The photograph from move-in day is the standard you are held to

Nobody in Hitchin gets marked against a fair, lived-in flat. They get marked against the report a clerk wrote on the day they moved in, usually with the word “new” against the bathroom and the kitchen, because the flat had just had a professional clean. Walk back through the same rooms twelve or eighteen months later and the standard has not moved an inch. That gap between what the report says and what the room now looks like is where a deposit gets clipped.

Hitchin’s housing makes that gap wider than in a lot of towns, because the property changes street to street. The Market Place, held under royal charter since the medieval period, sits below St Mary’s Church, one of the largest parish churches in Hertfordshire, ringed by surviving Tudor timber frames and Georgian shopfronts bolted on top a couple of centuries later. Walk south and the housing turns to long Victorian terraces on Walsworth Road and Bedford Road, built for the men who worked the railway line when it opened in 1850. Keep going and you reach Edwardian bay-fronted terraces on Grove Road and Highbury Road, then 1930s pebbledash semis on Bearton Avenue and Old Hale Way. A clerk trained on one type of property still runs the same checklist against all of them.

Rent underwrites the stakes. Average asking rent across North Hertfordshire has sat above £1,400 a month through 2026, and the better two-bed flats near the Market Place push past £1,600. That is real money for an agent to answer for.

Not every deduction is fair, and the law is on the tenant’s side more than people think. A landlord cannot make professional cleaning a contractual condition under the Tenant Fees Act 2019. Damp and mould are the landlord’s problem under the Homes Act 2018, not a tenant cleaning failure, and where we find damp behind a wardrobe on a Walsworth Road terrace we photograph it before we start so the charge lands where it belongs.


What 1 May 2026 actually changed for a Hitchin move-out

The Renters’ Rights Act 2025 commenced its main reforms on 1 May 2026. Section 21 no-fault evictions are gone. Every assured shorthold tenancy in England converted automatically to a periodic tenancy, and a tenant can now give two months’ notice at any point rather than waiting for a fixed term to end.

The cleaning side did not change at all. The check-in benchmark is the same benchmark. The Tenant Fees Act still bars a landlord from forcing professional cleaning on you. What changed is timing.

Fewer fixed end dates means move-outs land less predictably across the year, which pushes against a town where property already turns over fast around the two colleges and the commuter market. Book earlier than you would have before. That is the whole practical takeaway.

Why North Herts has stayed licence-light, and what still applies

Unlike a lot of London boroughs, North Hertfordshire District Council has not introduced a selective licensing scheme and has no live proposal to bring one in. Additional HMO licensing has not been designated either. That keeps the ordinary Hitchin tenancy free of an extra licence-fee layer that shows up in stricter boroughs.

Mandatory HMO licensing still applies where it always has: five or more occupants from two or more households sharing a property. Council figures put the number of currently licensed HMOs across the district in the thirty-five to forty range, clustered mostly in Hitchin and Letchworth. If you are handing back a room in a licensed HMO near the colleges or off Nightingale Road, the licence-holder can deduct for shared-area condition in a way a single-let tenant never faces, and we price HMO common parts as ordinary rooms rather than charging twice.

The Renters’ Rights Act also introduces a new national Private Rented Sector database, taking landlord registrations from late 2026, running alongside licensing rather than instead of it. For the council’s current position, north-herts.gov.uk keeps the register up to date.

The kitchen

The oven gets stripped, not wiped: racks soaked separately, door glass split so the film between the panes comes out, interior and seals done properly. Hob rings, control knobs and the extractor canopy and filter are degreased, with the lower duct on the small Bancroft galley kitchens wiped where grease pools. The gap between cooker and worktop, where months of oil settle unnoticed, gets pulled apart and cleaned. Every cupboard, inside and out. Fridge and freezer defrosted and washed through, seals cleared of the grey ring the hard water leaves. Washing machine drum, drawer, filter and door seal, usually the first thing the clerk opens. Sink, taps and plughole descaled and polished. Floor pulled back where it lifts, hoovered and mopped.

