How the check-in report quietly settles the deposit

Start with the mechanism, because almost nobody runs it in their head before they move out. When you took the flat, a clerk walked it and wrote a check-in report describing every surface, nearly always with photos, usually with the oven, bathroom and carpets logged as clean or as new. They were clean on the day, because the place had just been turned around for you. At check-out a clerk walks it again and compares the two reports line by line. Anything materially worse than the check-in entry, past fair wear and tear, is chargeable against your deposit. You are not being marked against tidy. Shower screen both sides, tiles and grout, the bath, basin, loo, taps and mixer spouts, the shower head and rail, all descaled properly. Sealant lines scrubbed, the extractor vent wiped, the mirror and any glass shelf cleaned, the floor done last into the corners and behind the pedestal. Bedrooms, living rooms and the rest

Skirtings, door tops and frames, handles, switches and sockets, radiators including behind where we can reach, all the woodwork wiped, and inside every wardrobe and built-in cupboard. Picture rails and coving in the older houses near Sutton Green hold a grey dust film that only shows in low light and gets photographed when it does. Carpets vacuumed right through, hard floors washed. Windows cleaned inside throughout, sills and frames wiped, cobwebs off the ceiling line. Then the two spots clerks always open and tenants always miss: the airing cupboard and, in the houses, the under-stairs cupboard. What the Cheam-softened water actually does to a bathroom here

Here is where I will correct a thing people get told. Sutton Common is not a brutal hard-water spot in the way a lot of London is. SES Water supplies this part of the borough from its Cheam works, and SES partially softens that supply at Cheam, by its own account taking the water down from a hard level to a medium one before it reaches your tap. So the water around the station is moderately hard, not the worst kind. That matters, because it is honest and because it changes the job.

It does not mean no scale. SES is clear that it does not strip all the hardness out, so limescale still forms, and on the strict UK scale the figure third-party checkers report for SM1 sits at the lower edge of the hard band, around 250 parts per million as calcium carbonate. In a bathroom that shows up as a faint cloud on the shower screen, a chalky rim round taps and mixer spouts, a film on tiles. A clerk here still runs a thumbnail down the tap and looks at the screen edge-on, because even medium-hard water leaves a mark over a tenancy. It builds slower and shifts more easily than in a true hard-water zone, but it still has to be descaled properly to clear the report.

One more wrinkle. SES has had spells when the Cheam softening plant was down for repair, and in those windows the hardness climbs back up towards its natural level until the plant is running again. If your tenancy ran through one of those patches, the scale on the chrome can be heavier than the medium-water average would suggest, and we treat it accordingly. Sutton’s additional HMO licensing, live from 22 March 2026

The London Borough of Sutton brought in a borough-wide additional HMO licensing scheme that came into force on 22 March 2026. It covers houses in multiple occupation across the whole borough that are not already caught by the mandatory national scheme, and the council put the number of affected properties at roughly 690. There has been real confusion locally over whether converted blocks of self-contained flats, the so-called Section 257 HMOs, are all in scope, and a November 2025 report to councillors recommended including them, which was agreed. Sutton Common has a good amount of this stock, subdivided interwar houses and small converted blocks let room by room, so a fair number of landlords here now need a licence and not all of them know it. Sutton has not brought in selective licensing for ordinary single-household lets, so this is an HMO scheme, not a blanket one. Why it matters at checkout: a licensed HMO is held to a property condition standard the council can inspect, so the managing agent sets the cleaning bar on a room let or whole-house hand-back high, because a property that photographs badly is a problem on a council file. We see that most on the shared lets just off Sutton Common Road.

The Renters’ Rights Act 2025

The Renters’ Rights Act 2025 went live on 1 May 2026. Section 21 no-fault evictions are gone, existing assured shorthold tenancies have converted to periodic ones, and a tenant can give two months’ notice at any point in the year. The part people get wrong is that the cleaning side of a move-out did not change at all. The check-in benchmark still applies and the deposit maths is what it always was. What changed is timing: more checkouts at odd points in the year and at shorter notice, instead of the old clump of summer moves. If anything agents hold the standard tighter, because a flat that comes back clean re-lets faster, which is the whole point of the new regime for a landlord.

The cleaning side of a move-out did not change at all. The timing did.


Sutton Common up close: station to Gander Green Lane

People mix this area up with its neighbours, so let me pin it down. Sutton Common is the band of streets around Sutton Common railway station, which opened on 5 January 1930 on the loop line through to Wimbledon. It is north of Sutton town centre, between Rosehill and Sutton itself. It is not Stonecot Hill, which is the higher ground off to the west where the A24 London Road runs over old Stane Street, and it is not Rosehill, which is the area around the Rose Hill roundabout to the east. Those are separate places with their own pages. This one is the station, Gander Green Lane and the recreation ground.

The housing is mostly interwar. Bay-fronted semis and terraces built out through the 1920s and 1930s along Sutton Common Road, which runs the ridge between the Pyl Brook and the East Pyl Brook and carries the parade of shops and The Plough. There are purpose-built flat blocks from the same era on the side roads, a thinner band of older Edwardian and late-Victorian property closer to Sutton Green, some ex-LCC St Helier-style cottages where the estate edge reaches down from the north, and post-war infill in the gaps. Most of our work here is half of an interwar house, a flat in one of the thirties blocks, or a whole two or three-bed terrace at the end of a shared tenancy.

What gets flagged shifts by property type. In the interwar semis and terraces the clerk spends time in the kitchen, behind the freestanding cooker and down the side of the units, and on the picture rails and skirting tops. In the thirties flats it is the bathroom almost every time, plus the inside of the kitchen window. In the room-by-room HMO lets the clerk works through every room against the inventory and the shared kitchen and bathroom hardest, because shared rooms take more wear than one household’s would. In the post-war infill it is usually the oven, the bathroom sealant, and any mould on a bedroom wall that backs onto the outside. Across all of it the airing cupboard and the under-stairs cupboard, opened every time.

If you would rather book by time than by job, it is £30 per cleaner per hour, though for an end of tenancy the fixed price is nearly always the better deal. Do I need to be there when you clean?
