Why North Cheam Deposits Get Deducted
North Cheam is not Cheam Village. The rents are lower – the Hutch rent guide updated April 2026 puts average two-bed rents around £1,575 a month and three-bed semis around £1,850 across SM3 9, with the average sale price across the SM3 postcode at £556,055 over the last twelve months on Land Registry data. But the deposit on the line is still four or five thousand pounds, and Sutton landlords have got noticeably stricter on inspection standards as the local market has held its value through 2025 and into 2026 (ONS housing data for Sutton).
The housing stock here is the Metroland legacy. North Cheam was largely built out between 1928 and 1938 as the Stonecot Hill extension of the St Helier estate spilled south across the railway, then filled in with post-war infill on London Road in the late 1940s and 1950s. The dominant stock is 1930s pebbledash semi-detached – render front, half-tile and half-render on the gable, hipped roof, original timber soffits, steel-framed metal-casement windows in the back, a small rendered front porch with a side light. There’s a band of interwar bungalows on Reigate Avenue and Tudor Drive, post-war 1950s and 60s council-build infill on London Road and around Bishopsford Road, and the occasional 2010s small flat block near Stonecot Hill itself. End of tenancy expectations are different from a Victorian conversion in inner London. The inventory checklist still covers the same line items, but the failure points sit in different places.
The third factor is the water. North Cheam is supplied by SES Water, drawing from the chalk aquifer that runs under most of east Surrey and south London, with hardness measured around 295 parts per million on the SES Water hardness map (SES Water hardness report). Renters’ Rights Act 2025 – what changed on 1 May 2026
Section 21 no-fault evictions were abolished nine days ago. The Renters’ Rights Act 2025 received Royal Assent on 27 October 2025 and the headline reforms commenced on 1 May 2026: rolling periodic tenancies replace fixed-term ASTs, Section 21 is gone, and any Section 21 notice served on or before 28 April 2026 has to be acted on with a possession claim by 1 August 2026 or it is invalid. Sutton Council’s licensing regime in 2026
Sutton Council launched a borough-wide Additional Landlord Licensing Scheme on 22 March 2026, with an estimated 690 properties caught in the first wave. Mandatory HMO licensing under Part 2 of the Housing Act 2004 (three or more storeys, five or more occupants forming two or more households) remains unchanged at £319.40 per let. The new Additional Licensing Scheme covers HMOs that fall under the five-person mandatory threshold and brings them into the same fee band, with potential fines up to £30,000 for non-compliance (Sutton Council HMO page). The boundary between Section 257 HMOs and the new additional category was the subject of council clarification through Q1 2026.
Practical effect: if your move-out is from a licensed HMO room or a four-share in one of the larger Stonecot Hill semis converted to a share house, the licence-holder is now sitting on a tighter paper trail. Shared-area condition that wouldn’t have been picked up six months ago gets walked. Stairwells, communal kitchens, shared bathrooms get logged separately. What’s particular about cleaning a North Cheam pebbledash semi
Three things, in the order they cost cleaners time. First, the steel-framed metal-casement window problem.
