Limescale comes off the taps, shower head, screen and tiles first, with a careful hand on any original chrome in the older flats. Then the rest, in plain order.

Bedrooms, living rooms and the rest of the flat

Inside every wardrobe, drawer and built-in cupboard, then the tops of them. Skirting boards, picture rails, door frames, doors, handles and finger plates. Light fittings, shades, switches and sockets. Radiators front, back and underneath; the older cast-iron ones take longer than a modern panel. Window glass inside, frames wiped, internal sills cleaned, with slow careful work on the sash windows you find in the conversions off George Street, where decades of paint-on-paint mean you clean around the joinery rather than scrape it. Walls spot-wiped for marks, with an honest line drawn, because nail holes and scuffs are a decorator’s bill and not yours to scrub away. Hard floors washed with the right product for the material. Every internal door wiped both sides, every architrave topped, cobwebs out of the ceiling corners. Then the final walk-through, photographed before and after, every room.

Two jobs often need their own pass. Thames Water classes the supply across its London area as very hard, around 302 mg/l of calcium carbonate on its own published average, and TW9 sits squarely in that band. The town centre, street by street and block by block

Richmond Town is the centre of the borough: the streets that run from the station forecourt up the Quadrant, along George Street, into Hill Street, with the lanes peeling off toward the river. Licensing, the deposit cap and 1 May 2026

Richmond upon Thames runs mandatory HMO licensing only. The borough has no selective or additional scheme and, on the council’s own position, no immediate plan for one. So if you are handing back a single-let above-shop flat or an off-centre conversion, your landlord needs no special licence. If five or more unrelated people share a converted maisonette behind George Street, that is a licensable HMO, and the council’s fee for a five-bedroom share currently runs to about £1,759, with a civil penalty of up to £40,000 for letting one unlicensed since the cap rose in May 2026. The detail is on the council’s landlord pages, though the Richmond site sometimes blocks automated access, so it is worth searching it out directly rather than relying on a third party.

The deposit itself is capped. Under the Tenant Fees Act 2019 it cannot exceed five weeks’ rent where the annual rent is under £50,000, and a landlord cannot make professional cleaning a contractual condition. With borough rents around £2,305 a month on the latest ONS figure, up from £2,202 a year before, a typical town-centre 2-bed carries a hand-back deposit comfortably north of £2,600. The Renters’ Rights Act 2025 came into force on 1 May 2026. In a high-churn pocket like this, move-outs get more frequent and far less predictable, so the slot you want goes earlier than it used to.

The flat needs to be empty enough for us to reach it, and nobody can have moved in. The written report is the trigger, not a verbal grumble, because we want a record on both sides.

How long does the clean take in a town-centre flat?

A studio is 3 to 4 hours with one or two cleaners. A 1-bed above the shops runs 4 to 5 hours, a 2-bed off George Street 5 to 7, a 3-bed or Riverside flat 6 to 8, a 4-bed split-level 8 to 10. The kitchen always takes the longest, and the older the cooker hood the longer the kitchen takes.

Do I need to be there for the clean?
