The first thing a check-out clerk does in a Park Central flat is open the AEG oven door and look at the gap between the two glass panes. Grease creeps in there over a tenancy and bakes onto the inner pane, and a spray-and-wipe on the door front will never reach it. The hand-over pack is the standard you are marked against

Start with the mechanism, because it is the whole game and almost nobody explains it. When you moved into an Elephant Park flat, someone photographed it against the developer hand-over pack: every appliance, every metre of engineered-oak, the glazing, the balcony rail, all logged as new. At check-out a clerk walks it again and compares against those photos, line by line. Anything worse than the hand-over state, past fair wear, is chargeable against your deposit. You are not being marked against a lived-in idea of tidy. You are being marked against a flat that had just been professionally handed over, which is exactly why a mop and a spare Sunday rarely gets a full deposit back.

On the build-to-rent side, run by Get Living across Park Central and the Sayer Street blocks, that bar is set by the operator rather than a one-off landlord, so it is consistent and it is documented. The clerk has the original photo set open on a tablet while they walk. Resold leasehold flats on Trafalgar Place, the One The Elephant tower and the South Gardens townhouses use independent inventory clerks, but the same instinct applies, because the flats were all finished to the same pack. The deduction conversation is real money too. Southwark private rents are among the steepest in inner south London, five weeks of it usually sits in a deposit scheme behind each tenancy, and the operator has to account for every penny it holds back.

You are being marked against a flat that had just been professionally handed over.

Two things in law sit behind this and pull opposite ways. Your landlord or operator cannot force you to book a professional clean as a condition of the tenancy, so nobody can make us mandatory. But your protected deposit has to come back within ten days of an agreed figure under the deposit rules, and any cleaning deduction has to be evidenced against that original hand-over pack, not asserted. A brand-new estate with an old borough on three sides

Elephant Park is unusual for us. Most of what we clean is period stock or dated ex-council flats. This is the opposite: roughly 3,000 homes built from scratch by Lendlease on the cleared Heygate Estate site, phased from 2013 to the mid-2020s around a new two-acre park off Sayer Street. The stock is young, the churn is fierce, and the tenants are mostly young professionals, international renters and students from the London College of Communication and LSBU a short walk away. The blocks, and how they differ

Trafalgar Place, on the older 2015 phase to the south, is the dRMM cluster with cross-laminated-timber construction. Park Central East and West are the Allford Hall Monaghan Morris plots running between Sayer Street and the park, eight to twelve storeys, the bulk of the mixed-tenure homes. South Gardens brought the Futurehomes terrace of ultra-efficient townhouses with bay windows and private terraces on the Berryfield Road side. One The Elephant is the tall private-sale tower on the St Mary’s Churchyard corner. The Get Living build-to-rent flats cluster across Park Central and the Sayer Street frontage, with the Castle Square retail parade beneath the Walworth Road end. Every one of them was finished to the same hand-over spec: AEG integrated oven and induction hob, an integrated fridge-freezer and dishwasher, a washer-dryer on the rented flats, engineered-oak in the living and bedroom areas, tiled wet rooms, full-height or Juliette glazing, recessed LED downlights and a video-entry panel.

Then you step outside the masterplan and the borough is completely different. Walworth Road on the west boundary is Victorian shop-terraces and the East Street market a few minutes south. The streets running off it hold large ex-local-authority estates and older converted flats. So a crew can do a glass-and-oak new-build clean in the morning and a tired walk-up conversion off East Street in the afternoon, and the two need different products and a different eye. We differentiate them properly. This is not Kennington or Newington proper, and it is certainly not the old shopping-centre Elephant of ten years ago. It is the new-tower rental core with a Walworth fringe, and the clean has to suit whichever one you are actually in.


Where North Walworth licensing and the 2025 Act actually land

The Elephant Park core, the Heygate Street and Sayer Street addresses in SE17 1, sits inside Southwark’s North Walworth ward. That matters, because North Walworth is one of the wards in Southwark’s selective licensing scheme. The council runs two designations: Scheme 1 from 1 March 2022 covering Champion Hill, Faraday, Goose Green, Newington and St Giles, and Scheme 2 from 1 November 2023 covering North Walworth, Old Kent Road, Peckham, Camberwell Green, Rotherhithe and nine other wards, each running five years. So a privately rented flat in the Elephant Park footprint is very likely inside the selective net, and the northern fringe near New Kent Road edges toward Newington, which is in Scheme 1. On top of that, Southwark runs borough-wide additional HMO licensing from 1 March 2022 through to 28 February 2027, so any shared house here needs a licence whichever ward it falls in.

What that means in practice depends on who owns the flat. Most of Elephant Park is Get Living build-to-rent, held and managed by one operator, so the licensing sits with them and the hand-back standard is the operator’s; the selective scheme mainly bites on the resold leasehold flats let out privately by individual landlords. Either way, the standard that actually decides your deposit is the original developer hand-over pack, not the licence.

The other question tenants ask is whether the 2025 law changed the clean. It did not. The Renters’ Rights Act 2025 went live on 1 May 2026: Section 21 no-fault evictions are gone, and existing assured shorthold tenancies have converted to rolling periodic ones. None of that touched cleaning obligations or the deposit route at the back end of a tenancy. What it changed is timing. This was already a high-churn estate, full of one-year corporate and international lets; let people leave on a rolling two months’ notice instead of a fixed end date and the move-outs get more frequent and less predictable. The dull, useful takeaway: book the clean earlier than you used to, because the end-of-month slot you want will be gone if you wait.

