A town the Bishops of Winchester built to be looked at
Farnham Castle sits above the town on a low hill, and it has done that job since 1138, when Henri de Blois, Bishop of Winchester, put the first stone keep on the site. Henry II knocked that one down in 1155 during the Anarchy, and what stands now was rebuilt over the following decades; oddly, the keep does not sit on top of the old motte. It wraps around it. The castle was a resting stop for the Bishops of Winchester travelling between London and Winchester for something like eight hundred years, and Cardinal Henry Beaufort, who later presided at the trial of Joan of Arc, lived there in the early 1400s. None of that is trivia for our purposes. It explains why the streets below the castle look the way they do.
Castle Street runs down from the gatehouse in a single unbroken line of Georgian shopfronts, seventeen of them Grade II* listed on that street alone, and West Street continues the same character toward the Borough. Behind those frontages sit the flats we clean most often in the town centre, reached by a side passage rather than through the shop. Walk further out and the town changes twice more: Victorian and Edwardian villas around Hale and Weybourne, then 1930s to 1960s semis and estates filling Badshot Lea and Heath End toward the Hampshire border. A fourth thread runs through all of it. The University for the Creative Arts keeps its Farnham campus off Falkner Road, teaching animation, film, photography and design, and its students fill a steady share of the one and two-bed lets around the centre on top of the town’s usual professional, largely commuting population.

What 1 May 2026 actually changed in Farnham
The Renters’ Rights Act 2025 received Royal Assent on 27 October 2025 and its main reforms commenced on 1 May 2026. Section 21 no-fault evictions are gone. Every assured shorthold tenancy still running in England converted automatically to a periodic tenancy, and a tenant can now give two months’ notice at any point rather than waiting on a fixed term to expire.
Here is the part that gets misread locally. The cleaning side of a move-out is untouched. The check-in inventory is still the benchmark. The Tenant Fees Act 2019 still stops a Farnham landlord making professional cleaning a contractual condition. What changes is timing. Farnham already runs a lot of one-year UCA student lets and short professional tenancies, and a rolling two-month notice period on top of that means move-outs land less predictably across the year rather than clustering at the usual summer and September points. Above the shops on Castle Street and West Street
This is the hardest patch in the town. The Georgian shop-with-flat-above stock runs down Castle Street, along West Street and through the Borough and Lion and Lamb Yard, and most of the upper-floor lets are reached by a side passage rather than the shop door. A fair number go to people working the antiques trade that Castle Street is known for, and to UCA graduates who want to stay in the centre of town after a degree. They are lovely to live in. They are slow to clean properly.
The ceiling comes first
Most of these flats keep original 18th-century lath and plaster overhead, sometimes patched later where Victorian owners ran services through it. The plaster key behind the laths is brittle, and a wet cloth or a kitchen spray can pull a chunk of it straight off, leaving a dinner-plate-sized mark on the rug below. We hand-dust with a soft, long-handled duster, working from the cornice toward the centre rose in slow strokes, never wet, never circular. Any candle haze on the plaster face we photograph rather than scrub, because treatment on a listed ceiling needs sign-off first, not a can of degreaser.
Then the glass, then the floor
A number of the front windows still carry old crown glass, the kind with a faint wave in it and an odd bullion centre, set into lime-putty beading rather than modern silicone. Spray glass cleaner straight onto that bead and it softens the putty over a season. We wipe each pane by hand on a barely-damp microfibre and leave the mineral tide line on the lower edge until last. Overlap that with the UCA student market and a specific failure pattern shows up. A shared house near the campus off Falkner Road, let for the academic year, tends to pass or fail on two things: the oven, because a shared kitchen means nobody owns the job of stripping it, and the carpet, because a September-to-June tenancy with several occupants leaves more wear than a single professional let. Landlords letting to students know this and brief their clerks accordingly, so we do too.
The chalk underneath, and what it does to a shower screen
Farnham sits on chalk and greensand, and South East Water draws the supply from that ground. There is no selective licensing anywhere in GU9. The council does hold two Article 4 Directions, both made on 2 August 2022, but neither touches housing use in Farnham itself. One protects the commercial character near Beacon Hill by Haslemere, the other covers the commercial area by Godalming station, and both simply remove the automatic right to convert a shop into a home without planning permission. Farnham’s heavier planning controls sit elsewhere, in the conservation area status and the Farnham Neighbourhood Plan, and they bear on shopfronts and alterations, not on who can rent what to whom.

Add-ons sit outside those figures. Carpet shampoo runs £36 for a bedroom, £43 for a living room, or £115 for a whole two-bed carpeted area if a Farnham tenancy specifies it.
