Detached houses on Brookmans Avenue trade well into seven figures, and a four-bedroom let here asks somewhere around £4,500 to £6,500 a month. The deposit is capped under the Tenant Fees Act 2019 at five weeks’ rent, so it lands between roughly £5,200 and £7,500. That is the sum sitting on the table when the inventory clerk walks the property at check-out.
That figure is exactly why the final clean is not a corner you can cut. The rules around all this shifted in 2026. The Renters’ Rights Act 2025 took Royal Assent in October 2025, with its main provisions live from spring 2026. Section 21 no-fault evictions are gone. Assured shorthold tenancies have become rolling periodic ones, and rent can be raised only once a year through a Section 13 notice that a tenant can challenge at the First-tier Tribunal. The side effect that matters for your deposit is simple. With the no-fault route closed, a contested cleaning deduction at check-out is one of the cleaner legal levers a landlord has left, so expect clerks to lean harder on the detail than they did before.
The deposit schemes already tell the same story in their casework. The licensing picture in Welwyn Hatfield
Here is where Brookmans Park differs from a lot of rental areas, and the difference cuts against tenants rather than for them. Welwyn Hatfield Borough Council runs mandatory HMO licensing only. There is no selective licensing scheme anywhere in the borough, and no additional licensing scheme either. The borough does hold a confirmed Article 4 Direction over Hatfield town, which removes the permitted-development right to turn a family house into a small HMO without planning permission. That direction is drawn around Hatfield, near the university, not around Brookmans Park. Almost every let in AL9 is an ordinary single-family house that falls outside HMO rules altogether.
People assume light-touch licensing means a softer check-out. It works the other way. Where a council inspector never sets foot in the property, there is no public officer signing off the condition, and the inventory clerk plus the deposit-scheme adjudicator become the only people standing between you and a deduction. - A planning measure that removes automatic permitted-development rights. In this borough it covers Hatfield town and small-HMO conversions, and stops short of Brookmans Park.
- Check-out inventory

What the garden-suburb houses throw at us
Brookmans Park grew up in layers, and each layer cleans differently. The estate was sold off for building in the mid-1920s, after the old Gobions and Brookmans estate land was broken up, and the developers laid out the grid of wide tree-lined avenues that still defines the village.