The kitchen, where the deposit is usually won or lost

The AEG oven is the headline. We unscrew the door, drop both glass panes, and clean the inner pane flat on the worktop with a non-caustic degrease, because the film between the panes is the single most-flagged item on a Get Living check-out. Cavity, fan, element, seals, racks in a soaking tank, control fascia. The induction hob gets the silicone seal, the trim and the surrounding worktop, where hard-water spotting collects that a kitchen spray will not lift. Integrated extractor canopy degreased inside and out, filter soaked or swapped. The integrated fridge-freezer inside, drawers and door seals; the integrated dishwasher filter, arms and seals. On the rented flats the washer-dryer gets the door seal pulled back and scrubbed, a hot service wash through the drum, and the lint filter cleared, because skipping that is one of the commonest reasons a clerk pings the kitchen here. Handle-less unit faces wiped including the under-edge that catches finger oil. Worktops polished, taps and waste descaled, splashback grout brushed, bin recess and kickboards done, floor edges last.

Bathrooms and wet rooms

Walk-in shower glass, frame and channel descaled. Rainfall head and hose cleared. Tiled floor and walls, grout brushed back, silicone joints checked for grime rather than wiped over. Heated towel rail and chrome polished, the mirror demister edge wiped. Vanity drawers, soft-close hinges, integrated lighting, extractor vent. The WC inside the rim, the hinges, the flush plate and the floor behind the pan, which is where the torch always goes.

Bedrooms, living and the glazing

Wardrobe interiors top to bottom, drawer runners, bed bases lifted. Skirting, door tops, hinges and the threshold strips between rooms. Engineered-oak swept and microfibre-mopped with a wood-safe polish, never anything abrasive or acidic. Where carpet is fitted in a bedroom it is vacuumed top to tail. The floor-to-ceiling glazing gets its inner face and the frame channels, plus the condensation film that gathers along the lower track. A Juliette balcony rail gets the powder-coated panel and, on courtyard-facing flats that sit in shade, the underside of the lower channel, where a green film sets in that a sponge will not shift; that takes a soft brush and a gentle rinse. Recessed LED downlight bezels, radiator tops and the strips behind them.

Throughout the flat

The communal-corridor threshold and the inside face of your entrance door. Light switches, sockets, the thermostat and the video-entry panel, where finger oil shows under the downlights. All internal doors both sides, frames, handles and the soft-close mechanisms. Smoke-alarm housings and ceiling lines dusted. Utility and airing cupboard shelving, windowsills and reveals. Floors mopped or buffed last, working the route from the kitchen out so there are no fresh prints when the clerk arrives. What Thames Water does to the chrome in a fortnight

Elephant Park is on the Thames Water network, and south London tap water is very hard, around 300 parts per million of calcium carbonate. Scale climbs back onto shower heads, mixer taps, kettle elements and the washer-dryer drawer inside a fortnight, and a cloth does nothing to it. The clerk knows this and checks it first on the chrome. They run a thumbnail down the tap and look at the shower screen edge-on against the light.

So descaling is a real step on every SE17 job, not an afterthought. We use a weak-acid solution on the chrome, taps, glass and the hob trim, and we hand-buff dry the same day so nothing streaks back. We keep acid off porous tile and stone, and off the engineered-oak entirely. Get it wrong and you swap a limescale mark for an etch mark, which is a worse deduction than the one you started with.

Those figures assume a flat in normal move-out shape. A long let with heavy wear, a pet household or somewhere that has never had a deep clean costs more, and we tell you that on the phone, not on the invoice. Add-ons are priced plainly: carpet shampoo at £36 a bedroom, £43 a living room, or £115 for a whole two-bed carpeted area; a single oven deep clean at £77, a double at £110, a 90cm range at £114. Is Elephant Park in Southwark’s selective licensing scheme?

The core Elephant Park addresses in SE17 1 sit in the North Walworth ward, which is in Southwark’s selective licensing Scheme 2, running from 1 November 2023 for five years. The fringe near New Kent Road edges toward Newington, which is in Scheme 1 from 1 March 2022. Southwark also runs borough-wide additional HMO licensing to 28 February 2027. In practice the licence is the landlord’s paperwork; the thing that decides your deposit is the developer hand-over pack.

How long does a Park Central one-bed take?

How do you handle the very hard water marks?

SE17 is in Thames Water’s very hard band, around 300 ppm calcium carbonate. We use a weak-acid solution on chrome, taps and glass, keep it off porous tile, stone and the wood, and hand-buff everything dry the same day so it does not streak back.

Do you have public liability insurance?

Yes. We carry £5m public liability and employer’s liability, and we send the certificate to a managing agent or operator when they ask. The Get Living concierge usually wants to see it before clearing the booking.

Can I book at short notice?

How does parking work on the estate?

Most of the rented blocks have basement parking you reach with a code from the building manager, and we tend to load in from there. The Castle Square parade has a paid loading bay on Walworth Road we use for a short drop, and the streets on the Newington side are permit-controlled, so tell us the arrangement when you book.
