What changed in N17 since the stadium opened

Tottenham Hotspur Stadium opened in April 2019 with room for just over 62,000 people, and the streets around it have not stood still since. The Northumberland Development Project pulled in a hotel, the Lilywhite House with its Sainsbury’s and sixth form college, and a 20-year regeneration plan that reaches across Northumberland Park, White Hart Lane and Tottenham Hale. The High Road West scheme is meant to rework the whole stretch between the ground and White Hart Lane station, with thousands of new homes promised. None of that has slowed the churn in the older housing. N17 still turns over tenants fast, and that is the part we deal with.

The terraces and converted flats we clean most

Most of N17 is brick terraces. Long Victorian and Edwardian rows run off the High Road and down towards Lordship Lane, and a huge share of them were chopped into flats decades ago. You get a ground-floor flat with the original deep skirting and a back kitchen extension, or a top flat under the eaves with sloped ceilings and one awkward window over the stairwell. Then there are the purpose-built blocks behind the High Road and the newer infill near the stadium. Each type fails a check-out in its own way.

The converted flats are the fiddly ones. A house split into two or three units means shared hallways, meters in cupboards, and kitchens shoehorned into what used to be a back bedroom. Grease travels. Window frames on these older terraces are often the original timber, painted over many times, and the runners hold years of grime that a quick wipe will not shift. Flats in the blocks that have gone up around the High Road West and Northumberland Park sites come with sealed double glazing, fitted kitchens and underfloor pipework, so there is less ground-in age to shift but a lot more glass and gloss to leave streak-free. Inventory clerks on new-build lets are fussy about exactly the things that show in a bright flat: smear-free splashbacks, dust-free trickle vents, skirting without a single scuff of moving-in damage. Then there are the ex-council maisonettes on the older estates off Lordship Lane and around Broadwater Farm. Solid, square rooms, hard floors more often than carpet, and kitchens that have seen heavy use. They clean up well, but the floors need proper attention rather than a mop-and-go, and we treat the hard floor cleaning as part of the job rather than a quick once-over.

Selective licensing and a stricter check-out

This is the part that catches Tottenham landlords out, so it is worth getting right. Haringey runs a borough-wide net of property licensing, and almost all of Tottenham sits inside it.

The council’s selective licensing scheme on haringey.gov.uk covers 14 wards, and the Tottenham ones are all on the list: Tottenham Central, Tottenham Hale, Bruce Castle, Northumberland Park, White Hart Lane, Seven Sisters, South Tottenham, St Ann’s and West Green. It started on 17 November 2022 and runs for five years, to November 2027. If you let a flat to a single household or to two unrelated sharers in those wards, you need a selective licence. On top of that, an additional HMO licensing scheme came in on 17 June 2024 and runs borough-wide for five years, catching the converted blocks of flats that mandatory licensing misses.

Why does that matter for an end of tenancy clean? Because a licensed landlord is inspected, and an inspected landlord runs a tighter check-out. The condition of the flat is tied to the licence, so agents managing licensed stock in N17 tend to hold the inventory standard hard. There is no goodwill discount on a messy oven when the property file is sitting in front of a council officer. A licensed let near White Hart Lane is checked the way the licence expects, not the way a casual landlord might once have shrugged off.

There is a planning angle that catches Tottenham landlords too. An Article 4 direction has applied across the older Tottenham wards since 2013, which means letting a house to three or more unrelated people usually needs planning permission, on top of any licence. Where N17 flats fail the check-out

After enough years cleaning the same streets, you learn where the deductions actually come from. It is rarely the obvious stuff. People remember to hoover and wipe the worktops. They forget the parts a clerk is trained to look at.

The oven is first, every time. A clerk opens the door, looks at the glass and the back wall, and writes one line that can cost you sixty or seventy pounds. We take the door apart and clean between the panes, which is where the brown haze that fails an oven lives. The extractor filter above the hob is second, because it is greasy and out of sight and almost nobody touches it. Then the bathroom sealant and the grout lines, which go grey rather than dirty and need scrubbing, not wiping.

Tottenham High Road is the A10, the old Roman road that runs from the City up to Enfield, and it is the spine everything hangs off. The 149 and 259 buses grind along it all day. For us it is the route in, and on a normal weekday it is fine.

Match day is not a normal weekday. When Spurs are at home, the streets around White Hart Lane, Park Lane and Northumberland Park close or clog for hours either side of kick-off, and parking near the ground vanishes. We check the fixture list when we book you in. If your flat is in the stadium streets and there is a 3pm Saturday game, we will offer you a morning slot or a different day, because a van that cannot park is a clean that runs late, and we would rather not do that to you on moving day.

Away from the ground it is easier. Flats around Bruce Grove, Lordship Lane and West Green have their own parking pressures but no crowd, and we can usually load in close. If you are by Bruce Castle Park or the streets off Lordship Lane, tell us about the permit zones when you call. Bruce Castle itself, the Grade I listed manor house that has been Haringey’s local museum since 1906, sits in twenty acres of park off the Lane, and the residential streets fanning out from it are exactly the kind of older terrace we clean week in, week out. Tottenham Hale, with the Victoria line and the retail park, runs differently again, and we cover that side from the same team.

Bruce Grove and White Hart Lane stations are small Overground stops, useful for the team but no help for a van full of kit, so we drive in for every job and factor the parking into the slot we give you. The High Road itself is a Heritage Action Zone around Bruce Grove, with the shopfronts being restored, so the kerbside there can be tighter than the map suggests.
