Why Meridian Water deposits get deducted

N18 3 is a brand-new rent zone. Meridian One private-market 1-beds book around £1,650 to £1,825 pcm through Vistry Lettings and Foxtons Edmonton on Hertford Road; 2-bed shared-ownership flats on the L&Q stair price lower because the rent on the unowned share is policy-capped. Bairstow Eves on Edmonton Green high street take some resale overflow. Flats let inside ten days on clean stock, and housing officers cannot afford a fortnight of back-and-forth on the hand-back.

We have done 41 Meridian Water hand-backs since the first Vistry residents moved out late 2024. The deductions cluster in three places, none obvious if you assume new-build means low maintenance.

Hard water comes first. The N18 supply is on Affinity Water, not Thames, and reads roughly 314 mg/L calcium carbonate, firmly into very-hard territory above the 300 mg/L threshold. On a 2023-fitted Vistry kitchen the chrome pull-out tap and the brushed-steel induction-hob trim build a soft white film inside ten months. We use a controlled descaler at low concentration on the chrome and longer dwell on the trim, no scouring.

Integrated appliance gaps come second. The Meridian One spec gives you a Bosch fridge-freezer, an integrated dishwasher, a Bosch single oven, a four-zone induction hob and a recirculating extractor with a charcoal filter residents are meant to swap every twelve months but rarely do. We pull the appliance fronts where the brackets allow, clean the cabinet sides and the back of the toe-kick, lift the hob trim, swap the charcoal cartridge if the resident has bought one, and degrease the underside of the recirculating canopy.

Construction-dust residue is the third. Meridian One was still being phased to handover into 2025, and even early-handover blocks have neighbours moving most weekends, lifts and lobbies carrying a thin grey film through to flat doors, door-frames, drawer runners and the airing cupboard. We hand-clean those lines so the flat goes back to handover-day condition.

Renters’ Rights Act 2025 reset what counts as fair

Since the Renters’ Rights Act 2025 came into force, landlords, BTR managing agents and housing associations can no longer write a paid-for professional-clean receipt into a tenancy agreement as a hand-back condition. What they can still do is deduct from your deposit if the property comes back in a worse cleaning state than the inventory recorded at check-in. Adjudicators at the Tenancy Deposit Scheme and the equivalent panels at mydeposits read your check-in and check-out reports side by side, and a torch-lit photograph of an induction-hob trim that was clean at handover and is filmy at hand-back is the deduction. Enfield Council selective licensing covers the Meridian Water masterplan

Meridian Water sits inside Lower Edmonton ward, one of the 14 wards inside the Enfield Council selective licensing scheme, alongside Bowes, Chase, Edmonton Green, Enfield Highway, Enfield Lock, Haselbury, Jubilee, Palmers Green, Ponders End, Southbury, Southgate Green, Turkey Street and Upper Edmonton. The current scheme started on 1 September 2021 and is due to expire on 31 August 2026. A proposed replacement scheme covering 17 wards is currently with Cabinet for a decision in spring 2026, with the new licence fee proposed at £750. Most privately rented homes in N18 3 let to a single household or two unrelated sharers therefore need a selective licence; the L&Q affordable lets and shared-ownership flats run under separate housing-association regulation but the cleaning standard at hand-back is the same. What is particular about cleaning a Meridian Water Vistry or L&Q flat

Meridian Water is a 210-acre regen site between the North Circular (A406) at Banbury Reservoir, the Lee Valley reservoirs to the east, the Cambridge Road (A1010) to the west and the Tottenham boundary to the south. Enfield Council bought the bulk of the land between 2015 and 2018, with the masterplan adopted in 2017 promising up to 10,000 homes over fifteen to twenty-five years. Meridian Water station opened on the Greater Anglia West Anglia Main Line in June 2019, with the council co-funding the build to around £15 million.

The dominant property is the post-2019 build-to-rent or housing-association flat. Meridian One is the Vistry-led phase, around 950 homes across mid-rise duplexes and 1- and 2-bed flats, first residents moving in across 2023 and 2024. L&Q have a sizeable affordable and shared-ownership stair inside the same masterplan, same internal spec, different tenure. Meridian Park, the older industrial-shed phase the council kept through earlier rounds with Lendlease, gives a smaller stock of warehouse-style studios and 1-beds with double-height ceilings on the upper floors.

What that property type drops at hand-back is consistent. The kitchen has the recirculating canopy, the induction-hob trim, the under-cupboard plinth lighting and the integrated dishwasher kickplate nobody pulls out. Bathrooms are quadrant or wet-room showers with a pivot or sliding screen on a stainless runner, a single rainfall head, sometimes a hand-shower. Wardrobes are MDF with soft-close drawers, and those runners pick up dust faster than anything else. The Meridian Park double-height plans add a picture-rail-height cable-tray run for the tall-ceiling lighting.

Beyond the masterplan: the Argon Road 1990s and 2000s warehouse conversions (Crittall-style windows on some plots, soft pad on those frames) and the newest Causeway and IKEA-corner blocks where the resident move-in started early 2026 and construction-dust film still settles on the corridor-side of front doors.

Bedrooms and living areas

Skirtings wiped front and top, light switches, sockets and data-point covers dusted. Inside windows cleaned including frames, sills and trickle-vent slots; aluminium frames on the Vistry curtain-wall blocks are cleaned with a soft pad and pH-neutral product, no abrasive. MDF wardrobe interiors wiped, soft-close drawer runners cleaned. Bedroom carpets vacuumed to the skirting line; living-room engineered timber damp-mopped, not wet-cleaned. Doors, frames, handles, hinges, architraves, including the corridor-side of the front door where construction-dust film tends to land. Will the clean handle bathroom mould around silicone seals?

We clean surface mould off silicone, tile grout and around the bath edge. Ingrained mould inside silicone seals (where the spore has gone behind the seal itself) cannot be cleaned out — that is a re-silicone job, which is the landlord or housing association’s call, not ours.
