The fast West Midlands service is the reason a town of this size carries London-edge rents. The newer flats near the centre are a different job, and an easier one in some ways. The surfaces are modern, the windows are sealed units rather than sashes, and there is no cast iron to coax dust out of. What they do have is a lot of glass, an integrated kitchen where every appliance is built in and has to be pulled and cleaned behind, and the same hard water as everywhere else in HP4. The detached 1930s houses along Shootersway sit at the other end of the scale: more rooms, bigger ovens, often a range cooker, and gardens that bring mud to the back-door thresholds the clerk always checks.

It is a long list, and the point of the length is simple: there is nowhere for the clerk’s camera to land on a surprise.


What the inventory clerk photographs first

The clerk is not hunting for dust in the abstract. They have a short mental list of the spots that cost tenants deposits, and they shoot those before anything else.

There is a logic to that order. The clerk has maybe twenty minutes in the property and a report to file, so they go to the spots where deductions are easy to defend at adjudication. Oven glass photographs badly when it is greasy, limescale on a chrome tap is unarguable in a close-up, and a dusty radiator back is the kind of thing a tenant cannot claim was already there. The clean has to answer each of those before the clerk even arrives.

Get those fourteen right and the rest of the inventory tends to follow. Miss two or three and the clerk starts looking harder everywhere else.


The new rules and Dacorum’s licensing position

The law changed this spring, and it changes the deposit conversation. The Renters’ Rights Act 2025 scraps Section 21 no-fault evictions and reshapes how disputes run in England. From 1 May 2026, every Berkhamsted tenancy becomes a periodic assured tenancy by default. The practical effect is direct: an agent can no longer lean on the threat of a non-renewal to nudge you into accepting a deduction.

Every deduction now has to be evidenced against the check-in inventory photographs and put to one of the government-approved schemes. That cuts both ways for cleaning. Tenants are better protected, but agents under pressure to justify every pound will challenge a weak clean harder than they used to, so a professional receipt and a dated set of photos matter more than ever. Check-in inventory
The photographic record made at the start of the tenancy. It is the benchmark your check-out is scored against, which is why the clerk who let you in keeps coming up.
Deposit-protection scheme
Your deposit must sit in one of three government-approved schemes: TDS, DPS or mydeposits. Any deduction dispute is adjudicated through whichever one holds your money.
Mandatory HMO licence
Unlike Liverpool, Salford or Waltham Forest, Dacorum Borough Council does not operate a selective licensing scheme. Only mandatory HMO licensing applies, to any home let to five or more people from two or more households, whatever the number of storeys.
Periodic assured tenancy
The rolling tenancy type that becomes the default under the 2025 Act. It removes the fixed-term cliff edge, and with it the old pressure an agent could apply around renewal.

A real slice of the rental stock near the station and just off the High Street is shared by professionals commuting into Euston, and those five-person house-shares sit squarely in mandatory licensing territory. Licensed HMOs get inspected to a higher cleanliness standard at check-out, and that pressure runs straight down to whoever is moving out.

Where a deep clean takes over

What if I have already cleaned part of the property myself?
