The report written on your first day is the exam you sit on your last
Start with the mechanism, because it explains everything else on this page. On the day you moved in, a clerk walked the property and wrote a report describing every surface, almost always with photographs, and almost always with the words “clean” or “as new” typed against the kitchen and the bathroom. Those words were accurate. The place had just been professionally cleaned for you. At check-out, a clerk walks it again and reads that document line by line against what is now in front of them. Read that again, because the consequence is the bit people miss. You are not being marked against clean. You are being marked against a professional clean, on a document you probably skimmed once and filed. That is why a mop, a bank holiday and good intentions so often fall short in this village. The standard was set before you had unpacked a single box.
Shenley sharpens this in a way bigger places do not. The parish had 4,328 people at the 2021 census. It is small. The letting stock is spread across a handful of agents working out of Radlett and Borehamwood, and they send the same small pool of inventory clerks round the same properties, year after year. They hold it edge-on against the bathroom light, which turns a film you cannot see into something you cannot miss. Chrome is the same story in miniature: they run a thumbnail down the riser, and if it comes away chalky, that is a line in the report.
So we descale rather than smear. Screens go back to clear glass, the seals and the silicone bead get checked, and taps, shower heads and towel rails come back to a finish that survives a thumbnail. Kettle-style build-up on a tap is not a wipe job and never has been. In the bigger houses on the estate this multiplies quickly, because a four-bed can carry three or four bathrooms and the inventory lists every one of them separately. Village to estate: Shenley changes completely in half a mile
Most villages this size are one thing. Shenley is two, and they need cleaning differently.
The old village is the part people picture. Cottages and older houses around the green and the pond, St Botolph’s rebuilt back in 1424 and St Martin’s put up in 1841, and on London Road the Cage: a small round eighteenth-century lock-up with a domed top, carrying the inscriptions “DO WELL. AND FEAR NOT” and “BE SOBER. BE VIGILANT.” It is the thing every set of directions in this village eventually mentions. Property of that age fails a check-out through dust rather than grease. It settles on picture rails, on beams, along deep skirting, on the tops of tall doors, in all the places a hoover never goes and a clerk’s hand always does.

Then there is the other Shenley. Shenley Hospital opened in 1934, King George V and Queen Mary did the honours, and it ran for over sixty years before the last patients moved out and it closed at the end of 1998. The site became housing. The 1932 water tower, built by John Laing and Company in an Italianate style, was kept and converted into flats, and other original buildings went the same way. Shenley Park Trust, set up in 1992, holds 45 acres of it as parkland, with the walled garden that once grew the fruit and vegetables for the hospital kitchens restored inside it.
Those conversions are handsome and they fail check-outs in their own particular way. Ceilings are high, so cobwebs sit above where a normal clean stops. The original windows have deep reveals that hold dust in a ledge nobody thinks to wipe. The en-suites fitted during conversion are compact and modern, which is exactly where the chalk water bites hardest. Around them sits the later executive housing, Porters Park Drive and the roads off it: detached houses, a lot of glass, stone floors, several bathrooms each.
A couple of Shenley details that turn up in conversation more than you would think. Radlett Lane runs past Shenley Cricket Centre, whose ground the Porter family had W G Grace lay out to the dimensions of the Oval in the late nineteenth century, and it has hosted List A cricket since. Watford opened their training ground here in 1999 and Arsenal followed in 2000. Radlett station is roughly 1.3 miles from Porters Park Drive, which is the number every tenant on that side of the village quotes at you. None of that changes how we clean. It does mean that when we say we know the village, we have actually been in it.
What Hertsmere asks for, and what 1 May 2026 moved
Licensing first, because landlords ask and the answer here is refreshingly short. Hertsmere Borough Council runs mandatory HMO licensing and nothing more. There is no selective licensing scheme over Shenley, so an ordinary family let or a single professional sharer needs no council licence at all. Where it bites is the HMO rule: five or more people from two or more households makes the property licensable, and the council’s 2026/27 fee register puts that at £1,306 for up to five people plus £105 for each extra person, for a licence that normally runs five years. That matters at a check-out because a licensed HMO is held to a defined amenity and cleanliness standard, and a clerk inspecting a shared house holds every communal kitchen and bathroom to it.
Now the Act. The Renters’ Rights Act 2025 went live on 1 May 2026. Section 21 no-fault evictions are gone. Every existing assured shorthold tenancy in England converted to a periodic tenancy, and a tenant can now give two months’ notice at any point in the year instead of waiting for a fixed term to expire.
Here is the part that gets misreported. The cleaning side of a move-out did not change. Not one line of it. The check-in benchmark still governs, the deposit still sits in a protected scheme, and the deposit maths is precisely what it was in April. What changed is timing. Shenley was a slow, predictable, long-tenancy sort of place where check-outs arrived politely spaced out. Rolling notice makes them land whenever they land, which means the clerk’s diary is tighter and the day you want is likelier to be taken.
