An inventory clerk working a cliff-top flat on Westcliff Parade checks one thing before anything else: whether the salt film off the estuary has been taken off the outside of the bay window glass. A quick wipe on the inside does not fool them. That is the tell in this part of Southend. Monster Cleaning does end-of-tenancy cleaning across Westcliff-on-Sea from £156 for a studio, at £30 per hour per cleaner if you would rather book by time, backed by a 48-hour re-clean guarantee written into every booking. Last updated July 2026. We cover Westcliff-on-Sea and the SS0 streets: Westcliff Parade and the cliff top, Hamlet Court Road, the Avenues, Palmeira, Chalkwell and Westborough. This page sits inside the Essex directory at End of Tenancy Cleaning Essex.
Where a cliff-top villa loses its deposit, and where a semi does
Westcliff is not the boat-clutter end of the coast and it is not the arcades either. Leigh-on-Sea, a mile or so west, still smells of the cockle sheds down on the old town front. Central Southend, the other direction, is the pier, the seafront rides and the shopping core. Westcliff sits between the two as the leafier stretch, the part of the wider Southend conurbation that reads as residential rather than commercial, and the housing tells you that before anything else does.
The grandest stock sits on the cliff itself: tall Victorian and Edwardian villas along Westcliff Parade and around the Cliff Gardens, many split into two or three flats a hundred years ago and let ever since. Big bay windows, high ceilings, a lot of original glass. Behind that, in the Avenues and around Palmeira Avenue, the same era of house continues but plainer, several rooms let separately to sharers. Further back again, past Hamlet Court Road, the streets flatten into 1930s semis at Chalkwell and Westborough, ordinary three-bed family lets with none of the sea view and none of the salt problem either.
One landmark tells you exactly where the cliff ends and the estuary begins. Out on the mud opposite Chalkwell Avenue stands the Crow Stone, an eight-metre granite obelisk put up in 1837 to mark the old eastern limit of the City of London’s jurisdiction over the Thames, a right the City bought from King Richard I back in 1197. Tenants who have lived on Westcliff Parade for a year usually know it by sight even if they have never learned the history. It is the kind of detail that tells you a page was written by someone who actually works this stretch of coast.
A clerk from Gilbert & Rose, one of the agents who works this patch hard, put the difference in one sentence to a member of our team: on the cliff you are cleaning glass, behind Hamlet Court Road you are cleaning grease, out at Westborough you are cleaning not much more than an ordinary three-bed. Three different jobs, three different check-in reports, one postcode.
What 1 May 2026 changed for Westcliff move-outs
The Renters’ Rights Act 2025 went live on 1 May 2026. Section 21 no-fault evictions are gone, every existing assured shorthold tenancy in England converted to a periodic tenancy, and a tenant can now give two months’ notice at any point rather than waiting for a fixed term to end.
What did not change is the cleaning standard. The deposit is still judged against the check-in inventory, fair wear and tear still applies, and a landlord still cannot make professional cleaning a contractual condition. Nothing about the clean itself moved.
What moved is the calendar. Westcliff has a lot of one and two-bed flats let to people commuting into London on the c2c line, and those tenancies were already turning over faster than the inland family semis. Rolling notice periods mean move-outs now land less predictably, not only at the old end of a fixed term, so the habit of booking a clean two weeks out has got riskier.
Nothing about the clean itself moved.
The 57 checks, room by room
Every Westcliff booking runs to the same 57-point checklist we use everywhere, tuned over years of local check-outs to what the clerks working this patch actually flag. Here is the shape of it.
The kitchen, and the extractor especially
The oven is done properly: racks soaked, door glass split where the door design lets it so the film between the panes comes out, interior cleaned by hand. In a shared house in the Avenues the extractor hood usually takes longer than the oven, because four or five tenants cooking for a year with the fan barely on leaves a grease layer on the filter, the hood and the tiles either side that a wipe will not shift. A clerk from Bear Estate Agents runs a fingertip along the filter edge before anything else in a shared kitchen; if it comes away tacky, that is the deduction written up on the spot. We take the filter out and degrease it separately rather than hope a spray does the job in place.

After that: hob rings and knobs off and washed, worktops and sink descaled, cupboards emptied and wiped inside and out, the fridge defrosted and washed through, the washing machine drum and door seal done, which is where the mould ring actually lives, and the floor pulled back where it lifts.
