How the check-out report quietly settles your deposit

Start with the mechanism, because almost nobody does, and it is the whole game. A deposit cannot be kept just because a flat looks lived-in. It can be docked where the check-out report shows the property is dirtier than it was at check-in, once you allow for fair wear. When you moved in, a clerk walked the flat and wrote it up surface by surface, usually with photos, often with the word “new” against a recently cleaned kitchen and bathroom. At check-out a clerk walks it again and compares, line by line, not against a general impression. Anything materially worse than that first entry, beyond wear, is chargeable. You are being marked against a professional clean, which is the reason a mop and a free Saturday rarely clears the bar.

The properties down here make that bar harder than people expect. A big Edwardian villa off Cedar Road carved into three or four flats keeps its original deep skirtings, picture rails and wide bays, with a kitchen retrofitted into a room that never had one. A 1930s semi towards Devonshire Avenue has a galley kitchen, a downstairs WC and an airing cupboard the clerk will open. The mansion blocks near the station hide grease in the extractor housing and film on every shower screen. None of that reaches inventory standard with an afternoon and good intentions.


What May 2026 changed for SM2 move-outs

The Renters’ Rights Act 2025 went live on 1 May 2026. Section 21 no-fault evictions are gone, and existing assured shorthold tenancies have converted to rolling periodic ones, so a tenant can give two months’ notice at any point rather than waiting for a fixed term to end.

Here is the part people get wrong. The cleaning side of a move-out did not change at all. The deposit maths is exactly what it was the week before, your money is still held in a government-approved scheme, and the check-in and check-out inventories are still the evidence that decides it. What changed is timing. With no fixed end date, people leave on a schedule that suits them, so we get more mid-week and short-notice SM2 bookings than we did under the old fixed-term churn. If anything, with the no-fault route closed, some landlords lean harder on a professional clean as the one deduction they can still clearly evidence. The 22 March HMO line and the converted-house problem

This one is live and it lands hard in SM2. Sutton Council’s additional HMO licensing scheme came into force on Sunday 22 March 2026 and runs borough-wide for five years. It widens licensing from the larger HMOs that always needed a licence to houses and flats shared by three or four unrelated people, plus certain converted blocks of flats. The council estimates roughly 690 properties are caught by it, on top of the 210 or so already under mandatory licensing. There is no selective licensing in Sutton, so this additional scheme is the change that matters.

Why a cleaning firm is telling you this. A licensable HMO is inspected against management and condition standards, and a landlord midway through a licence application is far less willing to wave through a borderline check-out. There is real local confusion too: the council’s own report pointed at all Section 257 buildings, the converted Edwardian houses split into self-contained flats that South Sutton is full of, while the public notice narrowed that to blocks where fewer than half the flats are owner-occupied. The practical effect on a departing tenant is the same either way. Agents running these lets are tightening check-out standards now, while they get their paperwork straight, not later.


Softened water, and why scale still turns up on the report

People expect Sutton water to be brutally hard, the way untreated chalk usually is. It is not, and it is worth getting right. SES Water is one of the very few suppliers in the country under a legal duty to soften the groundwater it treats, and it does that at the Cheam works, which is the supply feeding SM2 and most of Sutton. The result is water that is moderately hard rather than very hard, softer than a tenant moving in from a true chalk area would guess.

That does not mean scale is a non-issue at a check-out. A thin film still builds on taps, the kettle, the shower screen and the inside of the toilet across a whole tenancy, slowly enough that you stop seeing it. And the softening is not bulletproof: when the Cheam plant went down for repairs in December 2024 the hardness climbed sharply for days across Sutton and Cheam, which is exactly the sort of period that leaves scale a clerk later writes up. The kitchen, where SM2 check-outs are decided

The oven is stripped, not wiped: inside to the door glass, racks, trays, the grill compartment, the fan and the seals. Hob and splashback degreased, control knobs off and washed. SM2 from the station to the Downs: the stock changes as you climb

South Sutton is the higher, leafier part of the town, the streets that climb south from the station’s Brighton Road side up towards Belmont and the edge of Banstead Downs. The villa belt: Christchurch Park, Cedar Road, Grove Road

Climb away from the station and you reach the grand stuff, the large late-Victorian and Edwardian houses around Christchurch Park, Cedar Road, Grove Road and the Landseer Road conservation area, much of it built between the 1890s and 1913 and a lot of it now divided into flats. The inventory report on a property like this names the period features one by one, plaster cornicing, picture rails, deep architraves, original boards, so the clean has to match them one by one, and nothing aggressive goes near original paint or plaster. We do the detail by hand and we are careful with it, because a scratched original architrave is a bigger deduction than a missed oven, and these are the streets where a rushed clean shows immediately.

Towards Belmont and the Downs

Further up, the 1930s semis and detached houses take over as you head towards Belmont, where the Royal Marsden’s Sutton site and the Institute of Cancer Research sit on Downs Road. A fair number of the lets up here belong to clinicians and researchers who came for that hospital and move on at short notice, so the bookings cluster and the timing is tight. These houses have galley kitchens, downstairs WCs and the high horizontals, the picture rails and unit tops, where the grime hides. We treat the trim and the high surfaces as their own job.
