Why Moulsham deposits get deducted

Average private rent in the Chelmsford local authority reached £1,442 a month in February 2026, up 8.3% on the year (ONS Private Rent and House Prices, February 2026). Moulsham, being the closest residential patch to Chelmsford station and the city centre, runs a little above that line. A two-bed Moulsham Lodge semi typically rents for £1,550 to £1,700; a period flat over Moulsham Street comes in around £1,200 to £1,450 depending on whether the lounge looks onto the street or the rear yard. Higher rents mean bigger deposits, and Moulsham landlords have got tighter on inspection standards as the local market has heated up.

Moulsham is the historic village that sat south of the river Can before Chelmsford grew over it. The Moulsham Street spine still follows the line of the old Roman road south, with a run of timber-framed and Georgian shopfronts: number 51 is Grade II listed, the 1840 Old School House sits at the south end, and the Conservation Area protects the older shopfronts. Behind the high street the housing pattern is layered. Victorian terraces dominate Princes Road, Wood Street and Glebe Road – two-up-two-downs with picture rails, original fireplace surrounds, and timber sash windows where the lower pane hasn’t been replaced. The 1930s Moulsham Lodge estate runs south from there: pebble-dash semis along Gloucester Avenue, Vicarage Road, Hill Road and the Lodge Road corridor, with bay windows, parquet hallways and original picture rails. Post-war infill fills the gaps between, and the 1990s/2000s estates closer to Hylands Park add a modern fringe. End of tenancy expectations differ wildly between a 1900 Princes Road terrace and a 1934 Lodge semi, but the clerk’s checklist doesn’t.

The third factor is the water. Moulsham sits on the same Anglian Water supply as the rest of Chelmsford – around 250 to 300ppm hardness against the UK national average of 205ppm, classified very hard. Scale on shower heads, toilet rims, kettle elements and chrome taps builds back within a fortnight if you skip the right descaler or the right dwell time. CM2 inventory clerks look for it specifically.

Renters’ Rights Act 2025 – what changed on 1 May 2026

Section 21 no-fault evictions were abolished a week and a half ago. The Renters’ Rights Act 2025 received Royal Assent on 27 October 2025 and the headline reforms commenced on 1 May 2026: rolling periodic tenancies replace fixed-term ASTs, Section 21 is gone, and any Section 21 notice served on or before 28 April 2026 has to be acted on with a possession claim by 1 August 2026 or it lapses. Chelmsford City Council has published its own guide on chelmsford.gov.uk. The practical effect for Moulsham tenants is simple: the deposit-return process is now the cleanest, quickest way out. A clean move-out, a clean inspection, deposit back, you walk. Landlords have noticed too, which is why clerks are being more thorough now than they were last summer.

Chelmsford City Council’s licensing position

Unlike Medway and parts of east London, Chelmsford City Council has not introduced selective licensing across the private rented sector, and no Article 4 Direction applies to Moulsham. The council’s licensing committee has not designated any selective-licensing wards. Mandatory HMO licensing still applies to qualifying properties – and there are a number of small HMOs in the Princes Road and Wood Street Victorian terraces where rooms are let to commuters using Chelmsford station – and from late 2026 every private landlord nationally has to register on the new Private Rented Sector database under the Renters’ Rights Act. If you’re moving out of a licensed HMO room in CM2, the licence-holder has standing to deduct for shared-area condition on top of room condition. Moulsham Mill and Moulsham Street – what’s particular about cleaning here

Two specific things shape the cleaning work in this patch. First, Moulsham Mill. The Grade II-listed Tudor watermill on Parkway, restored in the 1990s and now a mix of offices and small shops, anchors the south-east corner of the village and the residential streets running off it – particularly along the river Can footpath – tend to be older period flats with damp-sensitive plaster. We don’t pressure-wash original lime plaster, we don’t spray near old timber window joinery, and we use a damp microfibre rather than a wet cloth on lath-and-plaster walls. Second, the Moulsham Street shopfront flats. Many of them sit above takeaways, the Saracen’s Head pub, or the older newsagents. The kitchen extractor on these flats pulls cooking smell up from below in spring and summer, and a tenant’s own oven looks worse than it is because of layered residue from years of trapped air. We deep-clean the extractor, the filter, the splashback and the inside of the cooker hood as standard, but a tenant who has only lived there 12 months should know the staining isn’t all theirs to pay for; we document it in the photo file.

  • Chalk lines on shower screens. The 250ppm Anglian water leaves a faint horizontal tide mark at water level, and a clerk catching it in low side-light flags it. We now do a second pass with a weak acid descaler, then dry-buff with a separate microfibre.
  • Bay-window box dust on Lodge semis. The 1930s bays have a deep box under the sill where dust mats over years. Vacuum nozzles don’t reach. We do those by hand with a damp cloth and a torch.
  • Parquet grit on hallway floors. Original Lodge parquet has gaps between blocks where shoe grit collects. Hoovering lifts the surface but not the buried grit – we use a stiff brush along the grain first.
  • Airing-cupboard hot-tank dust. The cupboard sits warm year-round, dust bakes onto the lagging, and most tenants never open it. Clerks open it. We wipe the tank, the shelves, and the inside of the door.
  • Cast-iron radiator backs in Princes Road terraces. Original radiators have grease behind the fins from cooking smoke that drifted up the hall over years. We brush out the fins with a long-handled radiator brush.