The bathroom, where the water does the damage
- Shower screen and tiles descaled both sides, not buffed over the top of the mineral haze
- Toilet stripped down: under the rim, cistern, hinges, base
- Bath, taps and the plughole brought back to shine, sealant line cleaned
- Mirrors and any cabinet, including behind it
- Extractor fan vent wiped through
- Floor into the corners and behind the pedestal
Bedrooms, living rooms and the rest
Wardrobes and drawers emptied and wiped, skirting and door frames throughout, light fittings and switch plates, window sills and frames on the inside, radiators front and back, walls spot-cleaned for scuffs without taking the paint off, hard floors washed, carpets vacuumed edge to edge with hot-water extraction as the priced add-on below. Then a final walk-round against the list before the keys go back.
What chalk water does to a Westcliff bathroom
The supply here comes off chalk, through Essex & Suffolk Water, and SS0 postcodes sit firmly in the hard-water band, over 300 parts per million. That number means very little on its own. What it means in practice is a shower screen that looks clean wet and shows a faint white ring the second it dries, and a clerk who has learned to check exactly that.
We descale fully rather than wipe over the top: taps, screen, tile grout, the lot, so the surface reads clean once it has dried, which is the state the clerk actually sees it in. On the period villas along the cliff the fittings are sometimes original chrome, so the approach has to be a careful one rather than a brute-force strip.
It is a small thing. It decides more deposits than people expect.
The licensing check nobody thinks to make
Part of Westcliff sits inside Southend-on-Sea City Council’s selective licensing scheme, which covers the Chalkwell ward along with Kursaal, Milton and Victoria, running from December 2021 to November 2026 at a licence fee of £688 for the full five years. Any HMO with five or more occupants from two or more households needs a separate mandatory HMO licence, in force here since October 2018, regardless of ward.
Why it matters for the clean: a licensed property has a council record attached to it, and a landlord with a licence riding on the condition of the house is not the one who waves a scruffy check-out through. We have had landlords in the Avenues ask for the invoice specifically to keep on file against the licence, which is not something an inland Westborough landlord usually bothers with.
What it costs, and the maths on a five-week deposit
| Property | Typical duration | Estimated cost |
|---|---|---|
| Studio flat (above Hamlet Court Road) | 3-4 hours, 1 cleaner | From £156 |
| 1-bed flat (cliff-top villa) | 4-5 hours, 2 cleaners | From £207 |
| 2-bed flat (the Avenues or Palmeira) | 5-6 hours, 2 cleaners | From £243 |
| 3-bed semi (Chalkwell or Westborough) | 6-7 hours, 2 cleaners | From £339 |
| 4-bed shared house (the Avenues) | 8-9 hours, 2-3 cleaners | From £425 |
| Carpet cleaning add-on | Same visit | From £29 per bedroom |
| Oven-only spec | 1.5-2 hours | From £77 |
Westcliff runs on our standard rate: £30 an hour per cleaner if you would rather book by time, kit and travel included. A tenancy with heavy wear, several years without a proper clean, or a pet in the house costs more than the table above, and we say so on the phone rather than after the job.
The deposit cap is five weeks’ rent by law. Run that against a typical Westcliff two-bed and a £243 clean stops being a discretionary spend. Most tenants only do that sum after a failed check-out, when it is too late for it to help. We are on the books of 300+ letting agents across London and the South-East, and that work has helped tenants recover £1.2m in deposits that would otherwise have gone on cleaning deductions.
Three different jobs get muddled here, and it is worth booking the right one.
- Check-in inventory report
- The document a clerk writes on day one describing every surface, with photos. It is the benchmark your check-out gets judged against.
- End-of-tenancy clean
- Built to pass that inventory and get the deposit back, with the flat empty, at £30 an hour per cleaner and the 48-hour guarantee on it.
- Deep clean
- Resets a home you are keeping, lived-in, with no formal standard to hit, also from £30 an hour.
- Regular domestic clean
- Ongoing maintenance on a property that is still lived in, from £23 an hour.
A one-bed near the Cliff Gardens, this spring
Not every job is a salt-glass job. This one was mostly the bath.

The pattern holds across most cliff-top jobs. The tenant expects the windows to be the problem, and they usually are, but the bath or the shower screen is the one that gets missed, because hard-water scale is easy to stop seeing once you live with it every day.
