Pimlico is one of the most tightly planned square miles in London, and that is the single fact a check-out here turns on. The streets between Belgrave Road and the river were laid out as one scheme by Thomas Cubitt from 1825, the same white stucco terrace block after block, and then three large estates were dropped into the grid in the twentieth century. So an end-of-tenancy clean in SW1V is never one job. It is a period stucco conversion or a municipal-modern estate flat, judged against the check-in inventory either way. One grid, three estates, two different cleans

Start with the buildings, because in Pimlico the building decides the job. Cubitt was contracted by Lord Grosvenor in 1825 and laid the district out as a disciplined grid of white stucco-fronted terraces, four and five storeys over a basement, the largest houses along the two principal streets, Belgrave Road and St George’s Drive, and around the three garden squares, Warwick Square, Eccleston Square and St George’s Square. Almost all of those houses are flats now. A clean that passes a stucco conversion is not the one that passes a Churchill Gardens flat, and treating them as one job is how Pimlico deposits leak.


Why the terrace conversion fails where the estate flat passes

Take the stucco conversion first. A flat in one of the Cubitt terraces off St George’s Drive, Cambridge Street or Warwick Square has high corniced ceilings, ceiling roses, deep sash windows with boxes and shutters, a marble or stone fireplace, and skirting a hand’s width deep. The inventory names those period features one by one, so the clean has to match them one by one. The runners and shutter boxes of an original sash hold years of grit the report looks for, and a period cornice carries dust a clerk checks from a stepladder. None of it tolerates an aggressive product, because a chemical bloom on original plaster or a scratch on a stone hearth is a deduction far bigger than a dirty oven.

The estate flats are the opposite problem, and they catch tenants who assume modern means easy. A Churchill Gardens or Lillington flat is municipal-modern: metal-framed windows that mark and stain, fitted kitchens anywhere from original to recently swapped, communal-stair or deck access, a service lift sometimes out, tighter and harder-used rooms. No period plaster to protect, but a galley kitchen that has cooked for one family for a decade and a basic bathroom with set-in limescale. Dolphin Square sits between the two, a 1937 mansion block with a concierge and its own service routes, the flats often furnished serviced lets with long inventories. A method that passes one does not pass the others, so we scope the terraces, the estates and Dolphin Square separately from the first call.


Who rents in SW1V, and why the check-out shifts with them

Pimlico does not rent the way an outer borough does, and the kind of tenancy decides how the check-out is run. Four turn up here again and again, each with its own trap.

First, the civil servant and the professional, a large slice of the lets here, single people and couples in government, the law or the City who took a one-bed off Tachbrook Street or Lupus Street and stayed two or three years; usually careful, but they underestimate the gap between tidy and the check-in standard. Second, the corporate or diplomatic let, where a relocation agent walks the check-out line by line because it is a budget, not their own flat. Third, the pied-a-terre kept for the working week, often in Dolphin Square or a portered block, where the inventory is long and the bar at check-out is high. Fourth, the long private let, the one where years of quiet build-up behind the cooker has had longest to accumulate. The conservation area is the landlord behind the landlord

There is a quieter party in a Pimlico check-out that tenants forget: the conservation area. Almost the whole district sits in the Pimlico Conservation Area, designated in 1968 and extended in 1973 and 1990, with more than 350 listed buildings and the Lillington Gardens estate listed at the top grade. That listing does not judge your clean, but it shapes what the flat is allowed to be, and that feeds straight into the inventory. The sash windows, plaster cornices, stone and marble fireplaces, panelled doors and joinery cannot be swapped for low-maintenance modern equivalents, so they are still there at check-out and the report lists them individually. The skill is getting decades of London dust off delicate plaster and timber without leaving a mark, because you cannot wire-brush old ironwork or take a harsh chemical to a period cornice to save time.

Be plain about what the listing does not do. It adds no licence you have to discharge as a tenant, and Westminster runs no borough-wide selective licensing scheme covering Pimlico, so there is no extra rental-property licence in play here beyond the mandatory rules for larger shared houses. The clean is judged against the inventory, the same as anywhere; the listing simply guarantees that inventory is full of the original features that punish a rushed job.


