Half a century without a proper pub, and what came after

Letchworth is the world’s first garden city, not a copy of one built somewhere else first. Welwyn Garden City, twenty minutes down the same railway line, followed in 1920, built on lessons this town learned the hard way.

Ebenezer Howard’s plan

Ebenezer Howard set out the idea in his 1898 book, First Garden City Limited formed on 1 September 1903 to buy the land, and Barry Parker and Raymond Unwin drew the plan that followed: wide plots, deep gardens, and an early density cap of roughly twelve houses to the acre. The first families moved into the Alpha Cottages on Baldock Road in the summer of 1904.

A town without a pub

The founders were temperance campaigners as much as planners, and licensed pubs stayed off the estate for decades. A curious institution called the Skittles Inn opened in 1907, cocoa and ginger beer instead of ale, a “pub with no beer” that still stands on Nevells Road, now the Settlement adult education centre. The ban held until a referendum of residents in 1958 finally lifted it, and the Broadway Hotel opened in the town centre in 1962 as the first proper licensed pub Letchworth had. A former furniture shop nearby became the Three Magnets in 1996, its name lifted straight from Howard’s own diagram for the ideal town.

The Spirella Building

Bridge Road carries the other Arts and Crafts landmark on our patch. The Spirella Building went up for the Spirella corset company between 1912 and 1920, made parachutes through the war, then sat part-empty and at risk for years. The Heritage Foundation bought and restored it in the mid-1990s, and it now runs as an 80,000 square foot business centre with more than twenty tenant companies inside, doubling as an events space on weekends.

Every street here means a different job

The first cottages and the inter-war infill

The earliest streets, Wilbury Road, Birds Hill, Norton Way, still carry the original Parker and Unwin cottages: pebble-dashed or cream-rendered fronts, small-paned casements, some of them leaded, gardens generous enough that hedge work is a separate conversation from the clean itself. A short walk on, the plots thin into 1920s and 1930s bay-fronted semis around Pixmore and Baldock Road, plainer, quicker to work, still laid out on the same wide street pattern.

The estates the plan added later

Further out sit the areas the town added once the original plan ran its course. Jackmans, on the western edge, is post-war terraces and semis, most of it resold into private lets by now. Grange and Lordship Lane are 1960s and 70s infill. Above the shops on the Broadway, a handful of flats fill out the smaller end of the rental mix, some inside the conservation area. None of it is uniform, which is really the point of a garden city built in phases rather than a single go.

What the water does before you even notice

Lighter licensing here, and one law that changed on 1 May

North Hertfordshire District Council has not introduced selective licensing anywhere in the district, and it runs no additional HMO scheme either. The only mandatory regime is the national one under Part 2 of the Housing Act 2004: a licence is required only where five or more people from two or more households share a kitchen or bathroom. A standard let cottage or family semi sits well outside that. The council helps on the other side of the transaction too, with a Black Squirrel Credit Union loan to cover an upfront deposit and the Lets4U scheme, which pays deposit and rent in advance for tenants on the housing register.

What has changed is the law around notice. The Renters’ Rights Act 2025 received Royal Assent on 27 October 2025, and its main reforms commenced on 1 May 2026: Section 21 no-fault evictions are gone, and every existing assured shorthold tenancy in England converted automatically to a rolling periodic tenancy. Tenants can now give two months’ notice whenever they choose. None of that touches the cleaning side of a move-out. The inventory benchmark is exactly what it always was. What it does mean, in a town that already turns over quickly around the college and the rail commute into London, is that check-outs land with less warning than they used to, so booking earlier than feels necessary is the safer habit now.

Ideally yes. An empty property is quicker and lets us reach every edge a clerk checks. If furniture is staying we work around it, but tell us that when you book so we can plan the visit properly.

Do I need to be there for the clean?
