The check-in report decides more than the landlord does

When you moved in, a clerk walked the flat and wrote down the state of every surface, usually with photos, usually with the words “professionally cleaned” against the kitchen and bathroom. Those words were true that day. At check-out a clerk walks the same rooms and compares, line by line, and anything materially worse than the check-in entry, beyond fair wear and tear, is chargeable against your deposit. You are being marked against a professional clean, which is why a mop and a free Sunday so rarely gets a tenant over the line, however hard they scrub.

The money is specific. On the Enfield Town check-outs we get called in to rescue, the deductions cluster: £80 to £120 on the oven, £70 to £140 on scale and grout, £60 to £100 for the gaps behind appliances, £150 to £300 on carpets. Town ward joins selective licensing on 1 September 2026

For years Enfield Town landlords sat outside the borough’s selective licensing net. The current scheme covers fourteen wards, mostly along the eastern corridor, and it leaves Town ward out. It expires on 31 August 2026.

That changes. In April 2026 the council’s Cabinet approved the replacement: seventeen wards in two designations, running from 1 September 2026 to 2031, and Designation Two pulls in New Southgate, Southgate, Palmers Green and, for the first time, Town. A licence costs about £750 per property, with discounts for accredited landlords and homes rated EPC C or better. On top of that, houses let to three or more unrelated sharers have needed an additional HMO licence borough-wide since September 2025, and plenty of the bigger flats above the Church Street and London Road parades sit in exactly that category.

From 1 September the Town ward stops being the exception.

What licensing means for a move-out is dull but real. A licensed property’s condition sits on a council file, agents pre-empt inspections by tightening their own, and communal stairs, shared entrances and bin stores start getting checked as line items rather than glanced at. We already clean licensed stock a mile west in Palmers Green and Southgate, so the standard the new designation imports is one our teams have been working to for years. HMO common parts are priced as ordinary rooms; nobody pays double for a hallway.


£1,770 a month, rolling notice, stricter walks

Average private rent in Enfield hit £1,770 in March 2026, up 4.3% on the £1,698 of a year earlier, while London as a whole rose 1.7% (ONS local housing data). The town-centre end of the borough trades on the commute: London Overground out of Enfield Town station runs straight into Liverpool Street, which keeps the one-bed and two-bed lets around the station and the market square turning over on short professional tenancies. Bigger deposits, faster churn, clerks with more reason to look hard.

Then there is the law. The Renters’ Rights Act 2025 went live on 1 May 2026: Section 21 no-fault evictions are gone and every fixed-term assured shorthold has converted to a periodic tenancy, so a tenant can give two months’ notice at any point in the year.

The kitchen, where the shop-flats lose it

The oven is stripped, not wiped: racks in a soaking tank, door glass split so the brown film between the panes comes out, interior, fan and seals all done. It is the single most-flagged item on the patch, and if it is the only thing your agent pulled you up on, standalone oven cleaning covers it on its own. Chase Side to London Road: the stock changes in half a mile

Walk from St Andrew’s church across the Market Place and you are in the oldest core of the borough: Georgian frontages on Church Street and Silver Street, and Gentleman’s Row running quiet along the New River Loop. Inside the conservation area the rules of the job change. Original glazing, lime plaster and old timber take hand work with a microfibre and soft brush; nothing gets pressure-sprayed, because perished putty and lifted plaster cost more than any cleaning deduction ever would.

The parades are their own archetype. Flats above the shops on Church Street, The Town and London Road, plus the blocks around the Palace Gardens shopping centre, come with shared service stairs, side-door access and kitchen grease that arrived from the fryer two doors down rather than from the tenant. Clerks who know the patch head straight for the extractor housing and the stairwell handrail.

Off Chase Side and around the Town Park sit the Edwardian terraces: Lancaster Road, Park Avenue, Cecil Road, the Browning Road grid. Most are split into upper and lower flats with a long rear-addition staircase, a picture rail in the front room and, on the park side, sills that collect plane-tree pollen all summer. Two more archetypes round the town off. The London Road run south of the centre carries 1930s bay-fronted semis, a few still with original Crittall steel frames whose lower transoms hold a black grime line that wants a soft brush, never a spray. And the newer blocks near Enfield Town station and along Southbury Road fail on modern things: shower-tray grout behind the taps, engineered floors mopped with the wrong product, integrated appliance filters nobody has ever opened.


Hard water is the quiet deduction

Enfield’s mains water runs above 250 milligrams of calcium carbonate per litre, classified hard to very hard (Thames Water hardness data). In practice that means every chrome shower head, mixer tap, kettle base and washing-machine drawer in EN2 carries a chalky film within a fortnight of standing, and limescale that has bonded to chrome does not answer to a generic kitchen spray.
