Enfield Council’s licensing regime covers Haselbury

Haselbury ward sits inside the borough’s selective licensing scheme that Enfield Council introduced on 1 September 2021. It runs out on 31 August 2026. Fourteen wards are inside the current designation – Bowes, Edmonton Green, Enfield Highway, Enfield Lock, Haselbury, Jubilee, Lower Edmonton, Palmers Green, Ponders End, Southbury, Southgate Green, Turkey Street, Upper Edmonton and Chase. The council ran a 12-week consultation that closed on 28 December 2025 on a replacement scheme covering 17 wards from September 2026, with the Cabinet decision due in Spring 2026.

What this means in practice for tenants moving out of a Haselbury rental: any privately let single-household or two-sharer property in N9 should be inside a licensed portfolio, and licensed landlords are held to higher standards on disrepair and condition. Stair handrails. Cobwebs above door heads and in ceiling corners. Internal glazing on door panels and the encaustic tile vestibule between the front and inner doors on the period terraces. Skirting boards and floor finish to whatever the floor finish is – laminate dry-mopped, original wood polished if the property is wood, tile mopped, vinyl wet-cleaned.

What your inventory clerk will actually check

From years of comparing pre and post-clean reports on Haselbury flats and Galliard Estate semis, the items that decide deposits at the inspection stage tend to be the same five things. We work the list both ways – tenants checking out, landlords checking in.
