From an Essex market town to an Elizabeth line stop

Ilford sat inside Essex until 1965, when the London Government Act folded it into the newly created borough of Redbridge. The old market-town street plan is still readable around the Town Hall, even though almost nothing above ground looks county-town any more. What has reshaped the place far more than any boundary redraw is the railway. The Central line has run through Ilford station for the better part of a century, and the Elizabeth line joined it in 2022 once new lifts opened a step-free entrance on Cranbrook Road, the first step-free access the station had had since it was built in 1839. Liverpool Street is about eighteen minutes away now. That single change is why a working high street suddenly has two build-to-rent towers rising behind it.

Ilford also has one of the largest, longest-established South Asian communities in east London, built up over five decades around mosques, temples and a gurdwara that now sit a short walk from the Exchange Ilford shopping centre on the High Road. That history shapes the letting market as much as the railway does: extended-family households, multi-generation tenancies, and landlords who have owned the same terrace since the 1980s. This is not a transient place pretending to be settled. It is a settled place absorbing a very fast wave of new building on top of it.


Two Ilfords: the towers and the terraces

Two quite different kinds of property sit on the same round. Down by the station, Pioneer Point runs 294 flats across twin towers of 33 and 25 storeys off Winston Way, corporate build-to-rent with a concierge and a fit-out that repeats floor to floor. IcoNic on Cranbrook Road and the newer blocks toward Ilford Hill follow the same pattern. Walk five minutes off the High Road and the housing turns Victorian and Edwardian: narrow terraces built for railway clerks and shopkeepers not long after the line first arrived, most of them split into two or three flats since. Keep going south toward Valentines Park and Aldborough and the terraces give way to 1930s semis from the borough’s interwar suburban push, bay windows, a tiled hallway, a garden front and back.

The licence that raises the bar on every check-out

Ilford Town, together with the neighbouring Valentines ward, has run under Redbridge’s Scheme 3 selective licensing since 1 November 2023, for a five-year term. Nearly every private letting to a single household or two sharers inside that catchment needs a licence, currently £997.69 per property, paid in two instalments. Fifteen more wards across the rest of the borough came under a separate scheme from 8 April 2024, and a borough-wide additional licensing scheme has covered every shared house of three or more tenants forming two or more households since 18 September 2023. The direction of travel is unmistakable. The council wants a paper trail on every rented home it can reach.

What that means for a tenant leaving a licensed flat is fairly simple. A landlord who has just paid the council for the right to let a property does not want a scruffy hand-back sitting on their own inspection file. So the agent pushes harder, the clerk writes a longer report, and deductions get chased with more energy than they might in a borough running no scheme at all.

The Renters’ Rights Act 2025 landed on top of that on 1 May 2026. Section 21 no-fault evictions are gone, and every assured shorthold tenancy in England converted to a rolling periodic tenancy that a tenant can end on two months’ notice. The cleaning standard itself did not move an inch, and the Tenant Fees Act 2019 still stops a landlord making a professional clean a contractual condition either way. What changed is the calendar. Without a fixed end date to work back from, Ilford check-outs are starting to land at odd points in the month rather than clustering at the end of it, which helps if you book early and can be a headache if you do not.

Ilford’s chalk problem

Ilford sits inside Thames Water’s hard-water belt, and the company’s own guidance puts supplies across this stretch of north-east London well over 250mg/l of calcium carbonate, some readings closer to 300. That is well past the point where a wipe with a cloth does anything at all. A shower screen left three months untouched grows a visible ring, a chrome mixer tap dulls from bright to cloudy, and grout lines pick up a grey-white bloom that looks like dirt but is actually mineral scale.

The tower flats and the terraces fail on it in different spots. On the Pioneer Point and IcoNic bathrooms it is the rainfall shower head and the lower track of the glass screen, both dropped from a ceiling rose that has to come down for a proper overnight soak. In the older terraces off Cranbrook Road it is the kitchen tap and the bath overflow, often original chrome or brass that cannot take an acid descaler without pitting. Light fittings and switches, and in the Edwardian flats the picture rail that nobody dusts between tenancies and every clerk checks anyway. Window sills and frames on the inside. Radiators behind, under and on top, the cast-iron ones in the terraces taking longer than a modern panel radiator ever does. Walls spot-wiped for marks, with a realistic line drawn around scuffs and nail holes, because those sit on a decorator’s bill, not yours to scrub away. Then a full walk-through, photographed room by room, before the keys go back.
