The bathrooms in the Victoria Avenue conversions have no window. That one detail settles more Southend check-outs than anything clever: the extractor grille furs up, the ceiling above the shower speckles, and the clerk photographs both before they have got their coat off. We are Monster Cleaning Ltd, a domestic cleaning firm working Essex and London since 2014, and move-outs around Southend Victoria station are most of what we do in SS2. The work runs at £30 per hour per cleaner, with a 48-hour re-clean guarantee measured against the check-out report itself. Ring 0333 555 2076 for a price.

Last updated June 2026. We cover Victoria ward and the SS2 postcodes either side of the station, the SS2 5 and SS2 6 sectors above all, plus the rest of Southend across SS0, SS1 and SS3. This page sits inside the Essex directory at End of Tenancy Cleaning Essex.

The report you signed on day one is the exam paper

Start here, because almost nobody does, and it is the whole mechanism. On the day you moved in, a clerk walked the flat and wrote a report describing every surface, nearly always with photographs, nearly often with the words “new” or “as new” against the kitchen and the bathroom. Those words were true that morning. They were true because the flat had just been professionally cleaned for you. At check-out a clerk walks it again and reads that report line by line against what is in front of them, and anything materially worse than the check-in entry, past fair wear and tear, is chargeable against your deposit.

So the standard you are being marked against is not “tidy”. It is a professional clean, done by someone with professional products and a Tuesday afternoon. That is why a mop and a hopeful Sunday so rarely gets there, and it is why the argument at the end is never really about effort.

The deposit itself is protected in a government-backed scheme, and the rules on what can come out of it have not moved. A landlord cannot deduct for fair wear and tear. A landlord cannot bill you to hand the flat back in better condition than it was when you got the keys. If the clean is disputed, an adjudicator decides on evidence, not on who sounds more annoyed. The deposit protection guidance on gov.uk sets out what a landlord can and cannot keep, and it is worth ten minutes of your time before you hand a key over.

Evidence is the part people skip. We photograph every room before and after, dated, and that set goes out with the invoice. It has settled more disputes here than arguing ever has, because a clerk cannot charge you for grout that was already grey in the check-in pictures.

What 1 May 2026 changed for a Southend hand-back

The Renters’ Rights Act 2025 went live on 1 May 2026. Section 21 no-fault evictions are gone. Every existing assured shorthold tenancy in England has converted to a periodic tenancy, and a tenant can give two months’ notice at any point in the year rather than waiting out a fixed term.

Here is the bit people get wrong. Cleaning did not change.

The check-in benchmark still applies. The deposit rules are what they were the week before. What moved is timing, and timing is what bites in this ward, because Victoria was already a fast-churn patch full of commuter lets. Southend Victoria runs into London Liverpool Street in about 57 minutes on the quickest trains, with up to seven an hour at peak, and that fact has shaped the rental stock around the station for decades. Let people leave on a rolling two months instead of a fixed date and those flats turn over more often and far less predictably. The practical upshot is dull and it pays for itself: book the clean earlier than you used to.

Cleaning did not change. Timing did, and timing is what bites here.

The licence your landlord may hold, and what it does to the inspection

One thing to clear up first, because the directory page you came in from says Essex. Your council is not Essex County Council. Southend-on-Sea City Council is a unitary authority and runs housing standards, licensing and enforcement itself, which is why the rules here differ from Chelmsford or Brentwood a few miles up the A127. Victoria is one of its wards.

And Southend licenses privately rented homes in parts of it. The designation was made on 18 March 2021, came into force on 1 December 2021, and ceases to have effect on 30 November 2026. It covers eight named neighbourhoods inside parts of four wards: Milton, Kursaal, Victoria and Chalkwell. Note the word parts. This is not a borough-wide scheme and it is not even a ward-wide one, so the boundary is drawn street by street on a published map, and the council asks landlords and tenants to check a specific address rather than assume a whole road is in or out. The scheme, the map and the contact details sit on Southend-on-Sea City Council’s selective licensing page. Where a licence is required, the landlord needs one for each rented house in the designated area, with conditions attached about management and the state of the property, and the council can fine an unlicensed landlord without an upper limit.

