How the check-in report quietly decides your deposit
Start with the mechanism, because hardly anyone does, and it is the whole game. What 1 May 2026 changed for a Leigh move-out
The Renters’ Rights Act 2025 went live on 1 May 2026. Section 21 no-fault evictions are gone. Every existing assured shorthold tenancy in England has converted to a periodic tenancy, and a tenant can now give two months’ notice at any point rather than waiting for a fixed term to end.

The kitchen, where most of the deductions sit
The oven is stripped, not wiped. Racks go in a soaking tank, the door glass is split apart so the brown film between the panes comes out, and the interior, fan, element and seals all get done. Bathrooms, the other place it goes wrong
Scale comes off the taps, shower head, screen and tiles first. Grout is scrubbed back as far as honest effort takes it, and photographed first where it is clearly past saving. Then the rest, in plain order.

On a chalet bungalow with a downstairs shower enclosure, that enclosure is its own job. The refits round here used silicone seals that scale has bedded into, so we take the seal and the enclosure floor back with a scale pad.

Bedrooms, living rooms and the bits in between
Inside every wardrobe, drawer and built-in cupboard. Skirting, door frames, doors, handles and finger plates. Light fittings, lampshades, switches and ceiling roses. Window sills, reveals and frames inside, and on a chalet bungalow that means the dormer windows in the loft rooms too. Radiators behind, under and on top. Walls spot-wiped for marks, with a realistic line drawn, because nail holes and scuffs are a decorator’s bill and not yours to scrub away. Hard floors washed with the right product. Door tops get a duster, because clerks check them and tenants forget them.
Two of these often need their own pass. What Essex water does to a Highlands bathroom
Leigh and the rest of Southend are supplied by Essex & Suffolk Water, and the SS postcodes sit in one of the hardest water bands in the country, well above 280 parts per million. Some surfaces sit outside the scrub-and-go work. A parquet hall in an older Leigh house, an engineered board in a modern infill, a quarry-tiled kitchen floor: each takes its own product, which is what the floor cleaning add-on is for. The estate, street by street, and why the stock matters
Highlands sits up on the rising ground west of Belfairs Park, in the West Leigh ward, with the A127 and A13 both a few minutes away and Belfairs Woods and its eighteen-hole golf course on the doorstep. It is a drivers’ suburb of gardens and family houses, a world away from an inner-city flat. The Highland Estate core, west of Belfairs Park
Highlands Boulevard and the roads around it are the heart of it: a mix of 1930s detached houses and chalet bungalows, plenty of them semi-detached, with bay windows to the front rooms, generous gardens and the odd original tiled fireplace still in place. These are family homes, often let for years at a stretch, and a long tenancy means build-up in the places nobody cleaned between tenants, behind the cooker, under the fridge, into the grout of a tiled hall. We win these check-outs on the dull, slow work, not on anything clever. The chalet bungalows in particular bring two repeat jobs, the downstairs shower enclosure and the extractor filter.
Eastwood and the roads towards the woods
North and west towards Eastwood Road North and the Belfairs Woods car park, the stock shifts to postwar semis and detached bungalows, a lot of them in quiet turnings picked for the easy run onto the A127. Settled owner-occupier and family-let territory. The kitchens are a real mix, some refitted last year and some untouched since the 1980s, and the clerk knows where to put the torch.
West Leigh down to the Broadway and the station
South towards the c2c line the SS9 sectors run down through West Leigh towards Leigh-on-Sea proper, the Broadway high street and Old Leigh with its cockle sheds and the trains into Fenchurch Street in about forty minutes. The houses here are tighter and older in places, more terraces and converted flats among the semis, and the parking on the narrower roads is the part of a move-out day that catches people out.

Is Highlands inside the Southend selective licensing area?
No. Southend-on-Sea City Council runs selective licensing in four wards only, Milton, Kursaal, Victoria and Chalkwell, and that scheme runs from December 2021 to 30 November 2026.
