What 1 May 2026 changed, and what it did not
The Renters’ Rights Act 2025 came into force on 1 May 2026. Section 21 no-fault evictions are gone. Every existing assured shorthold tenancy in England has converted to a periodic tenancy, so a tenant can give two months’ notice at any point in the year rather than waiting for a fixed term to expire.
Here is the part people get wrong. The cleaning side of a move-out did not change at all. Where Hillingdon’s licensing line falls from August 2026
This one is worth getting right, because the position in Hillingdon is about to change and most national cleaning sites have it wrong. The London Borough of Hillingdon has run mandatory licensing of large HMOs, houses let to five or more sharers, borough-wide for years. There is no selective licensing scheme in Hillingdon, so a normal family let to a single household does not need a licence. From 24 August 2026, though, a new borough-wide additional licensing scheme comes into force, and it pulls in the smaller shared houses that were not covered before: properties let to three or four people who are not all one household and share facilities.
The detail matters because a lot of the split 1930s semis near the station get let room by room, often to people working at the airport or commuting in on the Central line, and those are exactly the houses the new scheme catches. A licence runs five years and costs £1,401 per property, with a 10 per cent reduction for accredited landlords. The council started accepting applications on 20 May 2026, so landlords here have a window to get it in ahead of the August start. Why does a cleaning company raise any of this? Because a licensed let has the council’s property-condition standards sitting over the tenancy, the check-out tends to be run tighter and better documented, and a house handed back short on cleaning is more likely to end in a formal deduction than a quiet word over the keys.
Why the bathroom is a descaling job here, not a wipe

Ruislip Gardens, house by house: the stock is not one thing
Ruislip Gardens is the strip of housing built either side of the Central line, the zone 5 stop between South Ruislip and West Ruislip with its entrance on West End Road. The station opened on 9 July 1934 as a Great Western halt, the Central line reached it on 21 November 1948, and the main-line trains stopped calling in 1958, which is why the platforms feel quieter than the stations either side.
