Spelthorne, HMO rules and what the 2025 Act changed
Sunbury sits in the Borough of Spelthorne, and the local rules are worth getting right because they shape who is renting and how strictly a property gets handed back. Spelthorne runs only the mandatory HMO licence: a property needs one when five or more people from two or more households share it. The council does not operate a selective or additional licensing scheme, so a normal family or professional let does not need a licence. What did change is planning. From 13 March 2026 a borough-wide Article 4 Direction removed permitted-development rights for small HMOs, so turning a house in Sunbury into a shared home for three or more unrelated people now needs full planning permission first.