Bathrooms

Scale comes off the shower head, screen and mixer first, with a careful hand on original chrome in the Georgian and Victorian flats. The toilet is done properly, inside, under the rim, base and behind the pedestal. Bath, taps and overflow are descaled then polished separately, and on enamel baths in the older Walsworth Road terraces we use a non-abrasive cream rather than anything gritty. Mirror, cabinet and extractor grille. Silicone seams treated where mould has started to creep.

Bedrooms and living rooms

Wardrobes inside and out, skirting, door frames and picture rails, common in the Georgian and Victorian flats and rarely dusted until we do. Light fittings and ceiling roses where original. Window frames, sills and internal glass, with the sash windows in the older Bancroft and Sun Street buildings needing slow, careful work. Radiators behind, under and on top. Carpets vacuumed in two directions, upholstery hoovered through, walls spot-wiped with a realistic line drawn around normal wear.

Throughout

Stairs, bannister and spindles, which take longer where a Bancroft or Sun Street property still has an original timber staircase. Switches, sockets, thermostats and alarms dusted. Internal doors both sides with handles and hinges. A final photographed walk-through, room by room, because that photo set is the evidence you keep if the agent pushes back.


What the chalk aquifer does to a Hitchin bathroom

Hitchin sits on chalk at the northern edge of the Chiltern dip slope, and Affinity Water classifies the supply here as hard to very hard, with readings for the SG5 postcode around 368 mg/l of calcium carbonate against a national average closer to 200 mg/l. Scale rebuilds on a shower head or a chrome tap within about ten days without the right descaler.

Clerks know it. They check the shower screen edge-on against the light, they run a thumbnail across a tap, they pull the shower head in close. On the older chrome and brass fittings in the Georgian Bancroft flats and the Victorian Walsworth Road terraces, a brute-force descaler is the wrong tool entirely, since it strips the plating along with the scale. Modern chrome in the flats behind the station tolerates a stronger approach. We carry both.

Grout is the other one. Kitchen and bathroom grout lines the join between pass and deduction more often than carpets do in this town. Where it is genuinely past saving, which happens in long Walsworth Road tenancies, we photograph the state before we start, dated and timestamped, so a clerk cannot bill a tenant for grout that was already grey in the check-in pictures.

Hitchin top to bottom: the market core, the terraces, the estates

Hitchin is a small town by London standards, and you can walk across the SG4 and SG5 patch we cover in under half an hour, yet the property changes completely from one end to the other. A studio above a shopfront on the Market Place and a 1930s semi on Bearton Avenue share a postcode district and almost nothing else, so one cleaning method does not fit both.

The market core: SG5 1

Start at the middle. Bancroft, Sun Street, Tilehouse Street and Bucklersbury ring the Market Place and St Mary’s Church with a run of Tudor timber frames and Georgian shopfronts, much of it listed conservation stock let out above the retail units as flats. Hermitage Road and Bridge Street carry the same Georgian character south toward the river. Walsworth Road and Bedford Road, straddling SG5 1 and SG4 9, hold the long Victorian railway terraces, most now split into flats or let as full houses to sharers. West towards Ickleford, past the lavender fields at Cadwell Farm that pull day-trippers into the area every July, the housing turns rural and mixed.

The commuter belt: SG4 9 and SG5 2

Grove Road and Highbury Road, both a short walk from the railway station, are Edwardian bay-fronted terraces that have become a favourite with buyers and renters moving out of London for the fast run into King’s Cross. Bearton Avenue, Old Hale Way and Strathmore Avenue, in SG5 2 on the north side, are 1930s pebbledash and brick semis with suspended timber floors and a gap between board and skirting that collects decades of dust if nobody ever pulls the carpet back. Nightingale Road and Whinbush Road, close to the station in SG5 1, mix older Victorian stock with newer flats built since 2010.

The estates and edges: SG4 0 and SG4 8

Westmill and Cadwell Lane carry post-war and 1960s estate housing. Purwell and Willian Way are 1970s and 1980s suburban streets further south-east. Out towards Charlton and Gosmore the housing thins to village-edge cottages and converted barns. If your address falls outside any of these pockets, ring the office. A lot of the Market Place and Bancroft flats sit above working shops with a single narrow staircase and a rear yard for deliveries, so tell us at booking whether we are coming through the front or a back entrance.