Why should a tenant care on the way out? Because of what it does to the person holding the clipboard. A licensed landlord is inspected and audited on property standards, and landlords under that kind of scrutiny tend to pay for a proper inventory clerk instead of walking the flat themselves with a phone. A clerk holds the check-out to the in-going report. A landlord with an opinion holds it to their mood. The first is stricter and, honestly, fairer, but it does mean a flat that would have been waved through elsewhere gets marked properly here.

Offices that became flats, terraces that got split in half

Victoria is the ward wrapped around Victoria Avenue and the station, running back from the top of the town centre toward Prittlewell. Two kinds of rented home dominate it, and they fail check-outs in completely different ways.

The Avenue: office blocks turned residential

Victoria Avenue was Southend’s office spine and a lot of it stopped being that. Baryta House, the tall block by the station, was converted from offices into flats, most of it under permitted development rights, and it now holds well over a hundred homes on a stretch where almost every front door is a private rental. Further along at number 21, Alexander House, a 1960s tower that sat empty for years, has consent to come back as 557 flats. This is the newest rental stock in the ward and it is the least like the rest of Southend.

End of tenancy cleaning in Camden by Monster Cleaning
A recent end of tenancy cleaning our team finished in Camden.

What that means at check-out is specific. Internal bathrooms with no opening window, so the fan is doing all the ventilation and the ceiling above the shower speckles. Integrated appliances, which hide their gaps. Shower screens and mixer taps that scale up fast. Building management with rules about loading and lift use that will slow your move-out day if nobody told you. Send us the block’s own check-out spec when you book and we clean against it line by line.

Behind it: the split terraces

Walk a few hundred yards off the Avenue and it is a different century. Coleman Street and Guildford Road sit roughly 350 to 400 yards from the platform, and they are late-Victorian and Edwardian terrace stock, a large share of it long since carved into flats, bedsits and houses in multiple occupation. Sutton Road runs north through more of the same. Next door in Milton, the conservation area between the railway and London Road holds the Park and St Vincents estates, which the council describes as everything from small terraces to large semi-detached houses, and the fabric shifts as you go: yellow London stock brick and slate at one end, red brick and clay tile at the other.

In stock like that the deductions cluster somewhere else entirely. Behind the cooker in a shared galley. Grout and sealant in a bathroom squeezed into what used to be a box room. Window reveals on the cold side. Mouldings, picture rails and the tops of door frames, which hold years of dust a tenant never sees at eye level because it lives above the sightline. Three years of cooking grease on the wall behind a hob is not a matter of opinion when it is sat next to the check-in photograph.

One method does not pass both halves of this ward.

Hard water is the standing charge on a Southend bathroom

Southend sits in a hard-water supply area, and living with it is mostly a nuisance. At check-out it is money. Scale films the shower screen, the head, the taps, the tiles and the kettle, and it does not come off with a cloth and good intentions. It has to be dissolved off, slowly, with the right descaler and a great deal more patience than the job looks like it needs.

The clerk knows this, and checks for it in a way that is almost a ritual. Thumbnail down the tap. Screen looked at edge-on against the light, the only angle that shows the film. Shower head pulled in close. In the Avenue conversions the fittings are new enough to take a proper descaler, so there is no excuse for a dull screen. In the older split terraces you sometimes get original chrome that tolerates nothing aggressive, and that is hand work.

A filmed screen and spotted taps read straight back as “not cleaned to standard” against an in-going photograph taken the week the bathroom was fitted. Cheap to avoid. Very commonly eaten.

