail named in the report, a gated-access slot to arrange, and a clean that wins on careful slow work rather than anything clever. What turned it as much as the scrubbing was the dated photo set that went out with the invoice, which is the part a do-it-yourself check-out almost never has when the agent pushes back.
What 1 May 2026 changed, and what it did not
The Renters’ Rights Act 2025 went live on 1 May 2026. Section 21 no-fault evictions are gone, and existing assured shorthold tenancies have converted to periodic ones, so a tenant can give two months’ notice at any point rather than waiting out a fixed term.
Here is the part people get wrong. The cleaning side of a move-out did not change. The check-in benchmark still applies, and under the Tenant Fees Act 2019 a landlord still cannot make professional cleaning a contractual condition, though if the flat was professionally cleaned for you at the start, the same standard at the end is fair game. What changed is timing. Repton Park landlords who used Section 21 to clear an apartment for a sale now have to prove a ground, and across the estate move-outs become less predictable, which only tightens the month-end pile-up. Licensing: the Claybury Park surprise for landlords

Redbridge runs a borough-wide push on selective licensing, and its current scheme from 8 April 2024 covers fifteen named wards at £890 a property. The surprise is that Claybury Park is not in it. The Repton Park estate sits in Bridge ward, and the IG5 0 streets sit in Clayhall ward, and neither Bridge nor Clayhall is on the selective list. The nearest covered ward is Fairlop, just to the north past Fullwell Cross.
So most ordinary lets here do not need a selective licence. A house in multiple occupation is the exception, because mandatory HMO licensing applies across the whole borough regardless of ward. For a tenant the practical effect is small, but it is worth knowing your Claybury Park landlord is probably not on the selective register, so the inventory paperwork rests on the tenancy agreement and the deposit scheme rather than a council licence. The cleaning standard at check-out is the same either way.
