That is the pattern, not the exception. When Priya moved in, a clerk had walked the flat and logged every surface, photos and all, the kitchen and bathroom marked as new because the place had just been cleaned to order. At check-out a different clerk walks it again and compares line by line. Anything materially worse than that first entry, past fair wear and tear, comes off the deposit. The money is not abstract here. What 2026 changed for an SE17 move-out

Two changes matter, and tenants muddle them.

The first is national. The Renters’ Rights Act 2025 went live on 1 May 2026. Section 21 no-fault evictions are gone, every existing assured shorthold tenancy in England has converted to a periodic tenancy, and a tenant can give two months’ notice at any point. Here is the part people get wrong. The cleaning side of a move-out did not change at all. The deposit benchmark still rules and the maths is exactly what it was the week before. What changed is timing, and timing is what bites in a high-churn patch like this: rolling notice means move-outs land more often and less predictably, so the month-end crush gets worse, not better. The Tenant Fees Act 2019 still does the other half of the job: your landlord cannot make a professional clean a contractual condition, only require the flat back in the condition it was let, fair wear and tear allowed.

The second change is local, and most SE17 tenants have never heard of it. Newington is a licensed ward. Southwark’s selective licensing scheme has covered Newington since 1 March 2022 and runs to 2027, so the landlord of a privately rented flat here needs a licence and has to meet condition standards to keep it. The neighbouring North Walworth ward came under a second, larger Southwark scheme on 1 November 2023; St George’s ward, oddly, sits outside both. And it bites at check-out: a landlord whose licence is up for renewal is the least forgiving landlord on the day, and a failed hand-back is the sort of black mark they will not absorb quietly.

Bathrooms and ensuites, the other place it goes wrong

Scale comes off the taps, shower head, screen and tiles first, with the patient approach on any older chrome in the period flats around Walcot Square. The rainshower glass in the new-build ensuites is the local headache: a card scraper plus a weak descaling solution and a polish pass is the only thing that clears the fog without scratching the panel. Grout is scrubbed back as far as honest effort takes it, and photographed first where it is plainly past saving. Then the rest, in plain order.

Bedrooms, living rooms and the rest

Inside every wardrobe, drawer and built-in cupboard, and the tall built-ins in the Lendlease flats hide a dust shelf above the rail that is the easiest thing in the whole job to miss, so it gets opened every time. Skirting, door frames, handles and finger plates. Light fittings, switches and the ceiling roses in the older houses. Window sills, reveals and frames on the inside. Radiators behind, under and on top. Walls spot-wiped for marks, with a realistic line drawn, because nail holes and decorator’s scuffs are a landlord’s bill, not yours to scrub away. Balconies on the Elephant Park blocks get the glass balustrade cleaned and the channel drains rodded clear, because they fill with plane-tree seed and pigeon mess.

Two jobs often need their own pass. Professional hot-water extraction on carpets is a hard requirement in a fair few SE17 tenancies, which is what the carpet cleaning add-on covers on the same visit. Thames Water, the rainshower glass, and the calcium nobody can wipe off

Specialist surfaces sit outside the scrub-and-go work. The new build: Elephant Park, the Strata tower, the new town centre

This is the regeneration belt, and it dominates the local rental stock. Elephant Park is Lendlease’s roughly 2.5-billion-pound rebuild of the demolished Heygate Estate: near 3,000 homes planned, around 1,784 handed over so far across Trafalgar Place, South Gardens and West Grove, plus a new two-acre park. These flats carry corporate inventory checklists stricter than most private landlords bother with, plus an integrated appliance spec, engineered floors, floor-to-ceiling glass and balcony channel drains all written into the check-out scope. The Strata tower, the 43-storey one everyone calls the electric razor for the three wind turbines that have sat switched off for years, holds 408 flats on its own, loading-bay parking only. The new town centre rising where the old shopping centre stood, with a new Tube entrance due late in 2026, is adding more of the same. Nearby, you might want Elephant and Castle or Kennington just over the boundary.

Walworth Road and the market end

Walk south down Walworth Road, past where the London College of Communication is building its new twelve-storey home over the Tube station, and the stock turns mixed: flats above the shops, ex-local-authority blocks off Heygate Street and Rockingham Street, and the East Street market trading on what the traders call The Lane. Tenancies here run longer and the build-up is older, behind the cooker, under the fridge, into the grout, so we win these on the dull, slow work, not on anything clever. This run shades into Walworth proper.

The period pockets: Sutherland Square, Liverpool Grove, the Pullens Estate

Tucked off the main roads are the conservation streets that survived the bombs and the slum clearances. The four-bed terraces around Sutherland Square, the 1842 cottages on Liverpool Grove, and the Pullens Estate, that late-1800s warren of tenements and work-live yards at Iliffe, Clements and Peacock, are period stock with original detail the inventory names feature by feature. Nothing aggressive goes near original paint, plaster or tile, and we do that detail by hand. A scratched architrave is a bigger deduction than a missed oven. The period houses run on south into the streets shared with Peckham Rye.
