The Renters’ Rights Act 2025 comes into force across England from 1 May 2026. Fixed-term assured shorthold tenancies give way to periodic assured tenancies, Section 21 no-fault evictions are gone, and the grounds a landlord can use to take a property back are narrowed. For your deposit the mechanism does not change. Disputes still run through the three statutory schemes, and the landlord now carries a heavier burden of evidence, so a clean and forensic check-out scored against the written inventory is the single most useful piece of paper you can hold. On licensing, Three Rivers District Council is the authority here and the position is light. At the Policy and Resources Committee on 26 January 2026, councillors looked at Additional HMO Licensing for smaller shared houses and an Article 4 Direction to tighten permitted development on HMO conversions, with no implementation date set.
