Two New Towns and a magic roundabout
Stand at the Plough roundabout and you are standing on the exact seam of the town. Built in 1973, it is six mini roundabouts joined in a ring, and it confused drivers so badly on opening day that police had to stand at each junction waving people through. Locals still call it the Magic Roundabout. It was voted the country’s second-worst roundabout in 2005 and, a few years later, voted the best. Both verdicts are true at once, and that contradiction is roughly how the whole town works.
Hemel Hempstead was designated a Mark I New Town on 4 February 1947, one of the first wave alongside Harlow and Stevenage. Geoffrey Jellicoe drew the original masterplan around the idea of a town set inside a park rather than a park set inside a town. The government rejected most of it as too costly, but the bones survived: the Marlowes became the shopping spine running south from the Plough roundabout, and in 1957 Jellicoe began the Water Gardens, a serpentine landscape of pools and a fountain that opened in 1962 and still follows the River Gade down the town centre. English Heritage put it on the register of Parks and Gardens of Special Historic Interest in 2010.
The Old Town predates all of that by centuries. Walk five minutes north from the roundabout and the High Street is lined with Tudor and 17th-century timber-framed cottages and Georgian shopfronts, most of it sitting inside the Old Town Conservation Area. A New Town semi and a 400-year-old cottage do not fail an inventory the same way, and a generic clean assumes they do.

The neighbourhood parades the planners built
New Town Hemel was built as a set of self-contained neighbourhoods, each with its own shopping parade rather than one long high street. Adeyfield came first, laid out from 1948 south of Adeyfield Road, and its village centre, Queen’s Square, is still there. Queen Elizabeth II visited on 20 July 1952 to lay the first foundation slab of St Barnabas Church, which tells you how seriously the planners took the idea of a neighbourhood heart.
Bennetts End sits on the rising ground to the south-east, almost entirely postwar public housing from the 1950s, brick semis with decent-sized gardens by New Town standards. Grovehill came later, part of the second wave of development that started in 1967 and finished in stages through the early 1980s, with its own parade at Henry Wells Square. Highfield sits north of the Old Town, low-rise 1950s terraces with an integral garage on most plots.
Marlowes itself is mid-rebuild. The council’s Civic Zone Regeneration scheme is putting 211 new flats and three commercial units into the old civic centre site around the Forum and the Water Gardens, split across three buildings mixing private sale, rental and shared ownership. Shop vacancy on the Marlowes has fallen sharply as the building work has gone on, well below the national average now. That matters for us because a CZR flat handover clean is nothing like a 1948 Adeyfield semi, and we quote them differently.
Where Dacorum draws the licensing line
This is where a Hemel page parts company with a London one. Dacorum Borough Council has not created a selective licensing area anywhere in the borough, and additional HMO licensing has not been endorsed either. The only licensing that applies is the mandatory regime under Part 2 of the Housing Act 2004: five or more occupants forming two or more households sharing a kitchen or bathroom (Dacorum’s HMO licensing page). Most Hemel lets never touch that threshold.
The one planning layer that does bite sits over parts of the town centre. An Article 4 direction there removes the automatic right to convert commercial premises into flats without planning permission, agreed after a 2021 consultation. It is a conversion control, not a cleaning standard, and it has nothing to do with how your check-out is scored. The Old Town Conservation Area runs across the High Street and the lanes off it, protecting the timber framing and the Georgian shopfronts rather than adding a licence.
So the licence side of a Hemel move is light. The inventory side carries the actual weight. A few terms are worth knowing before a deduction ever comes up.

What 1 May 2026 actually changed for a Hemel move-out
The Renters’ Rights Act 2025 took Royal Assent on 27 October 2025 and its headline reforms commenced on 1 May 2026. Section 21 no-fault eviction is gone. Every existing assured shorthold tenancy in England converted automatically to a rolling periodic tenancy on that date, and a tenant can now give two months’ notice whenever they choose rather than waiting on a fixed term to expire.

What did not change is the cleaning obligation itself. The check-in benchmark still applies. The deposit maths is the same maths it was the week before. What shifts is timing: strip out the no-fault route and a periodic tenancy means move-outs land less predictably across the year, which pushes the deposit dispute higher up a landlord’s list of remaining levers.

Chalk water and steel frames: the two things a clean has to beat
HP1, HP2 and HP3 all sit on Affinity Water’s Chiltern chalk aquifer supply, and the hardness reading for Hemel comes in at 283 mg/l calcium carbonate, the Hard band on the national scale and well above the roughly 198 mg/l UK average (Affinity Water’s hardness checker). A chrome shower screen carries a fresh mineral tide line within about ten days of the last proper clean. The smaller en-suites built into the 1948 Adeyfield and Bennetts End semis are the worst of it, because ventilation is limited and the screen stays damp between uses. It needs a genuine acid soak with real dwell time, not a spray-and-wipe, and it is the single line we get called back to fix most often on failed hand-backs.
Crittall is the other one, and it belongs to the New Town rather than the chalk. The steel-framed casements on the 1948 Adeyfield and Bennetts End semis, and on a fair few Grovehill houses too, carry a paint line that hairlines every winter, a felt seal that has usually perished by the third tenancy, and a lower hinge sweep that rusts if nobody ever wipes it. We hand-wipe the frame, work the hinge without disturbing the rust seal that has quietly become structural, and clean the inner glass pane by pane. Where the original steel has been swapped for double-glazed UPVC the job is ordinary. Where it survives, we slow down and treat it as a period fitting, because it is one.

End of tenancy is the hand-back clean, built to satisfy a specific inventory clerk on a specific day. A deep clean resets a home you are keeping. Regular domestic cleaning is ongoing maintenance. The 57-point checklist underneath every job here is what carries the first of those past the walk.
Kitchen
Oven stripped rather than wiped, racks soaked, the door glass split so the film between the panes actually comes out. Hob rings and control knobs off and washed. Extractor hood degreased inside and out. Every cupboard emptied and worked through, including the original birch-ply units that still survive in an unrefurbished Adeyfield or Bennetts End kitchen. The mixer tap base gets a proper acid soak because of the 283 mg/l supply, the aerator comes off, the plughole strainer is pulled and rinsed. Fridge, freezer and dishwasher pulled forward wherever the fittings allow.
Bathrooms
Shower screen, mixer base and taps hand-descaled and buffed dry, the screen runner lifted out to clear the chalk line at the lower track. WC under the rim, trap, cistern lid and the base where the floor seal sits. Grout treated for mould. On a Grovehill or Bennetts End bathroom the lower edge of the Crittall casement gets wiped where condensation runs down it, since that is where the mould usually starts.
Bedrooms and living rooms
Skirtings worked by hand along every wall. Built-in wardrobes emptied and wiped, top shelf cleared. Old Town timber framing dusted with a soft brush and no liquid near it. Crittall casements on the New Town semis hand-wiped pane by pane, frame damp-wiped, hinge checked. Behind beds, sofas and freestanding furniture, and radiator backs wiped between the fins.
Halls and communal areas
An Old Town flagstone entrance gets a soft brush first, never a wet mop, because a flooded joint takes the seal with it. A New Town hall with a parquet or vinyl floor gets vacuumed then hand-buffed. Stairs, banister, spindles, the under-stair cupboard cleared and wiped. A last walk with a low torch to catch what daylight hides.