The 57 things we work through, room by room

Every booking here runs to a 57-point agent-approved checklist, built over a decade of local check-outs and tuned to what clerks in this part of Southend actually flag. The full list comes with the job. This is the shape of it.

The kitchen, where the terraces lose it

The oven is hand-cleaned, not wiped. Racks lifted out and soaked, the brown film cleaned off the door glass (between the panes if the door comes apart), then the interior, fan, element and seals. Hob rings and burners off, control knobs off and washed; induction in the Avenue flats, gas in most of the terraces, each handled its own way. The extractor hood degreased inside and out, filter soaked or swapped. Every cupboard inside and out, including the deep awkward corners the old kitchens are full of, and the toe-kicks underneath. Fridge and freezer through once you have defrosted them. Appliances pulled out where they move, so the wall and floor behind them get done, then put back. The washing machine itself: drum, drawer out and scrubbed, and the door seal, where the black ring lives. Dishwasher filter, seals and spray arms. Sink, taps, drainer and plughole descaled, because the water here never gives that a miss. Tiles and grout scrubbed rather than wiped. Bins washed. Floor pulled back where it lifts.

Bathrooms, where the conversions lose it

Scale comes off the taps, head, screen and tiles first. Grout scrubbed back as far as honest effort takes it, and photographed first where it is clearly past saving, because that photograph is what stops you being billed for someone else’s wear. Then the rest, in plain order.

  • Toilet done properly: inside, under the rim, base, cistern, hinges, and the floor behind the pan, which is where a clerk always looks
  • Shower screen both sides, tracks and the sealant bead
  • Bath, taps, the underside of the taps, overflow and plughole
  • The extractor grille and vent, which in a windowless Avenue bathroom is the first thing photographed and the thing DIY cleans forget
  • Silicone cleaned where it has gone pink or black; re-sealing is a handyman’s job and we say so rather than pretend
  • Mirrors, cabinets, and behind them where they come off the wall

Bedrooms and living rooms

Skirting, picture rails, coving, the tops of doors and frames. Period rooms here carry a lot of moulding and it gathers dust nobody notices from the floor. Inside and on top of every fitted wardrobe and cupboard. Marks lifted off paintwork where they come away without taking the emulsion with them, and a realistic line drawn where they do not, because nail holes and scuffs are a decorator’s bill rather than yours to scrub. Windows inside, reveals and sills included. On cold external and end-terrace walls we go over condensation and surface mould properly instead of smearing it about, and where a patch is a building fault rather than a cleaning one we photograph it and say so, so the charge lands where it belongs. Carpets vacuumed throughout, edges and under the bed included.

Everything else

Hallways and the internal stairs in a split house. Light switches, sockets, thermostats, intercoms. Radiators behind, under and on top. Internal glass. Front door both sides. Cobwebs out of the ceiling corners. Then a walk-through, photographed room by room. The flat is left aired and ready for a clerk to go through with the in-going report in hand.

What it costs, and the sum nobody runs until the deduction lands

PropertyTypical durationEstimated cost
Studio (Victoria Avenue conversion)3-4 hours, 1 cleaner£156
1-bed flat (Avenue block or split terrace)4-5 hours, 2 cleaners£207
2-bed flat off Coleman Street or Guildford Road5-7 hours, 2 cleaners£243
3-bed terrace or shared house, Sutton Road way6-8 hours, 2 cleaners£339
4-bed house or larger HMO8-10 hours, 2-3 cleaners£425
By the hour, part-jobs and top-upsAs long as it takes£30 per cleaner
Carpet extraction add-onSame visit£29 a bedroom, £36 a living room, £94 for two bedrooms and a living room
Oven on its own1.5-2 hours£77 single, £110 double, £143 range

Those figures assume an empty flat in normal lived-in shape, kit, products and travel inside Southend included. Oven cleaning is already inside the end of tenancy price; the standalone numbers are for when the oven is the only thing your agent pulled you up on. Heavy wear, a pet household, a smoker’s flat, or somewhere that has not had a deep clean in four years costs more, and we say so on the phone rather than on the invoice.

