How the check-in report quietly decides the whole thing

Start with the mechanism, because almost nobody does, and it settles the deposit before anyone reaches for a cloth. When you moved in, a clerk walked the flat and wrote a report on every surface, usually with photos, usually with the word “new” or “as new” against the kitchen and bathroom. Those words were fair on the day, because the flat had just been cleaned to a professional standard. At check-out a clerk walks it again and compares the two line by line. Anything materially worse than the check-in entry, past fair wear and tear, comes off your deposit. You are being marked against a professional clean, which is why a mop and a free evening rarely gets a tenant there.

The money is not abstract on this stretch. A one or two-bed loft here often carries a deposit north of £2,000, capped at five weeks’ rent. Against that, the deductions land in a familiar shape: the oven, the shower glass, the gaps behind the appliances, the concrete, the grout. Most tenants only run the sums after they have tried, failed the check-out and lost the first round. The order is nearly always that way, which is a pity, because the first round is the cheap one to win.

The deposit is real money the agent has to account for to a scheme, so the inspection is genuinely adversarial: the clerk is paid to find faults, not to wave you through. That is not unfair. It just means you turn up with evidence rather than optimism.

Two things sit behind all of this and pull opposite ways. The Tenant Fees Act 2019 means a landlord cannot make professional cleaning a condition of the tenancy, so nobody can force you to book us. What 1 May 2026 changed for a Shoreditch move-out

The Renters’ Rights Act 2025 went live on 1 May 2026. Section 21 no-fault evictions are gone. Every existing assured shorthold tenancy in England has converted to a periodic one, and a tenant can now give two months’ notice at any point in the year instead of waiting out a fixed term.

Here is the part people get wrong. The cleaning side of a move-out did not change at all. The Tenant Fees Act still applies. The check-in benchmark still applies. The deposit maths is what it was the week before. What changed is timing, and timing is what bites here.

This corner runs on short lets: company lets, serviced flats, the tech and creative crowd who work five minutes away and move at short notice. Give that population rolling two-month notice instead of a fixed end date and the move-outs get more frequent and less predictable, so the month-end pile-up that already clogs the stretch is not going to ease. The takeaway is dull and it pays for itself: book the clean earlier than you used to, because the slot you want will be gone if you wait for the last week.


Licensing on this stretch, and why the clean has to be documented

The Shoreditch High Street pocket sits inside Tower Hamlets’ selective licensing area. The scheme covers three wards, Whitechapel, Weavers and Spitalfields & Banglatown, and the stretch around the station falls on the Spitalfields and Weavers side of that line. It requires most privately let homes to hold a licence, and runs until 30 September 2026, with no renewal confirmed yet. On top of it, the council has run a borough-wide additional HMO scheme since April 2024, so a shared house or a flat let room by room needs its own licence again. Councillors signed off a fresh fee schedule in February 2026, with the additional HMO fee jumping to over £1,300.

The council’s own pages block automated access, so we state this from the public scheme detail rather than link straight to it; check the gov.uk guidance or the council if you are unsure which side of a ward line you sit on. Why does it matter to a cleaner? A licensed home has a written condition on the standard it is handed over in, a documented benchmark the agent can point at. We clean to it and hand over the paperwork to prove it, so the next inspection passes first time.

The kitchen, where most of the deposit goes

The oven is stripped, not wiped. Racks go into a soaking tank, the door glass is split apart so the brown film between the panels comes out, and the interior, fan and seals all get done. The bathroom, the other place it goes wrong

Limescale comes off the taps, shower head, screen and tiles first, with a scale remover that is safe for the finish and a squeegee to dry it, not a brute-force acid. Grout gets scrubbed back as far as honest effort takes it, and photographed first where it is clearly past saving, so the clerk cannot bill you for wear that was there at check-in. Then the rest in plain order: the toilet inside, under the rim, base, cistern and hinges; the shower screen both sides with the tracks and the sealant bead; the extractor grille cleared where the design allows; mirrors and cabinets inside and out; the floor into the corners and behind the pedestal.

The living space, the brick and the concrete

This is where a Shoreditch flat differs from an ordinary let. An exposed-brick feature wall is almost a fixture around Redchurch Street and the converted floors, and the mortar joints hold fine dust a flat vacuum head cannot reach, so we dry-brush the joints before we vacuum below. Polished or sealed concrete gets a polish-safe solution, buffed dry, drag marks lifted with a non-abrasive pad rather than added to. Engineered timber and laminate get a barely-damp microfibre mop, no standing water near the seams. The deep window reveals in the old warehouse frames catch a lot of grit off Bethnal Green Road, so sills, reveals and frames get done inside, and the slatted blinds these flats love get a two-sided clean. Skirting, architrave, doors, switch plates, light fittings, wardrobe tops and runners: the dull, slow work that wins the check-out.

Two of these often need their own pass. Where a tenancy writes in professional carpet cleaning, the carpet cleaning add-on covers it on the same visit; a hard-used sofa in a furnished let sometimes needs full upholstery cleaning; and exterior glass on a warehouse-frame flat is a separate window cleaning job, folded in when the inventory asks.


What Thames Water does to an E1 bathroom

Shoreditch sits in London’s hard-water belt, and that one detail loses more deposits here than almost anything except the oven. Thames Water runs this part of the network very hard, around 300 mg/l calcium carbonate, firmly in the very hard band on the company’s own scale. Calcium builds on taps, shower heads, screens and tile joints faster than tenants expect, and a wipe with a cloth does nothing to it. The clerk checks for it deliberately: a thumbnail down the tap, the screen edge-on against the light, the head pulled in close.

