What the check-out clerk grades, and why tidy is not it
Start with the mechanism, because almost nobody does and it decides the whole thing. When you moved in, a clerk walked the property and wrote a report describing every surface, nearly always with photographs, usually marking the kitchen and bathroom as new or as new. Those words were true that day, because the place had just been cleaned to a professional standard. At the end a clerk walks it again and compares it line by line, and anything materially worse than the check-in entry, beyond fair wear and tear, is chargeable against your deposit. You are being marked against a professional clean. That is the bit a mop and a free Saturday rarely reaches.
The deposits here are not small. Under the Tenant Fees Act a deposit is capped at five weeks’ rent, and on an East Molesey let five weeks’ rent is a real figure sitting in a scheme that somebody has to account for. That is the shape of a typical East Molesey hand-back: a long family let, hard-water scale that resists the supermarket sprays, and an agent who checks properly. One village, three kinds of house and a river
KT8 9 does not have one sort of housing, and the clean is different in each part, so it is worth being honest about the spread.
The riverside frontage: Bridge Road, Hurst Road, Palace Road
This is the East Molesey people picture, the run of large late-Victorian and Edwardian villas facing the Thames across to Hampton Court Palace, plenty of them split into flats. Deep bay windows, often with leaded panes, original tiled fireplace surrounds, cast-iron radiators, and in the older entrance halls a stretch of oak block floor. These take longer than a plain flat because the glazing is done by hand and the river side runs damp, so the window recesses and the radiator backs need real attention. The villas above the shops at the river end of Bridge Road are the postcard ones.
The Old Village and Kent Town: the conservation grid
East Molesey has three conservation areas, and the period stock sits in them. The Old Village around St Mary’s Church holds the oldest buildings, including Matham Manor on Matham Road, a timber-framed house that is the only medieval survival in the parish. Kent Town is the Victorian grid east of Walton Road that a Hampton solicitor, Francis Jackson Kent, laid out after buying up the land in 1849, generously proportioned terraces and semis with picture rails and old skirting. The job in here is careful rather than heavy, and nothing aggressive goes near original detail.
The flats and terraces: Walton Road and the station
Then there is the everyday end, bigger than outsiders assume. Flats above and around the Walton Road and Bridge Road shops, the later purpose-built blocks set back from the river, and the lets near Hampton Court station, the Zone 6 stop on the South Western line into Waterloo. These are the standard end of tenancy jobs, a clerk checking an empty flat against a check-in report, and they turn round quickly. The 57 things we work through, room by room

The kitchen, where most of it is won or lost

Bathrooms, the other place it goes wrong
Scale off the taps, shower head, screen and tiles first, gently on any original chrome you find in the older houses. Grout scrubbed back as far as honest effort takes it, and photographed first where it is clearly past saving. Then the toilet inside, under the rim and behind the pedestal, the screen both sides with the tracks and the sealant bead, the bath and the underside of the taps, mirrors and cabinets and behind them, the extractor vent, and the floor into every corner. The screen-runner underside, where the seal meets the tray, is the surface a rushed clean misses most.
Bedrooms, living rooms and everything else
Inside every wardrobe, drawer and built-in cupboard. Skirting, picture rails where the terraces and villas keep them, door frames, doors and handles. Light fittings, switches, and the ceiling roses and cornicing in the period flats, which hold years of dust. Window sills, reveals and frames on the inside, with the leaded bays on the riverside villas done by hand, pane by pane. Radiators behind, under and on top, including the cast-iron ones on the Bridge Road and Palace Road frontage. Walls spot-wiped for marks, with a fair line drawn, because nail holes and scuffs are a decorator’s bill rather than yours to scrub. Hard floors washed with the product the material wants, and the original oak block in the villa entrance halls hand-buffed rather than soaked. Then the rest: sockets, thermostats, internal doors both sides, the stairs and bannisters, cobwebs out of the ceiling corners, and a final walk-through photographed before and after, every room. That photo set is the evidence you keep.
What Affinity Water does to a bathroom here
East Molesey is on Affinity Water, the supply is drawn from the chalk under the Thames valley, and that one fact loses more deposits in this village than anything except the oven. South East London and this corner of Surrey sit consistently above 280 parts per million of calcium carbonate, well over the 200 mark that counts as hard water under the standard the Affinity Water hardness checker reports. Scale builds on taps, shower heads, screens and tile joints faster than tenants expect. A clerk checks for it on purpose: a thumbnail run down the tap, the screen held edge-on to the light, the shower head pulled in close. Scale that has set into chrome is not a quick job, and on the older houses the fittings are sometimes original, which rules out the brute-force descalers a newer bathroom would shrug off.
Grout is the other one. Bathroom and kitchen grout is the line between a pass and a deduction here more often than carpets are. We scrub it rather than wipe it, and where it is genuinely past saving, which happens in a long tenancy, we photograph the state before we start so the clerk cannot bill you for wear that was already there at check-in. That photograph has settled more disputes than any argument.
A wipe with a cloth does nothing to scale that has set, which is exactly why a clerk checks for it.
The licence side, the river and what 1 May changed
Three things worth getting straight if you let or rent in KT8. They pull in different directions, and only one of them actually touches the clean.
First, licensing. Elmbridge runs two Article 4 Directions, both on land at Cobham, and neither comes near East Molesey. There is no borough-wide selective licensing scheme and no additional HMO scheme covering KT8, so for most tenants the licence side is light. Mandatory HMO licensing still applies to qualifying larger properties, which here means a few of the bigger Bridge Road and Walton Road flat conversions, and from late 2026 every private landlord nationally has to register on the new Private Rented Sector database. None of that changes how a property is cleaned at hand-back.
Second, the river. The Environment Agency keeps a flood-warning stretch for the Thames here that takes in Hurst Park, Buckingham Avenue and the Royal Mews, and the ground-floor rooms nearest the water can run a little damp. That shows up as condensation on the window recesses and the occasional musty cupboard, which we dry and air properly rather than wipe over. If a check-in report already noted damp, we photograph it so the building takes the blame, not the clean.
Third, the law. The Renters’ Rights Act 2025 came into force on 1 May 2026. Section 21 no-fault evictions are gone, and every assured shorthold tenancy has converted to a periodic one, so a tenant can give two months’ notice at any point rather than waiting for a fixed term to end. The cleaning side of a move-out did not change at all. What changed is timing, because hand-backs are now harder to predict, so the practical takeaway is dull and it pays for itself: book the clean earlier than you would have a year ago.
