Why Little Heath deposits get clipped

Little Heath sits immediately north of Potters Bar and south of the Welwyn Hatfield district boundary, mostly on AL9 7. The patch is the south end of the Brookmans Park and Little Heath ward, with Hawkshead Road as the main spine running west from the Great North Road, Coopers Lane along the southern edge, and the Gobions Wood ancient woodland on the western flank. Welwyn Hatfield Borough Council took the area into its district in 1974; before that the parish was part of South Mimms Rural District. The housing is mostly inter-war: 1930s detacheds and semis with rendered or pebbledash elevations, low brick boundary walls and original Crittall casements, with mid-1960s and 1970s infill behind Bradmore Green and a small run of post-war local-authority semis along the Coopers Lane corridor. There are also two small private flat blocks (Cringle Court is the named one) of around 18 units each.

Welwyn Hatfield private rents averaged £1,431 a month in April 2025, an annual rise of 7.3% from £1,333 (ONS Housing Prices Local for Welwyn Hatfield). Little Heath transacts noticeably above the borough average for a 3-bed semi because Brookmans Park station is a four-minute drive and Potters Bar station a six-minute drive, both Great Northern, and because the ward is one of the quieter green-belt edges of the borough. Five weeks’ rent goes down as deposit on a higher-end let. Bigger deposit, sharper inventory walk. Section 21 has just gone, courtesy of the Renters’ Rights Act 2025, which received Royal Assent on 27 October 2025 and whose Phase 1 commenced on 1 May 2026, so the deposit-return route is now the cleanest exit a tenant has. Then there is the architecture. A typical Little Heath 3-bed semi is a 1930s build with a tile-hung first-floor front, a small front bay on the ground floor with leaded-light glazing in the upper lights, a side passage to the rear garden, and a through-lounge that has been knocked through at some point in the 1980s. Picture rails and small skirting throughout, original parquet block in the hall in roughly half of the stock, and an in-built single oven in a fitted kitchen that was usually replaced last in the early 2000s. The detacheds at the larger end add a separate dining room, a downstairs cloakroom and a double garage. The post-war run on Coopers Lane is plainer: brick rather than rendered, no leaded glass, smaller bay, and modern double-glazed casements where the originals would have been.

Welwyn Hatfield Borough Council’s licensing regime

Welwyn Hatfield does not operate a selective licensing scheme. The borough relies on the standard mandatory regime under the Housing Act 2004: any property let to five or more unrelated occupants from two or more households needs an HMO licence, valid up to five years, processed through the council’s HMO licensing page. There is no additional licensing scheme on top, and no selective scheme covering single-household lets. That is unusual for a Hertfordshire commuter belt district and it shifts the cleaning calculus a little. The agent and the inventory clerk become the main quality gate at hand-back, because the council is not running a parallel paper trail. Statons at 53 Bradmore Green (AL9 7QS), Country Properties on the Great North Road and Wrights working out of Hatfield are the agents most often handling Little Heath let-outs and check-outs. What’s particular about cleaning a 1930s Little Heath detached or semi

Three things, in the order they cost cleaners time. First, the Crittall steel casement reveals on the original windows. Most of the inter-war stock around Hawkshead Road still has the originals, painted over many times, with thin steel sections and a brass espagnolette handle on each opening light. The reveal at the bottom inner edge of the casement holds a black grime line where condensation has tracked moisture and dust off the rendered cill. We hand-clean with a soft brush and a dry microfibre, working in 12-inch sections; a wet wipe runs the grime sideways into the timber sub-frame and stains it. Second, the original parquet block in the hall. Roughly half the 1930s semis still have it, in herringbone with a chevron border, and the joints between blocks fill with grit walked in off the front path. The vacuum gets the surface dust; only a fine dry brush across the joints lifts the embedded grit. We finish with a damp not wet mop running with the grain. Wax is the original finish on most of these floors and water sits on the bare blocks if you flood them. Third, the picture-rail dust ledge that runs the full length of the through-lounge. The rail sits at chest height on the modern occupant, so the top is invisible from below, and four to five years of dust collects on the 1.5-inch top surface. We bring a microfibre on a long handle for the picture-rail run, and the team leader checks under task-light afterwards. The same rail runs around the dining room and up the stair on most of the stock.

Can you clean a property while it is still partly furnished?

Does Welwyn Hatfield run a selective licensing scheme?

No. Welwyn Hatfield does not operate a selective licensing scheme over Little Heath or anywhere else in the borough. The mandatory five-or-more HMO regime under the Housing Act applies to multiple-sharer lets, and the council processes those applications, but single-household and small-share lets are not licensed at the council end. The agent and inventory clerk are the main quality gate at hand-back.

What about hard-water scale on chrome shower fittings?

Affinity Water supplies Little Heath through the Hatfield/Potters Bar zone, off the chalk aquifer, and the supply is classed hard to very hard at well over 200 mg/L calcium carbonate (Affinity Water hardness page). Chrome shower heads, screen runners, mixer taps and kettle elements need a dilute weak-acid soak with proper dwell time, then a polish. Our team carries all of it. We hand-clean with a soft brush and a dry microfibre, working in 12-inch sections, and we do not spray. A wet wipe runs the grime sideways into the timber sub-frame and stains it; a soaked spray seeps under the steel section and starts the rust the painter eventually has to deal with. The brass espagnolette handle gets a separate hand pass. Original glass is never wiped wet on the inner reveal.

What about the parquet in the entrance hall?

Roughly half the 1930s semis still have the original herringbone parquet with a chevron border. Wax is the original finish on most of these floors, and water sits on the bare blocks if you flood them. We dry-brush across the joints first to lift embedded grit, then damp not wet mop with the grain. We never wax it ourselves; the landlord’s chosen restorer can do that if asked.
