Who really decides your deposit on the Island

It is not your landlord, and it is not you. It is the inventory clerk, working from a check-in report written the day you moved in. That report described every surface, usually with photographs, and against the kitchen and bathroom it almost certainly said “clean to a professional standard” because the flat had just been through a professional clean. On the way out a clerk walks the place again and compares it line by line. Anything materially worse than the check-in entry, past fair wear and tear, is chargeable against your deposit. What 1 May 2026 changed for E14 move-outs

The Renters’ Rights Act 2025 went live on 1 May 2026. Section 21 no-fault evictions are gone. Every existing assured shorthold tenancy in England has converted to a rolling periodic tenancy, and a tenant can now give two months’ notice at any point rather than waiting for a fixed term to end.

Here is the part people get wrong. The cleaning side of a move-out did not change one line. The deposit is still held under a government scheme, the burden of proof on a cleaning deduction still sits with the landlord, and the check-out report is still the hinge of any later dispute. What changed is timing. This corner of E14 was already high-churn, full of one-year corporate lets and sharers who move on the dot, and rolling notice makes the move-outs more frequent and far less predictable. So the month-end pile-up on the Island is not going to ease. The dull, money-saving takeaway: book the clean earlier than you used to, because the slot you want will be gone if you wait.

Where Cubitt Town sits in the Tower Hamlets licensing map

Landlords ask us about this more than anything else on the Island, usually because they have half-heard about “licensing in Tower Hamlets” and want to know if it touches them. Here is the accurate version. Tower Hamlets runs a selective licensing scheme, but it only covers Whitechapel, Weavers, and Spitalfields and Banglatown, and it is due to run to 30 September 2026. Cubitt Town sits in the Island Gardens and Canary Wharf part of the borough, which is not in that selective designation. So a standard single-household let here does not need a selective licence.

What does apply across Cubitt Town is the borough-wide additional HMO licensing scheme, which started on 1 April 2024 and runs to 31 March 2029. That one catches houses in multiple occupation, meaning three or more tenants forming more than one household, which is a live issue on the Island because a lot of the docklands flats are let to sharers. Mandatory HMO licensing sits on top of that for the larger, five-person-plus HMOs, as it does nationwide. None of this changes whether a cleaning deduction is fair, but it does change what paperwork a landlord has to hold, and we format our end-of-clean report so it drops straight into a licensing or inventory file without any fuss.

The river, the glass, and what Thames Water does to a bathroom

Cubitt Town has a problem the rest of Tower Hamlets does not, and it comes off the water on two sides. The eastern and south-eastern edge of the Isle of Dogs faces Greenwich across the Thames, and a prevailing south-westerly drives a fine mist onto anything river-facing. On the newer riverside blocks along the Saunders Ness and Manchester Road frontage, the floor-to-ceiling glass and the balcony balustrades cloud with a mineral bloom within a fortnight of a missed clean. A soft microfibre and standard glass cleaner smear it rather than lift it. We finish the outside face, where the building allows access to it, with a deionised-water rinse after the wash pass, which strips the dissolved minerals and leaves no streak for the clerk to flag.

Then there is the tap water. E14 is served by Thames Water, and it is hard, sitting around 273 parts per million as calcium carbonate. That is enough to grey up chrome, fur a shower head, and chalk the edge of a shower screen inside a couple of weeks of a missed clean. The clerk checks for it deliberately: a thumbnail down the tap, the screen edge held against the light, the shower head pulled in close. We treat it as its own pass with a weak acid solution rather than the harsh descalers a newer fitting would shrug off, and we go carefully on any older brass or chrome in the Victorian terraces, where an aggressive product does more harm than the limescale ever did.

The kitchen, where the deductions cluster

The oven is stripped, not wiped. Racks and trays go into a soaking tank, the door glass is split apart so the brown film between the panels comes out, and the interior, fan, element and seals all get done. In the docklands new-builds that oven is usually integrated behind a flush handle-less door the last tenant never lifted out, and the grease has cooked onto the inside of the door and the underside of the canopy. The hob and induction surround, the extractor with its filter pulled and bathed, the splashback and grout, every cabinet inside and out including the bin housing. Sink, taps and waste descaled in plain water and a weak acid wipe. Fridge and freezer defrosted, washed and switched off if you ask. Appliances pulled out so the gaps behind and under get cleaned, then put back, and the washing-machine drum, drawer and door seal done, because the seal is the first thing a lot of clerks open.

Bathrooms, the other place it goes wrong

Hard-water film comes off the taps, shower head, screen and tiles first, in a weak acid solution, careful on any original chrome. Grout brushed back as far as honest effort takes it, and photographed first where it is clearly past saving. Toilet inside and out, cistern, hinges and the floor flange. Mirror, glass shelving and cabinet fronts polished to a streak-free finish. Extractor cover off, fan blades cleaned, cover back on. The 273 ppm Thames Water leaves a chalk haze that comes back fast, so we go after it as a separate pass rather than a wipe on the way past.

Bedrooms, living areas and the whole flat

Skirting hand-wiped. Cornice, picture rail and architrave dusted, with the older Manchester Road flats getting a softer brush by hand rather than a duster head run along the moulding. Inside and outside of every wardrobe and drawer. Carpets vacuumed with the pile and edge-detailed against the gripper. Window glass inside and reachable outside, sills and the track grit. Radiator faces and behind. Light switches, sockets, and the screws on the cover plates. Fitted blinds slat by slat. Then everything shared: internal doors both faces and the top edge, door frames, pendant shades, the entry mat lifted and the floor under it cleaned, cobwebs out of the ceiling corners, and the balcony glass on the inside face. A final walk-through, photographed room by room, and that photo set goes to you with the invoice.

Cubitt Town is the eastern and south-eastern slice of the Isle of Dogs, named after William Cubitt, the builder who laid out the original riverside grid in the 1840s and 1850s. The riverside and the Greenwich-view blocks

Along Saunders Ness Road and the Manchester Road frontage sit the newer apartment blocks that look straight across the river to the Old Royal Naval College. This is where the glass problem lives. Floor-to-ceiling windows, balcony balustrades, and integrated kitchens, often on a managed-block tenancy with a stricter inventory than a private landlord bothers with. The original Cubitt Town terraces

Behind the riverside, the Victorian terraces that Cubitt built for the dock and shipyard workers still stand, some now split into flats. “A two-year corporate let, an eighth-floor two-bed on the riverside off Saunders Ness Road, both of us working in Canary Wharf and both flat out by the time the tenancy ended. The agent had warned us the last tenant lost money on the glass, and sure enough the check-out worry was the floor-to-ceiling window on the river side and the balcony rail, both hazed over from the Thames.
