Why Kingsland deposits get deducted

The third layer is the 1990s and 2000s Holly Street regeneration to the north-west – mid-rise mixed-tenure blocks replacing the demolished mid-century towers, with painted render facades and shared-corridor access. The newest stratum is the 2014 Kingsland Apartments cluster directly above the Shopping Centre concourse – small studios and one-beds with shared concierge entry, integrated kitchens and the standard new-build floor-to-ceiling sliders. Four eras, four very different cleaning workflows.
Water matters too. Kingsland sits on the Thames Water network and north London supply tests at around 293ppm calcium carbonate (Thames Water hard water guidance). Inside two weeks the kettle, the kitchen mixer base, the shower head and the screen runner pick up a chalky white film. On the Pembury Estate flats the original 1970s mixer chrome is the worst affected because the plating is thinner than a modern replacement. Hackney Council selective licensing – Dalston ward covers the Junction
Hackney’s selective licensing scheme started on 1 May 2026, so it has been live for nine days as of writing. Dalston ward, which covers Kingsland High Street, Kingsland Passage, Forest Road north, Boleyn Road and the Junction streets running east off the Shopping Centre, is one of seventeen wards designated under the scheme (Hackney Council property licensing). The scheme runs to 30 April 2031. Application fee is £925 per property in two instalments, with a £100 discount for accredited landlords. Failing to license is a civil penalty offence under the Housing Act 2004. The Pembury Estate flats sit on Hackney Downs ward, also designated. Practical effect on cleaning: licensed properties get inspected closer at check-out because the licence creates a paper trail.
The Pembury Estate oven-trim and cooker-hood problem
Specific to the 1970s Pembury Estate flats. The original kitchens were fitted with a single mid-tier electric oven set into a low cabinet run, with a small cooker hood mounted above. Forty-plus years of tenant turnover and many of those original ovens are still in service, with replacement units fitted only when the original gave up. The trim around the oven door and the hood baffle filter together carry a hardened brown-orange grease layer that ordinary kitchen spray will not lift after even one full tenancy, let alone four. Clerks open the oven door and run a finger along the inside-top trim. They lift the hood baffle. We strip the trim with a stronger caustic soak, pull the baffle filter, run it through a hot bath, scrub the canopy interior, and re-fit dry. Anything between forty-five and seventy minutes per kitchen depending on age.
The Forest Road bay-window seat
The other quietly common failure on the Junction’s older residential runs. Forest Road and the streets feeding into Kingsland Passage carry rows of 1880s late-Victorian three-storey terraces, mostly split into upper and lower flats, with a deep ground-floor front bay that the better-preserved blocks have kept as a window seat with original board floor underneath. Tenants put a cushion on it; cushion sits on it for three years; the board underneath turns into a layer of dust, dropped hair and skin compressed into the original timber grain. Clerks lift the cushion. We pull it, hand-vacuum the board, scrub the timber with a wood-safe cleaner, and dry-buff. Twenty minutes a bay, but it is the kind of thing daylight reveals at the wrong angle.