End of tenancy cleaning in Croydon by Monster Cleaning
Croydon: another job wrapped up by our cleaners.

Now run the sum the deposit makes you run. A two-bed off Guildford Road at £243 sits against a deposit that is usually four figures, and the cleaning deduction on a failed check-out will not be small change. Almost nobody does this arithmetic before the check-out. Nearly everybody does it after, which is a shame, because the first round is the cheap one to win.

Every booking carries a 48-hour re-clean guarantee: if the clerk or the agent flags anything on cleanliness inside 48 hours, we come back and re-do it free, provided you tell us in that window and the flat is still as we left it with nobody moved in. We are on the books of 300+ letting agents, and across the years that work has helped tenants recover £1.2m deposits recovered from cleaning deductions that would otherwise have stayed with the landlord. That last figure is really the whole job.

Booking it, and the parking on the Avenue

Most jobs here go in two to five days out. Month-end is the pinch, particularly Mondays and Fridays, so ring earlier than feels necessary.

  1. Ring 0333 555 2076. Postcode, number of bedrooms, check-out date, whether the flat will be empty. Mention anything the check-in report called “new” or “as new”. A couple of photos of the kitchen and bathroom sharpen the price.
  2. Send the agent’s check-out list if you have one. We price against that document, not a generic checklist.
  3. We confirm a fixed price and a date, ideally the day before the check-out so there is a buffer.
  4. Sort out access and the van. There is nowhere sensible to leave a vehicle on Victoria Avenue itself and the side streets are tight, so tell us whether it is a building loading bay, a key with the agent or a key safe.
  5. We clean to the 57-point list, photograph every room before and after, and send the set with an itemised invoice on headed paper. That is your evidence pack.
  6. Check-out happens. Anything flagged inside 48 hours, we come back and fix it free.

Out of hours, email office@monstercleaning.com and someone rings you back first thing. If your check-out is tomorrow, ring anyway. We hold some same-week capacity back for this ward on purpose, because the commuter lets around the station always have moved fast.

Four jobs people muddle, and which one you actually need

Check-in inventory report
The document a clerk wrote on your first day describing every surface, with photographs. Not a clean at all. It is the benchmark your check-out is judged against, which is why we clean to it rather than to a general idea of tidy.
End of tenancy clean
The hand-back clean, built to pass that report and get the deposit back. Empty flat, agent’s benchmark, 48-hour guarantee on it, £30 per hour per cleaner.
Deep clean
The reset you book on a home you are keeping. Lived-in, furniture in place, no formal standard to hit and no clerk at the end of it. Also £30 per hour per cleaner.
Regular domestic clean
Ongoing upkeep, the same cleaner kept on the house, weekly or fortnightly. From £23 an hour weekly, £24 fortnightly. A different service to the one-off team clean, which is £26 per cleaner an hour with a £186 minimum, which is two cleaners for three hours plus the £30 kit charge.

We do carpets, ovens, upholstery, floors and windows as separate jobs across Southend too. If you only need the oven, say so on the phone and we will price the oven.

Questions we get asked

How much is an end of tenancy clean in Victoria, Southend?

A studio is £156, a one-bed £207, a two-bed £243, a three-bed £339 and a four-bed £425, on an empty property. Most bookings in this ward are a one or two-bed, either a flat in one of the Victoria Avenue conversions or half an old terrace off Coleman Street. If you would rather pay by the hour for a part-job, that is £30 per cleaner.

Which council covers Victoria ward, and does that matter at check-out?

Southend-on-Sea City Council. It is a unitary authority, so it runs housing standards and licensing itself rather than sharing them with Essex County Council, which catches people out when they land on an Essex directory page. It matters because Southend runs its own selective licensing scheme, and a licensed landlord is audited on property standards, which tends to mean a professional inventory clerk rather than the landlord’s own eye.