Here is the catch. Scale on chrome is invisible face-on and obvious edge-on, so a tenant who only ever wiped the screen with a towel walks the flat thinking it looks fine, and the clerk sees a milky film from the doorway. Almost all of it lifts with the right scale remover, though not with washing-up liquid, and by the day of the check-out there is no time left to learn that. On newer fittings we can be firmer; on original chrome in the period flats we go carefully, because a stripped finish is a deduction of its own.

Shoreditch High Street, block by block

This is a small pocket that changes character in a few hundred metres, and the clean changes with it. The stock runs from brand-new towers to listed terraces inside a ten-minute walk, so one method does not pass all of it. We work it in three bands.

The towers: the Stage, Principal Place and the Goodsyard edge

Along the western and southern edge, towards the City fringe, the stock is new-build apartment towers: the Stage on the old Curtain Road theatre site, the Principal Place blocks by Worship Street, and the flats rising on the Bishopsgate Goodsyard as that ten-acre regeneration comes forward, split between Tower Hamlets and Hackney. The middle: warehouse lofts around the Tea Building and Redchurch Street

This is the heart of it and most of our work. The Tea Building at 56 Shoreditch High Street set the template: old industrial floors turned into flats and studios, polished concrete underfoot, an exposed-brick wall, steel-framed windows. The same conversion runs up Redchurch Street, Ebor Street and the lanes off Bethnal Green Road, mixed with company lets that turn over fast. Boxpark sits at the south end on Bethnal Green Road, and the creative-tech churn around it is why this stretch never stops moving. The older grain: period flats and the Boundary Estate side

North and east, towards Arnold Circus, the grain gets older: flats above the Redchurch Street shopfronts, split Georgian and early-Victorian terraces, and the listed model-dwelling blocks of the Boundary Estate, England’s first council housing. Original timber, painted plaster, tiled hallways. Nothing aggressive goes near heritage detail here. Those figures assume a flat in normal lived-in shape and include kit, products and travel inside the pocket. A long tenancy with heavy wear, a mezzanine that counts as a separate room under the agreement, or a flat that has not had a deep clean in years costs more, and we say so on the phone rather than after. Carpet shampoo runs £36 a bedroom, £43 a living room, or £115 for a whole two-bed; ovens are £77 single, £110 double, £114 for a 90cm range. Internal glass on reachable windows is standard; external cradle work on a tower is a building contract.

That job is a fair example of the pattern here: a short company let, a concrete floor the tenant did not know how to treat, an exposed-brick wall that needs a dry pass, and an agent who checks. Can you work around the building rules on the new towers?

Usually, if we know the rules before the day. The Stage, Principal Place and the flats going up around the Goodsyard have a concierge, a service-lift booking and tradesperson hours. Send us the building’s move-out sheet with the booking and we plan the slot around the lift window and the loading bay.

How long does the clean take in a warehouse-loft flat?

A one-bed loft conversion runs four to five hours with two cleaners. A two-bed with a mezzanine sleeping deck and an exposed-brick wall runs five to seven with three, because the brick joints and the concrete floor both need slow dry work before anything wet goes near them. Over about 90 square metres we send three by default, so the dry and wet passes do not queue.

Do I have to book professional cleaning, or can I do it myself?

You can do it yourself. Since the Tenant Fees Act 2019 a landlord in England cannot write professional cleaning into the tenancy as a condition. The snag is the benchmark: the check-in report was written against a professional clean, and that is the standard your check-out is judged against, so matching it with a mop and a spare Saturday is hard. With E1 deposits what they are, the sums usually point one way, but the choice is yours.

Does the Renters’ Rights Act 2025 change the move-out clean?

No, not the clean itself. From 1 May 2026 Section 21 no-fault evictions are gone and existing assured shorthold tenancies have converted to periodic, so a tenant can give two months’ notice at any point. The cleaning obligation at the end is what it was. What changed is timing. On a stretch this high-churn already, rolling notice makes move-outs more frequent and less predictable, so book the slot earlier than you used to.

Do you take the rubbish out at the end of the job?

Yes, we bag it and put it in the building’s bin store where there is one, following the building’s rule on what goes where when the store is shared with commercial tenants. We do not leave bags on the pavement. Tower Hamlets runs fly-tipping cameras along this road and the fixed penalties are not small.

What if the clerk wants something redone after the 48 hours are up?

Outside the window we charge the standard £30 an hour per cleaner, well under what an agent’s own contractor would quote for a return visit. Most inventory disputes surface inside two or three days, which is why the guarantee is set where it is. Later than that, a new tenant is often moving in and access gets complicated regardless.

Can you give me a written checklist for a deposit dispute?

The deposit schemes take that kind of evidence in an adjudication, and if you protected the deposit through the Tenancy Deposit Scheme, mydeposits or the DPS, the paper trail from a documented clean carries real weight when an agent pushes back.

Do you cover the period flats above the shops and the Boundary Estate side?

Yes. The flats over the Redchurch Street shopfronts and the older stock towards Arnold Circus and the Boundary Estate are a different job from the towers: original timber, painted plaster, tiled hallways. We use a softer regime there, pH-neutral cleaner on old boards and stone, nothing acidic on heritage tile, because a scratched original detail costs more than a missed oven.

What is the earliest your cleaners can start on the high street?

Eight in the morning on a weekday. Most managed blocks around here hold tradespeople to 8am on weekdays and 9am on Saturdays, and the loading bays get busy early. Sunday work is possible by arrangement, though a unit in the Goodsyard arches sometimes needs the building manager to sign off weekend access first.
