Redbridge licensing, and why it tightens the check-out
Wanstead Park sits in the London Borough of Redbridge, and the Wanstead Village ward is one of the fifteen wards inside Redbridge’s Selective Licensing Scheme 4. The Secretary of State approved that scheme in late 2023, it took effect on 8 April 2024, and it runs to 7 April 2029. Inside a designated ward, most privately rented homes let to a single household or to two unrelated sharers need a selective licence, and the council’s current fee for a single property runs to just under a thousand pounds, close to £1,000 per property on the present schedule. Larger shared houses with three or more occupiers from two or more households fall instead under Redbridge’s separate additional HMO licensing, which is borough-wide and runs from 18 September 2023 to 17 September 2028, at a higher fee again. None of that is a tenant’s bill. It matters for what it does to behaviour at hand-back. A landlord who has paused, applied and paid the best part of a thousand pounds for the right to let a Wanstead house does not wave through a borderline check-out and absorb the cost. What the park itself does to a house beside it
Wanstead Park is not a recreation ground. It is the southern, formal end of Epping Forest, a registered historic landscape that the City of London Corporation bought in 1880 and has run ever since: the remains of George London’s early formal layout, the Repton planting, the Temple, the 1761 Grotto (Grade II* listed, its structure stabilised only this March), and the Ornamental Waters, which the long dry summers and a failing 300-year cascade have lately left dried out. The grandest house in England once stood here. Wanstead House had its contents auctioned over thirty-two days in 1822 and was pulled down for its materials in 1825; the original 1715 gate piers from its grounds still stand at the corner of Overton Drive and Blake Hall Road, and the golf clubhouse off Warren Road is its former stable block.
The park sits on heavy clay by the Roding flood plain, and that has two practical effects on a clean. Damp first. Houses backing onto the park and its waters hold humidity longer than drier streets, so the mould line on bathroom sealant and the gasket inside the fridge-freezer build up faster, and those are exactly the points a clerk checks.
