What the check-out clerk is really marking you against

Start with the mechanism, because it decides everything and almost nobody explains it. When you moved in, a clerk walked the property and wrote it up surface by surface, usually with photos, often with the word “professionally cleaned” against the kitchen and bathroom. That was the standard set on day one. At check-out a clerk walks it again and compares, line by line. Anything worse than the move-in entry, past fair wear and tear, is fair game against your deposit. You are not being judged against tidy. A Watling Street village, not a London borough

Park Street is a real village, about two and a half miles south of St Albans on the line of the old Roman road, the A5183 that everyone still calls Watling Street, with the River Ver running close by. It is not a slice of a city, and the housing stock reads quite differently because of it. That matters for a hand-back, because the clerk who walks a half-timbered listed cottage near the village centre is looking for entirely different things than the one signing off a glass-and-chrome flat by the water. One method does not pass both.

The fabric runs in layers. There are fourteen listed buildings in the village, including half-timbered houses on the Watling Street frontage and early-Victorian brick, the sort of older stock where nothing aggressive should go near original timber or paint. Branch Road steps off the spine with its period and Georgian houses, picture rails in the main rooms and suspended timber floors where dust gathers along the board edge. The 1930s detached belt sits along the old road frontage, painted softwood casements and tiled fireplaces. Then the post-war and modern estate homes, and out on the former gravel pits the Park Street Lakes development, all 2010s flats and townhouses on the waterfront. There is some genuine Roman history under your feet too: the Park Street Roman villa was found in June 1943 when gravel diggers turned up flint walls, and it was excavated through the mid-1940s as part of the Verulamium hinterland just up the road. None of that touches a clean directly. What it tells you is why the older core is treated gently and by hand.

So the half-timbered and Georgian houses behind the village centre, the 1930s detached on the Watling Street and Tippendell Lane frontages, the Branch Road and Frogmore Lane terraces, the post-war semis around How Wood and the streets feeding the two Abbey Line stations, the modern townhouses on the village fringe and the new flats at Park Street Lakes all sit on the same patch and the same price band. The two stations themselves, Park Street and How Wood, are stops on the Abbey Line, the single-track branch that runs between Watford Junction and St Albans Abbey through Bricket Wood; it is a quiet little line, not Thameslink, so commuters here change at Watford or use St Albans City for the fast trains. If your address is AL2 2 and it is not in that list, it is almost certainly still ours. Ring and ask.

The chalk-water problem nobody warns you about

Here is the single thing that loses more AL2 deposits than anything bar the oven. Park Street water comes from Affinity Water, drawn out of the Chiltern chalk, and it is very hard, in the region of 338 mg/l calcium carbonate on the published figures. That puts it well inside the very hard band, and it means mineral scale builds on taps, shower heads, screens and tile joints faster than tenants expect. The clerk checks for it deliberately. They run a thumbnail down the tap, they look at the shower screen edge-on into the light, they pull the head in close. Set scale does not come off with a cloth and a kitchen spray, which is precisely why this point fails so often.

The work is a proper acid soak with the right dwell, then a rinse and a buff, on the shower head, the screen runner, the mixer base, the kettle and the washing-machine drawer. In the newer Park Street Lakes flats the rainfall shower heads hold more residue across the spray face than a basic head, so they get a longer dwell. In the older Branch Road bathrooms with a separate cubicle, the runner and the silicone seam between bath and tile are the priority. Scale is not the only specialist surface. Original timber boards on the Branch Road and Frogmore Lane houses take their own product, which is what the floor cleaning service is for when the inventory names the floors. The kitchen is where most of the deposit is won or lost, so it gets the most hours. The oven is stripped rather than wiped: racks soaked, the door glass split apart so the brown film between the panes comes out, interior, fan, element and seals all done. Hob, burners and control knobs off and washed. The extractor canopy degreased inside and out and the filter soaked, and on the older Watling Street kitchens with a vertical duct the lower run of the duct mouth gets cleared. Every cupboard emptied and worked, inside and out, including the deep awkward corners. Fridge, freezer and dishwasher pulled forward where the brackets release, the gaps behind and under done, then put back. The washing-machine drum, the detergent drawer out and scrubbed, and the door seal, which is the first thing a clerk opens. Sink, taps, drainer and plughole descaled, because the chalk water never gives that a miss.

Bathrooms come next, and they are largely a descaling job here. Shower screen both sides plus the track and the sealant bead, the head, the mixer, the taps and the underside of the taps, the overflow and the plughole, all taken back on a soft acid soak and buffed dry. The toilet done properly: under the rim, the base, the hinge bolts, the cistern, and behind the pan where nobody looks but the clerk. Grout scrubbed back as far as honest effort takes it, and photographed first where it is genuinely past saving so you are not billed for wear that was already there at move-in. Extractor grille off and cleared, which on the Park Street Lakes flats often comes off looking brown. Floor into the corners and behind the pedestal last, finished dry.

Then the bedrooms, the reception rooms and everything between. Skirtings worked along by hand in every room. Built-in wardrobes emptied, the top dust shelf cleared. On the 1930s detached the painted casement frames get the careful hand-wipe on the upper rebate and the catch, never a spray. Tiled fireplace surrounds brushed soft and buffed, picture-rail lines wiped along every wall they run on the Branch Road houses, the floor-to-skirting joint on the suspended timber floors taken by microfibre run by run. Behind and under beds, sofas and freestanding furniture. Radiators front, back and top, the period cast-iron ones taking longer than a modern panel. Walls spot-wiped for marks, with a sensible line drawn, because nail holes and decorator’s scuffs are not yours to scrub away. Internal doors both sides, frames, architraves, handles. Inside glass on every window. Light fittings and the inside of the dome, which nobody looks up at until the clerk does. A final walk-through with a low torch to catch what daylight hides on skirting tops and behind the radiators.

What 1 May 2026 changed for Park Street move-outs

The Renters’ Rights Act 2025 came into force on 1 May 2026. Section 21 no-fault evictions are gone, and existing assured shorthold tenancies have converted to rolling periodic ones, so a tenant can give two months’ notice at any point rather than waiting for a fixed term to end. Here is the part people get wrong: the cleaning side of a move-out did not change at all. The check-in benchmark still applies, the deposit maths is exactly what it was, and nobody can be forced to book a professional clean.

What changed is timing, and timing is what bites in a commuter village. Rolling notice means move-outs are more frequent and far less predictable than they were under fixed terms, so the slot you want fills sooner. The dull, money-saving takeaway is to book the clean earlier than you used to. What it costs, and the sum worth doing first

Has St Albans City and District brought in selective licensing for AL2?

No. St Albans City and District Council runs only the mandatory HMO scheme under the Housing Act 2004: five or more people forming two or more households who share a kitchen or bathroom. There is no borough-wide selective or additional licensing across AL2, which makes this very different from most London pages. The historic core of the village does sit under tighter permitted-development rules as a conservation area, but that is a planning matter, not a cleaning one.
