How the check-in report quietly decides your deposit

Start with the mechanism, because hardly anyone does, and it is the whole game. When you moved in, a clerk walked the property and wrote a check-in inventory describing every surface, almost always with photographs, usually with the word “clean” against the kitchen and bathroom because the place had just been done professionally. A suburb built in one go: what 1933 left behind to clean

Northwood Hills was open ground until the Metropolitan Railway dropped a station here on 13 November 1933, and almost every house you can rent in HA6 went up in the twenty years after that. Across the rest of the property the inside of every window is cleaned with frames, sills and reveals, every internal door is done on both faces with the top edge and handles, the stairs and the full run of the banister and spindles are dusted and wiped, cobwebs come off the ceiling corners, and switches, sockets and radiators are cleaned in and behind. Any carpet shampoo or extra oven work is folded into the same visit rather than booked as a second trip.

The oven deep-clean is already in the end-of-tenancy price. On its own before a check-out it is £77 for a single oven, £110 for a double, and £114 for a 90cm range, and the range cookers in the extended kitchens up here usually fall in that last band. What 1 May 2026 changed, and Hillingdon’s new HMO scheme

The Renters’ Rights Act 2025 went live on 1 May 2026. Section 21 no-fault evictions are gone, every existing assured shorthold tenancy in England has converted to a periodic one, and a tenant can give two months’ notice at any point rather than waiting for a fixed term to end. Here is the part people get wrong: the cleaning side of a move-out did not change at all. A deduction for cleaning still has to be evidenced against the original inventory rather than simply asserted, exactly as before. What changed is timing, and timing is what bites in a commuter suburb full of short professional lets, because move-outs get more frequent and far less predictable. The dull, paying takeaway is to book the clean earlier than you used to.

The bigger local change is for landlords. The London Borough of Hillingdon has approved a borough-wide additional HMO licensing scheme: the Cabinet signed it off on 19 February 2026, applications opened on 20 May 2026, and the scheme comes into force on 24 August 2026, with applications to be in by 23 August. It brings smaller shared houses, let to three or four people and below the five-occupant mandatory threshold, into licensing for the first time, with conditions on safety, property standards and management. Licences run five years and cost £1,401 per property, payable in two parts of £934 and £467, with a ten per cent reduction for accredited landlords and managing agents.
