What a Hoddesdon check-out turns on

Three things, in the order they cost a clean its time. The kitchen, where the grease hides behind a canopy or a cabinet front. These are usually straightforward in plan, but they carry a deep skirting profile that holds dust along the top reveal, and the kitchens tend to be later replacement units with the original wall-mounted boiler still in place. The boiler casing wants a damp microfibre, not a spray, and the uPVC-framed shower screens scale fast on chalk water, so we descale them top down with a weak acid solution and rinse off clean rather than reaching for a household cleaner.

Behind the centre, on Lord Street and the lanes off it, there is a clear run of 1930s bay-front semis, hipped roofs, leaded reveals on a few, and original parquet on a handful of front rooms. These have their own list. Picture rails run round the front room and the master bedroom, and a clerk dust-tests them with a finger. The parquet we damp-mop and wax-buff, never steam, because steam lifts the bitumen bedding and the blocks pop, which is a deduction north of £180 on its own. Where leaded reveals survive on a bay, the came takes cotton and warm water only and never a glass spray. A few of these houses keep their original timber frames in the back bedrooms, restored rather than replaced, so we work the runners with a soft brush and a microfibre and we do not force the catches.

North-east of the centre, Rye Park is the town’s largest residential area and the post-war heart of it, mostly 1950s former local-authority three-bed semis with rear gardens, a good number now in private rental, with 1960s and 1970s infill blocks of flats around Rye Road and a wide band of 1930s housing on streets like Stanstead Road, Lampits and Middlefield Road. The ex-council kitchens here have a glazed-tile splashback behind the cooker, and the grout between those tiles grips cooking grease in a way the painted wall above never does, so we scrub it with a stiff brush and a degreaser rather than a sponge. The extractor canopies on the same houses are usually 1980s painted-steel replacements whose filters have never come off, so we unship the canopy, soak the filters, scrub the underside and refit. On the Rye Park lets a clerk tends to lift the fridge and the washing machine to check the floor and the wall behind, so we clean those gaps as a matter of course rather than hoping nobody looks.

South and west, toward the Wormley boundary and the closes off Essex Road, the stock turns newer. There are some Victorian terraces tucked behind the High Street too, but they are the minority of the stock here, not the bulk of it.

That is the shape of EN11: a 1950s ex-council semi off Rye Road, a 1930s bay-front on Lord Street, a town-centre conversion above the High Street, or a 2000s detached on the Riversmead side, each a different job under one postcode. What 1 May 2026 changed for EN11 move-outs

The Renters’ Rights Act 2025 came into force on 1 May 2026. Section 21 no-fault eviction is gone, and the old fixed-term assured shorthold tenancies have rolled over to periodic ones, so a tenant can give two months’ notice at any point rather than waiting out a fixed end date.

Here is the part people get wrong. The cleaning side of a move-out did not change at all. The check-in benchmark still applies, the deposit rules under the protected schemes are unchanged, and the maths is exactly what it was the week before. What shifted is timing, and where the pressure now sits. With the possession routes narrower, the deposit dispute is the main thing a landlord has left to push on for any unrecovered cleaning cost, which means the inventory walk carries more weight than ever, not less. The gov.uk information sheet for 2026 sets out the practical detail, and a documented, agent-approved clean shifts the burden of evidence onto the landlord and lets the scheme adjudicator see the property left as it was let.

So the clerk’s list is longer, and the standard you are marked against is unchanged. Both at once.

Broxbourne, and where the licence question lands

Hoddesdon sits in the Borough of Broxbourne, and the licensing position here is simpler than in a London borough. Broxbourne runs mandatory HMO licensing only. It has brought in no selective licensing scheme anywhere in the borough, and no additional HMO scheme, so the only properties that need a licence are the larger shared houses: five or more occupants forming two or more households who share a kitchen, bathroom or toilet, plus certain converted blocks of flats. Renting an HMO without that licence is an offence the Council can act on with a civil penalty of up to £30,000, so on a shared let it is worth confirming the paperwork is in order before you hand back.

For most Hoddesdon tenants, though, the licence side of a move-out is light and the inventory side is not. The Council’s private sector housing team enforces standards and can advise on protecting and recovering a deposit, but it cannot get the deposit back for you. Add-ons are priced the same way. Carpet shampoo is £36 a bedroom, £43 a living room, or £115 for a whole two-bed carpeted area, and plenty of Rye Park lets keep the original carpet in the back bedrooms, where a shampoo before the inspection earns itself back from the deposit several times over.