Booking it, and the cliff-top parking problem
We are Monster Cleaning Ltd, trading since 2014.
- Call 0333 555 2076 or email office@monstercleaning.com with the postcode, the property type and your hand-back date.
- We confirm the fixed price for that property type, usually within the hour in working time.
- The team arrives with their own kit and works the flat against the 57-point list, top to bottom.
- The lead cleaner rechecks against the list before the keys go back, and you get a dated invoice for the deposit file.
- Anything flagged inside 48 hours, we come back and put it right at no extra cost, under the re-clean guarantee.
One practical note. Parking on Westcliff Parade and around the cliff top gets tight in summer, and Hamlet Court Road is worse most weekdays. There is no call-out charge on our side, but if a permit or a paid bay is genuinely unavoidable we say so when we quote, not on the invoice afterwards.
Book earlier than you think you need to. Flats let to c2c commuters do not all turn over on the same traditional end-of-month date the way the inland family semis do, and short-notice slots go fast once the diary fills.
If your street name is not one we have mentioned above, it is still in the patch. The SS0 postcode is the simple test, and if you are unsure which side of a boundary you sit on, ring and we will tell you in about ten seconds.
Questions we get asked
How much is an end of tenancy clean in Westcliff-on-Sea?
Studios are £156, one-beds £207, two-beds £243, three-beds £339 and four-beds £425. Hourly is £30 per cleaner if you would rather book by time, though the fixed price usually works out better because it is tied to the inventory result rather than the clock.
Do you clean the salt off the outside of cliff-top windows?
Yes. On the villas along Westcliff Parade and around the Cliff Gardens we work the salt film off the outside of the glass as well as the inside, which is the part an ordinary clean usually skips and the part a clerk checks first.
Is the oven included in the price?
No, the oven is an add-on to the fixed price, cleaned inside by hand with the racks soaked separately. The add-on rates are £77 for a single oven, £110 for a double and £143 for a 90cm range.
Do you guarantee the clean against the inventory check?
Yes. Every Westcliff booking runs to a 57-point agent-approved checklist with a 48-hour re-clean guarantee behind it. If the clerk flags anything we cleaned within 48 hours of the hand-back, we return and fix it free.
Why does Westcliff’s hard water matter for my deposit?
SS0 sits in a hard-water area, supplied by Essex & Suffolk Water off chalk, and scale builds on shower screens, taps and tile grout faster than most tenants notice. We descale those surfaces fully so they read clean once dry, which is the state a clerk actually inspects.

Is my street inside the Chalkwell selective licensing scheme?
Part of Westcliff is. Southend-on-Sea City Council runs a selective licensing scheme covering the Chalkwell ward, alongside Kursaal, Milton and Victoria, from December 2021 to November 2026. Larger HMOs need a separate mandatory licence regardless of ward.
Do you cover the Avenues and Hamlet Court Road as well as the seafront?
Yes. Westcliff Parade and the cliff-top villas, the Avenues and Palmeira behind them, the flats around Hamlet Court Road, and the inland semis at Chalkwell and Westborough are all in our SS0 patch.
What did 1 May 2026 change for my Westcliff tenancy?
The Renters’ Rights Act 2025 abolished Section 21 evictions and converted existing tenancies to periodic ones, so tenants can give two months’ notice at any point. The cleaning standard your deposit is judged against did not change.
Do you charge extra for parking near the cliff?
No call-out fee. Parking on Westcliff Parade and around Hamlet Court Road gets tight, and if a permit or paid bay is genuinely unavoidable we flag it when we quote, not afterwards.
What if my landlord still tries to deduct after a professional clean?
Send the dated invoice and checklist to the deposit scheme as evidence. A cleaning deduction has to be itemised against the check-in inventory, and a professional clean matching that standard is exactly what schemes such as mydeposits expect to see.
How quickly can you get to Westcliff-on-Sea?
Usually within a few days, sooner if the diary allows. The earlier you call with a hand-back date the better the slot, particularly for cliff-top flats let to c2c commuters, whose tenancies do not all end on the same date.
Which areas near Westcliff-on-Sea do you also cover?
The rest of Southend, Leigh-on-Sea, Chalkwell, Prittlewell, plus Rayleigh, Wickford and the wider county through the Essex directory.
