Houses on Chalkwell Avenue have averaged £926,000 over the past year, while flats in the Hamilton Grange and Westcliff Parade buildings change hands between £305,000 and £450,000, with yields that pull in serious investor money.
What that means for you as the tenant is simple enough. You are renting from landlords who paid a premium, who carry a licence, and who use agents that defend a deposit position hard at check-out. The deposit at risk is real money. A two-bed flat let at £1,400 pcm carries a deposit of roughly £1,615 under the five-week cap, and three-bed houses on Crowstone Road or Imperial Avenue routinely hold north of £2,000. The Tenancy Deposit Scheme publishes adjudication data showing cleaning is the single most disputed deduction category, near half of all claims that reach formal arbitration. The selective licence your Chalkwell landlord holds
This is the local detail that catches tenants out. Chalkwell is inside a licensing zone.
The Southend-on-Sea Selective Licensing Scheme covers four wards, Chalkwell, Kursaal, Milton and Victoria, and runs from 1 December 2021 to 30 November 2026. Every privately rented home inside the Chalkwell ward boundary that is not already licensed as an HMO has to hold a selective licence. That pushes landlords to keep a paper trail proving the property meets the council’s standards: smoke alarms tested, gas safety current, the dwelling presented to a baseline that survives a compliance visit from the Private Sector Housing team. When you move out, your landlord wants to relet fast and prove condition, so a good-enough clean is not going to clear the check-out.
HMOs sit under a separate rule. Any Chalkwell property let to five or more people from two or more households needs a mandatory HMO licence under the Housing Act 2004, with bedrooms at a minimum of 6.51 square metres for a single room or 10.22 square metres for a double. In a licensed HMO the shared kitchen and bathrooms get inspected against published standards, and the cleaning expected at check-out follows the licence conditions, not just your tenancy agreement.
The law around the tenancy itself moved this month too. The Renters’ Rights Act 2025 is now live, and its first phase took effect on 1 May 2026. Section 21 no-fault evictions have ended, periodic tenancies are the default, and rent rises are limited to once a year. None of that softens the cleaning standard. If anything it hardens it, because a landlord who can no longer evict on a whim wants a clean, defensible deduction position when a tenant does leave, which means an inventory that records cleanliness in forensic detail. The Act did not touch the deposit cap or the duty to return the deposit minus fair wear and tear.
Selective licence

Three kinds of Chalkwell home, three different cleans
The hard part of cleaning Chalkwell well is the variety of stock crammed into roughly half a square mile. We think of it as three jobs, not one.
South of London Road you get the Edwardian and 1920s grand semis: Chalkwell Avenue, First Avenue, Imperial Avenue, Crowstone Road. High ceilings, deep skirtings, original picture rails, and now and then parquet hiding under modern flooring. These homes hold grease in the deep cornicing and dust on top of the picture rails, and a check-out photo catches both straight away. You cannot rush an Edwardian semi. The detailing that makes it lovely to live in is exactly the detailing a clerk runs a finger along.
Then there is the seafront. From the Crowstone obelisk east along Chalkwell Esplanade the stock is mostly Art Deco purpose-built flats and post-war low-rises with sea-facing balconies, including the much-photographed Hamilton Grange penthouses. These need a different touch. The Crittall metal-framed windows have to be cleaned without soaking the seals, the original parquet wants wood-care not a wet mop, and there is always salt to deal with, which I will come to.
Between London Road and the c2c railway sit the 1930s semis, bay windows and tiled paths, with pockets of mansion blocks. North of the line, around Chalkwell Park and Westborough Road, the stock thins out to converted villas and 1950s semis. The 1930s houses have the classic problem: the original kitchen lean-to has been retiled two or three times and the old grout is unreachable without proper steam. Chalkwell Park itself, ten minutes from the station with its rose beds and cricket pitch, is the reason a lot of families rent on this side and stay, so we see plenty of long tenancies up here where years of living have to be cleaned back out.
One thing ties all three together: the c2c line. Chalkwell station is 33 miles down the track from Fenchurch Street, roughly 46 minutes door to door, and it sits right on the beach between Leigh and Westcliff. That commute is why so much of this stock is let to working tenants rather than owner-occupied, and it is why turnover here is steady. People take a flat for the train and the sea air, stay a couple of years, then move on, and every one of those move-outs is a clean somebody has to pass.

