How the check-in report decides a High Wycombe deposit

Start with the mechanism, because almost nobody does. When you moved in, a clerk walked the property and wrote a report against every surface, usually photographed, usually marked “new” or “as new” in the kitchen and bathroom. Those words were true on the day because the place had just been professionally cleaned. At check-out a different clerk, or sometimes the same one, walks it again and compares line by line. Anything materially worse than the check-in entry, beyond fair wear and tear, is chargeable against the deposit. You are being marked against a professional standard, which is exactly why a mop and a spare Sunday rarely closes the gap.

The money is not abstract. Damp and mould, though, sit with the landlord under the Homes Act 2018, not with the tenant’s cleaning. What 1 May 2026 changed for Wycombe move-outs

The Renters’ Rights Act 2025 went live on 1 May 2026. Section 21 no-fault evictions are gone. Every existing assured shorthold tenancy in England converted to a periodic tenancy on that date, and a tenant can now give two months’ notice at any point rather than waiting on a fixed term to run out.

Here is the part people get wrong locally. The cleaning side of a move-out did not change at all. The Tenant Fees Act still applies. The check-in benchmark still applies. The deposit maths is exactly what it was the week before.

What changed is timing. High Wycombe already runs a churny rental market around the Bucks New University catchment and the commuter flow into Marylebone, twenty-five minutes down the Chiltern line. Let tenants leave on a rolling two months instead of waiting for a fixed end date, and move-outs get less predictable, not less frequent. Book earlier than you used to. The kitchen, where most Wycombe deposits go

The oven is stripped, not wiped. Racks go into a soaking tank, the door glass is split apart so the brown film between the panels comes out, and the interior, fan, element and seals all get done. That film between the glass panels is the single most-flagged oven fault we see across HP11 to HP13. If the oven is the only thing your agent pulled you up on, standalone oven cleaning covers it on its own without booking the full job again.

After the oven we work the rest of the room. Hob rings and control knobs come off and get washed separately. The extractor hood is degreased inside and out and the filter soaked or swapped. Every cupboard, inside and out, including the deep awkward corners common in the older Desborough and Totteridge kitchens. Fridge and freezer cleaned through once defrosted, and the integrated units fitted into the newer Eden Centre-side flats have their own quirks we already know from repeat bookings. Appliances get pulled out so the gaps behind and under them are done, then put back. The washing machine gets the drum, the drawer and the door seal, which is the first thing a clerk opens. Sink, taps and drainer descaled, because the local water never gives that a miss. Tiles and grout scrubbed. Bins washed. Floor pulled back where it lifts, hoovered, mopped.

Bathrooms and en-suites

  • Toilet done properly: inside, under the rim, base, cistern, hinges, and behind the pedestal where nobody looks but the clerk
  • Shower screen both sides, tracks and the sealant bead included
  • Bath, taps, the underside of the taps, overflow and plughole; original cast-iron bathtubs in the older Totteridge terraces get their feet and underside done too, which is easy to skip
  • Mirrors and cabinets, and behind them where they lift off the wall
  • Extractor fan vent wiped, sealant cleaned to a usable state; re-sealing is a handyman job, not a cleaning one
  • Floor into the corners, behind the loo and under the basin pedestal

Bedrooms and living areas

Inside every wardrobe, drawer and built-in cupboard. Skirting, door frames, doors, handles and finger plates. Light fittings, switches, and picture rails where they survive, which in the Edwardian and Victorian stock around Desborough and Totteridge is more often than not. Window sills, reveals and frames. Radiators behind, under and on top; the older cast-iron rads on the Castlefield and Micklefield estate houses take longer than a modern panel. Walls spot-wiped for marks, with a realistic line drawn, because nail holes and scuffs are a decorator’s bill, not yours to scrub away. Hard floors washed with the right product, and the original board floors inside some of the loft conversions in the old furniture-factory buildings need a low-moisture approach rather than a wet mop. Carpet vacuumed and spot-treated; a full shampoo is a priced add-on, the right one for stair-edge wear on the Downley and Hazlemere semis where a family has walked the same run for years.

What 254 mg/l chalk water does to a Wycombe bathroom

High Wycombe sits on the Chiltern chalk and Thames Water supplies the whole HP11, HP12 and HP13 patch at a measured hardness around 253 to 255 mg/l calcium carbonate, classed as hard water. Calcium builds on taps, shower heads, screens and tile joints faster than tenants expect, and a wipe with a cloth does nothing to it. The clerk checks for it. A thumbnail down the tap, the shower screen held edge-on against the light, the shower head pulled in close under a torch. Limescale that has set into the chrome is not a quick job, and in the older Totteridge and Desborough terraces the fittings are sometimes original brass, which rules out the harsher descalers a newer flat would shrug off.

Grout is the other one. Kitchen and bathroom grout decides more deposits in this town than carpets do. We scrub it rather than wipe it, and where it is genuinely past saving, which happens after long tenancies in the Castlefield estate houses, we photograph the state before we start so the clerk cannot bill you for wear that was already there at check-in. There is a quieter version of the same problem in the town-centre loft conversions. Original steel-framed factory windows kept in some Cressex-side conversions run cold, and single glazing behind a warm bathroom throws condensation that settles as a grey bloom on the sill paint. It looks like damp to an untrained eye. It is usually just moisture with nowhere to go, and comes off with the right product if caught early.


Chair Town top to bottom: the stock changes by the mile

High Wycombe grew on furniture. By the late Victorian period the town had around 150 chair workshops and factories running at once, most within a short walk of the railway line that carried finished stock down to London. That footprint still shapes the housing, and the clean changes street by street as a result.

Start in the middle. HP11 covers the town centre, the Eden Shopping Centre (roughly 850,000 square feet, over a hundred shops, a cinema and 48 residential flats built into the scheme), and the railway-station side where the fast Chiltern line reaches Marylebone in around twenty-five minutes. On the Cressex side of HP12, several old furniture-factory buildings have been converted into one and two-bed loft flats, keeping original steel windows and, in a few cases, sections of the factory floor. A studio here runs from £156, a one-bed from £207.

Move out to HP13 and the housing turns residential and Victorian fast. Totteridge and Desborough carry long runs of Victorian and Edwardian terraces, many converted to two-bed flats; a two-bed comes in from £243. Downley is a village grown into a suburb, mostly semi-detached 1930s-through-1960s stock, and Micklefield and Castlefield are the town’s larger post-war estates, low-rise terraces and semis on wide roads. A three-bed semi across Downley, Micklefield or Castlefield runs from £339, and a four-bed, more common toward Hazlemere on the HP15 side just past our core patch, runs from £425.

Buckinghamshire Council’s licensing line in HP11, HP12 and HP13

Buckinghamshire Council has not introduced selective licensing anywhere across the former Wycombe district. Mandatory HMO licensing under Part 2 of the Housing Act 2004 still applies where five or more people in two or more households share a property, and the council maintains a public HMO register anyone can check.

The council did seal an Article 4 Direction covering Four Ashes in High Wycombe on 29 May 2024, removing the permitted development rights that would otherwise let a house convert to a small HMO without planning permission. It is narrow and area-specific, not townwide, and it sits alongside the national landlord register due under the Renters’ Rights Act 2025.

None of it changes the cleaning side. A licensed HMO off Desborough Road gets exactly the same 57-point pass as a single-family let in Downley.

That job is a fair example of the Cressex pattern: striking industrial features that clean up well with the right method, and a condensation problem that reads as damp but is not.