Is my flat inside the selective licensing area?

You have to check the address, not the road. The designation was made on 18 March 2021, came into force on 1 December 2021 and ceases on 30 November 2026. It covers eight named neighbourhoods inside parts of four wards: Milton, Kursaal, Victoria and Chalkwell. Only parts of Victoria are in it, listed street by street on the council’s published map, and the council asks you to check a specific address rather than assume a whole road is in or out.

Does the licensing scheme change my deposit rules?

No. Your deposit is protected in a government-backed scheme either way, your landlord still cannot deduct for fair wear and tear, and nobody can bill you to hand the flat back better than you got it. What licensing changes is the inspection. Licensed landlords get audited, so they document properly, and a documented check-out is a stricter check-out.

What do clerks flag first in the Victoria Avenue conversions?

The bathroom extractor grille and the ceiling above the shower. Those bathrooms are internal, with no window and a fan doing all the work, so condensation speckle and a furred grille are the standard finding. After that it is the shower screen and taps, because the water here is hard and scale sets into chrome faster than tenants expect.

What is the most common deduction in the split terraces off Coleman Street?

The oven, then the gap behind the cooker. Those kitchens are older, often shared, and grease builds for years because nobody cleans behind an appliance between tenancies. On a photograph the difference between check-in and check-out is obvious, which is exactly what makes it chargeable.

Does the Renters’ Rights Act 2025 change the clean?

Not the clean, no. From 1 May 2026 Section 21 is abolished and assured shorthold tenancies in England have converted to periodic ones, so tenants can give notice at any point in the year. Cleaning obligations are unchanged. The effect here is timing: people leave on shorter notice, flats turn round faster, and the slot you want goes sooner.

End of tenancy cleaning in Hammersmith and Fulham by Monster Cleaning
Fresh from a end of tenancy cleaning in Hammersmith and Fulham.

Is carpet cleaning included?

Vacuuming through is. Hot-water extraction is an add-on: £29 a bedroom, £36 a living room, or £94 for the carpets across a whole two-bed. If the check-in report photographed a carpet as clean and it now is not, a vacuum will not close that gap and the extraction usually pays for itself.

Do you clean ovens down to the door glass?

Yes, including the racks and the runners, and the inner glass where the door allows. Oven cleaning is an add-on to the end of tenancy clean, at £77 for a single, £110 for a double and £143 for a 90cm range, the same as on its own.

How far ahead should I book a Victoria hand-back?

Two to five days mid-month. For the last few days of the month give us a week if you can. Southend Victoria puts you into London Liverpool Street in about 57 minutes on the fastest trains, with up to seven an hour at peak, so a lot of the rented stock here is commuter lets that change hands quickly and cluster at month-end.

What happens about parking on Victoria Avenue?

Tell us when you book and we will sort it. There is nowhere sensible to leave a van on the Avenue itself, the side streets are tight, and the conversion blocks want loading arranged through the building rather than improvised on the day. Ten seconds on the phone saves an hour on the doorstep.

What if the clerk fails the clean?

Tell us inside 48 hours and we come back and re-do whatever was flagged inside the agreed scope, free, under our 48-hour re-clean guarantee. Send the clerk’s report and we work to the points raised. The flat needs to be in the state we left it, with nobody moved in.

Can you work to my agent’s own check-out list?

Yes, and we would rather. Send the inventory or check-out document with the booking and we price and clean against that exact list instead of a generic one. Matching a clerk’s own wording line by line is the thing that gets a deposit back whole.

What if my landlord disputes it after the re-clean?

Take it to the deposit scheme’s adjudicator, whichever of TDS, DPS or mydeposits holds your money. Our invoice, the dated before-and-after photo set and the re-clean record are all admissible, and a tenant with a full paper trail rarely loses. Shelter’s tenancy deposit guidance walks through the steps.