Salt, hard water and Crittall: what the estuary does to a flat
Three SS0 problems show up on nearly every Chalkwell job, and none of them are on a standard cleaning list. They are worth understanding before you decide to tackle a move-out yourself.
First, the water. Thames Estuary mains water here is hard, properly hard, and limescale builds fast on shower screens, tap aerators, kettle interiors, dishwasher elements and the spray arm of every kitchen mixer. Months, not years. A clerk on a premium Chalkwell flat will unscrew a shower head to look, so we treat every limescale-prone surface with industrial descaler as part of the standard clean, never as an add-on.
Second, the salt. Within about 200 metres of the seafront the estuary lays a fine saline film on every horizontal surface, and on the glass. The balcony doors of an Esplanade flat, the bay windows of a seafront semi, the sills: all of it carries a haze that photographs badly under a clerk’s flash. It wipes off, but only if you know it is there and use the right solution rather than smearing it around.
The parking around the Esplanade is the worst part of the job, if I am honest, especially in summer when the beach fills and the seafront bays are gone by nine. We plan seafront cleans for early starts because of it. None of that is your problem as the tenant, but it is the reason we ask for the check-out date a little ahead rather than the night before.
Third, the windows. The Art Deco blocks at Hamilton Grange, Westcliff Parade and a fair few of the Chalkwell Esplanade buildings still have their original Crittall metal frames, and they are unforgiving. Soak the seals and you risk corrosion the landlord will notice; ignore the casement channel and the dust trap between the frame and the inner sill shows up in the photos. We clean the frames carefully, get the channels, and leave the seals dry. It is fiddly and it is the kind of thing that, done badly, loses a deposit on its own.
Room by room, the way the clerk reads it

The kitchen
The oven is the single biggest deduction trigger in any inventory report, so we treat it as the highest-risk item on the job. The door glass comes apart and gets cleaned between the panes, the racks soak separately, the base is cleared of carbon. The hob and extractor follow, with filters degreased or replaced and the glass plates polished. Then the unglamorous part that wins the room: we pull the fridge and the washer out, vacuum and wash the skirting behind them, defrost and clean the appliances inside, and wipe every cupboard and drawer inside and out. Tiles and grout get descaled around the sink and hob, the sink and taps are descaled and polished, and the floor is mopped with the right solution for tile, vinyl or LVT. A dedicated oven cleaning visit can be added on its own if that is all you need.
The bathrooms
Limescale rules the bathroom in SS0. Shower screens, taps, shower heads, the basin and the bath all get the descaler, because the hard water here leaves its mark and a clerk will look for it. Grout is scrubbed and, where mould has set in, given a fungicidal wash. The WC is done in full, hinges and behind the cistern and the underside of the seat included. The extractor grille comes down, gets cleared, goes back. Mirrors and chrome are polished streak-free, and the floor is mopped behind the pedestal, which is the spot most cleans miss. Where black mould has taken hold in the sealant we flag it for your landlord rather than re-silicone, unless you have agreed that with us first.
Bedrooms and living space
This is where the period detail bites. Skirtings are washed, not just dusted. Picture rails and cornicing in the Edwardian and 1920s rooms get done properly, because that ledge of dust is the first thing a check-out photo finds. Bay windows, sills, frames and the awkward dust collector behind the curtain pole all get attention, and on the Art Deco flats the Crittall frames get the careful treatment described above. Built-in wardrobes are cleaned inside, on top, and along the dust strip between the unit and the wall. Doors, handles, finger plates, sockets, switches, the thermostat, the intercom panel, light fittings and radiators are all wiped. Carpets are hoovered to the perimeter with the edges done by hand; if your tenancy calls for a machine clean, our carpet cleaning add-on covers it, and tired sofas can go through upholstery cleaning in the same visit.
Halls, stairs and the bits everyone forgets
Window interiors, frames, sills and trickle vents throughout. Both sides of every internal door, plus the frames and architraves. Stairs, banisters, spindles and handrails. The entrance mat area and the inside of the front door. Cobwebs out of the corners, the ceiling-to-wall junctions and the tops of door frames. None of it is exciting. All of it is photographed.
