The one mark that decides a Columbia Road deposit
Most of the flats on the road sit above a shop. The shop on the ground floor is often a florist or a cafe, and a florist keeps a chilled store at the back with a compressor running long hours, hardest of all through Saturday night into the Sunday market. That compressor usually sits against the rear wall, directly under the upstairs kitchen or back bedroom. Over a winter it pushes warm, faintly damp air up through the floor, and where that air meets the cold underside of the boards it leaves a brown sweat-mark on the ceiling above, roughly square to the cold-room footprint.

That pattern is the common one here: a long-ish let, a ceiling mark the tenant cannot shift, a hard-water tap, and an agent who knows exactly where to look. The clean cost a fraction of what was riding on it.
What 1 May 2026 changed, and what it did not
The Renters’ Rights Act 2025 went live on 1 May 2026. Section 21 no-fault eviction is gone, and assured shorthold tenancies have converted to rolling periodic ones, so a tenant can give two months’ notice at any point rather than waiting for a fixed term to end.
The cleaning side did not move an inch. The benchmark is still the check-in report. The deposit maths is what it always was. If there is a dispute, the route is still the protection scheme: Tenancy Deposit Scheme, mydeposits or the Deposit Protection Service. What changed is timing. This was already a high-churn corner of E2, full of short professional lets, and rolling notice makes the move-outs more frequent and far less predictable. The practical effect is dull and it pays for itself: book the clean as soon as you have a date, because the slot you want goes early.
One road, three kinds of flat, one price
The stock around here falls into three groups that have almost nothing in common beyond the postcode, and we price all three the same.
The road itself is a half-mile of Victorian shop-with-flat-above terraces, two and three storeys, a florist or a vintage shop or a cafe below and a one or two-bed flat above, reached by a tight stairwell off the side passage. The streets running south, Quilter Street, Elwin Street and Wellington Row, are the Jesus Hospital Estate, a conservation area of 1860s two-storey workers’ cottages on land that James Ravenscroft left to a charity in 1679. The residents fought off demolition in 1979, which is why the cottages, the uniform Quilter Street cornice and the moulded run along Wellington Row are still there. South of that, around Arnold Circus, sits the Boundary Estate, opened in 1900 by the Prince of Wales and finished by the London County Council on the site of the old Nichol slum. It is Grade II listed, its blocks named after Thames-side towns (Marlow House, Henley House, Sonning House) off the bandstand mound. Then the warehouse conversions drifting west toward Shoreditch High Street and north along Hackney Road.
A 1900 cast-iron radiator on the Boundary Estate is not the same job as a fitted galley in a warehouse flat. One method does not pass all of it.

The kitchen, where most of the deposit goes
The oven is stripped, not wiped: racks soaked in a tank, the door glass split apart so the brown film between the panels comes out, then the interior, fan, element and seals. The hood baffle is pulled and degreased, the hob burner caps come off and the cast-iron supports soak. Every cupboard and drawer is done inside, outside, on top and underneath. The fridge and freezer are defrosted and washed through, seals included, where the rubber tends to bloom. The washing-machine drawer comes out to soak and the door gasket is cleaned. And where there is a cold-room halo above a downstairs chiller, it gets the dilute alkaline wash, the dry and the watch-for-bleed before sign-off.
The bathroom, the other place it slips
Scale comes off the taps, shower head, screen and tiles first, because the water here sets it hard. Then the rest, in plain order.
- Toilet done fully: bowl, under the rim, hinge bolts, base, behind the pan and the cistern lid
- Shower screen both sides, the lower runner descaled with real dwell time, the head soaked where it is heavy

Bedrooms, living rooms and the bits between
Inside every wardrobe, drawer and cupboard, rails and runners included. Skirtings dusted on top and wiped down their length, which on the Jesus Hospital Estate cottages means the thicker 1860s profiles. Window glass cleaned on the inside with the frames and sills hand-done, and on most of this period stock that is timber casement rather than uPVC. Original cast-iron fireplace surrounds get a soft brush, not a spray. Light fittings inside the dome as well as out, switches and sockets de-marked, internal doors both sides including the flat top edge nobody dusts. Then the stairwell to the upper flat: banister, spindles, every tread, and the side-passage door where it forms part of the demise. On a Monday that runner often carries petal fragments and stem grit pressed in by the Sunday crowds, so it gets a hand-vacuum and a brush. A final torchlight walk catches what daylight misses.
Two jobs often need their own pass. A carpet written into the tenancy as a hot-water-extraction requirement is what the carpet cleaning add-on covers on the same visit. Tired sofa fabric in a furnished let is upholstery cleaning rather than a hoover. Original tile in an estate hallway is a floor cleaning job, and exterior glass on an upper flat is window cleaning, folded in when the inventory asks for it.

What 293ppm water leaves on the chrome
Bethnal Green is on the Thames Water network, which runs at around 293ppm calcium carbonate, well into the very-hard band. That single fact loses more deposits on this road than anything except the oven. Scale builds on the kitchen mixer base, the kettle, the washing-machine drawer and the bathroom shower runner inside a fortnight if nobody descales. The clerk knows it: they run a thumbnail down the tap and tilt the shower screen against the light.
Set scale will not come off with a cloth or a general spray, which is exactly why hard-water flats fail on this point. We carry a proper acid descaler, give it the dwell time it needs, then polish the chrome dry so it reads clean rather than smeared. If the previous cleaner has only ever wiped, the deposit was already thicker than it looked under the chrome plate, and that is usually the one we get re-called for under the guarantee, on the rare occasion one pass was not enough.
Weavers ward, licensing and the paper trail
Columbia Road and the streets directly south sit inside Weavers ward. The council runs a selective licensing scheme across four wards on the old pre-2014 boundaries, Weavers, Whitechapel, Spitalfields and Banglatown, renewed on 1 October 2021 and running to 30 September 2026, with no successor scheme announced yet. Separately there is a borough-wide additional licensing scheme for houses in multiple occupation that runs to 31 March 2029. A private landlord letting to a single household, or to two unrelated sharers, on Columbia Road, Quilter Street, Ezra Street or Ravenscroft Street needs the relevant licence.
None of this changes the cleaning standard at the end of a tenancy. What it changes is scrutiny. A licence creates a paper trail the council can reference if a dispute lands later, so licensed flats tend to be walked a little harder. We clean halls and stairwells as standard areas. Add-ons sit on top. Carpet shampoo is £36 a bedroom, £43 a living room, or £115 for a whole two-bed’s carpeted area. A single oven is £77, a double £110, a 90cm range cooker £114, though a single oven is already in the standard clean. Exterior glass on the upper flats is quoted on site, because the reach varies along the road.

Now the sum. Deposits here are capped at five weeks’ rent, so on a typical one-bed that is comfortably over £2,000 sitting with the scheme. A clean at £207 to protect £2,000-plus is not really a decision. The trouble is that most tenants only run that sum after they have tried it themselves, failed the check-out and lost the first round. The first round is the cheap one to win.

One honest note on the Sunday. Between 4am set-up and the 2pm pack-down the road frontage is closed and busy, so we do not start a road-side flat on a Sunday morning. Weekdays and Saturdays are easy. What if my landlord uses a particular inventory firm?