What the law fixed in 2026, and what it left alone

Two pieces of law sit behind every Pimlico check-out, and a smart SW1V address exempts nobody from either.

The Tenant Fees Act 2019 means a landlord, or a managing agent acting for one, cannot write professional cleaning into the tenancy as a contractual condition; that holds on Warwick Square exactly as on the Churchill Gardens estate. Schedule 1 of the same Act caps the deposit at five weeks’ rent where the annual rent is under fifty thousand pounds and six weeks’ where it is fifty thousand or more, and on a lot of Pimlico flats the rent clears that line. What the Act does not do is force a landlord to return a deposit when the flat comes back materially worse than the check-in report described, beyond fair wear and tear. Matching the inventory is still the thing that gets the money back.

The Renters’ Rights Act 2025 is the bigger recent change, and its main provisions took effect on 1 May 2026. Fixed-term assured shorthold tenancies are abolished and converted to periodic tenancies, Section 21 no-fault eviction is gone, and a tenant can give notice without waiting for a term to end. None of that touches the cleaning side of a move-out: the deposit-protection rules, the check-in benchmark and the adjudication standard are unchanged. What changes is timing. A district already running on civil-service moves and posting cycles now has even less fixed-date certainty about when a flat hands back, so book the clean earlier.

If a dispute goes to the scheme that holds the money, it is decided on evidence, not on who argues hardest. The deposit is not with the landlord; by law it is protected in a government-approved scheme within 30 days, as GOV.UK sets out, and each scheme runs a free dispute service. A few terms come up over and over, so it is worth being clear on them.

Check-in inventory
The dated, photographed description of the flat written at move-in, almost always after a professional clean. It is the document your check-out is measured against.
Check-out report
The inspection at the end of the tenancy, usually by an independent clerk. Cleaning is the single most common reason money gets held back here.
Deposit protection scheme

Pimlico has one peculiarity that shapes how we get a team in. It is served by a single Underground station, Pimlico on the Victoria line, opened in 1972 as the last on that line and the only one with no interchange to any other line or rail; Victoria mainline and the coach station are a ten to fifteen minute walk north, Vauxhall is across the bridge. So a lot of our jobs run light off the tube rather than fighting for a kerb that does not exist. Churchill Gardens and Lillington flats are communal-stair or deck-access with no parking at the door and a lift that is sometimes out, and Dolphin Square runs its own concierge and service entrances with a sign-in.

We deal with this constantly, so we ask the dull questions up front: whether parking is a visitor permit, a paid bay or an estate arrangement, whether the block is communal-stair with a working lift, and how the building wants a crew in. One more catch if you drive yourself: the northern edge of Pimlico runs into the Congestion Charge zone, and the whole of London is a ULEZ, so a non-compliant van or older car attracts the daily charges on top of the parking. Bathrooms, the other place it goes wrong

Limescale off the taps, shower head, screen and tiles first, the careful approach on original chrome rather than the harsh descaler that would pit it. Grout scrubbed back as far as honest effort takes it, photographed first where it is clearly past saving so a clerk cannot bill you for wear that was there at check-in. Then the rest in plain order.

  • Toilet inside, under the rim, the base, cistern, hinges and behind the pedestal where nobody looks but the clerk
  • Shower screen both sides, the tracks and the sealant bead
  • Bath, taps, the underside of the taps, overflow and plughole, a period bath getting its feet and underside too
  • Mirrors and cabinets, and behind them where they sit off the wall
  • Extractor vent wiped and the sealant cleaned to a usable state, because re-sealing is a handyman job, not a cleaning one
  • Floor into the corners, behind the loo and under the basin pedestal

Bathrooms are where a lot of Pimlico flats are won or lost, because hard-water film on chrome and a haze on glass is exactly what a clerk runs at eye level against the light.

Reception rooms, bedrooms and the period detail

Inside every wardrobe, drawer and built-in cupboard, and the joinery in a Pimlico terrace flat is always opened. Skirting, door frames, doors, handles and finger plates.
