Why Hillingdon Village deposits get deducted

Water hardness is the third factor. Hillingdon Council adopted a borough-wide Article 4 direction at the Full Council meeting on 27 November 2025 (Hillingdon Council Article 4 directions register): converting a Use Class C3 dwelling to a small Use Class C4 HMO of three to six sharers now needs full planning permission across UB10 9. The borough-wide additional licensing scheme starts on 24 August 2026 and runs for five years, with applications open from 20 May 2026 and all due by 23 August 2026. Licences cost £1,401, with a 10% reduction for accredited landlords. The route is on the Hillingdon private rented housing pages. Few Royal Lane cottages qualify as HMOs because they are overwhelmingly single-family lets in listed buildings; a Vine Lane four-bed split between three or four sharers will. Licensed properties get walked closer at check-out because the licence creates a paper trail the council references in any later dispute.

The Royal Lane listed-cottage problem

The Tudor and Georgian timber-framed cottages strung along Royal Lane and the eastern half of Long Lane carry three features the standard outer-London cleaning crew is not set up for. First, the lath-and-plaster ceilings: horsehair-bound lime on riven oak laths, with skim re-applied at least twice over a century. They flex slightly under load and crack along the joist lines if you put a wet mop or a steam-cleaner near them. Soft brush and a vacuum hose head only – never a damp cloth, never a steam wand. Second, the flagstone or York-stone-flag vestibule on two or three of the surviving cottages on Royal Lane: the original stone, sealed once decades ago with a now-failing waxy seal, will spot-stain under a generic floor cleaner. We hand-clean with a pH-neutral solution and a soft mop. Third, the listed-status constraint. A Grade II listed cottage on Royal Lane (369 Royal Lane is the documented example, early 16th-century with later Tudor-front and Victorian bargeboards) cannot have any internal feature stripped, painted or chemically treated without listed-building consent. Cleaning is fine. Restoration is not. Original timber lintels, inglenook brick, lath-and-plaster and flagstone all get the lightest possible touch and the patina stays on.
