The ward, not the postcode

Brixton Windrush is a ward, drawn for the 2022 elections out of the old Coldharbour ward that ran from 2002. That matters more than it sounds. The ward boundary, not the SW2 or SW9 postcode, is what decides which housing rules your landlord answers to, and it is the line Lambeth uses when it inspects a let. The ward takes its name from the square at its centre, and the square took its name in 1998, on the fiftieth anniversary of the Empire Windrush docking at Tilbury in 1948.

Windrush Square is where this part of Brixton does its civic business, and on a good number of our jobs it is the literal handover spot, the place a tenant agrees to meet the clerk because everyone knows where it is. It faces the Edwardian town hall on Brixton Hill, fronts the Brixton Tate Library and the Ritzy, and holds the Black Cultural Archives at 1 Windrush Square, the Grade II listed Georgian house (once Raleigh Hall) that reopened as the archives in 2014. The Cherry Groce Memorial Pavilion sits at the south edge, the African and Caribbean War Memorial a short walk off. The open space was called Brixton Oval, then Tate Gardens, before it was rebuilt in its present form in 2010.

None of that is tourism for its own sake. It is the reason the housing stock here is the particular mix it is, and the mix is what drives the deduction patterns we see at check-out. Live-work flats sit above the shops on Electric Avenue and along Atlantic Road. Period houses on Saltoun Road, Rushcroft Road, Trinity Gardens, St Matthew’s Road and Mervan Road were carved into flats decades back. The Loughborough Estate spreads east of Coldharbour Lane, with the Somerleyton blocks, Angell Town and the Moorlands close by. And a thin band of new build, Node Brixton and the Pope’s Road towers, has gone up over the last few years. Four kinds of home, one square, four different cleans.

Four kinds of home behind one square

A clean is only as good as its read of the building. Get the building age wrong and you bring the wrong kit. Around this ward there are four broad types, and each one fails check-out in its own way.

Live-work flats over the market arcades. Electric Avenue was built in the 1880s and lit by electricity in 1888, the first market street in London to be, and it still carries its glazed cast-iron canopy. The arcade was made Grade II listed in 2010, the same year Brixton Village (the old Granville Arcade, built 1937) and Market Row went on the list. The flats above the shops here are small, often single-aspect, and they cop everything the market throws up: cooking grease that drifts in through a kitchen window, soot off the road, and a smell from the stalls below that gets into soft furnishings. A clerk in one of these flats goes straight for the kitchen extract and the window glass.

Period houses split into flats. This is the bulk of our work in the ward. Two- and three-flat conversions on the streets off the square, most of them holding original cornicing, picture rails, deep skirtings, cast-iron fireplace surrounds and timber window frames. These reward patience and the right tools, not a microfibre cloth and a blast of spray. The deductions hide on the cornice tops, in the window reveals, behind the radiators, on the architraves nobody has wiped in three years.

The estates. The Loughborough Estate, the Somerleyton blocks on Coldharbour Lane, Angell Town and the Moorlands give the ward thousands of council and ex-council flats. The flats themselves are often easier to clean than a rambling conversion, more regular in layout, but the catches move to the shared parts: a communal threshold the inventory still lists, a kitchen extract grille thick with years of use, the back of a boiler cupboard, the stairwell for an upper-floor flat. Parking on these estates is the worst part of the job, and I will not pretend otherwise.

The new blocks. Node Brixton and the Pope’s Road developments brought build-to-rent flats into the ward, with polished concrete, integrated appliances and gloss kitchens. They look forgiving and they are not. Every fingerprint shows on the units, the induction hob holds a residue you only see at an angle, and the shower glass marks the moment it dries. Clerks on these flats photograph the appliance seals first.


What the 2025 licence changed at check-out

On 1 September 2025 the Brixton Windrush ward came inside Lambeth’s second selective licensing scheme, alongside Brixton Acre Lane, Brixton North, Brixton Rush Common, Herne Hill and Loughborough Junction, the Clapham and Stockwell wards and several others. The first scheme had already covered four Streatham wards from September 2024. The plan reaches almost the whole borough now, with only Vauxhall and the Waterloo and South Bank ward left out. A selective licence costs the landlord £1025 per property, split into a £717.50 administration fee and a £307.50 enforcement fee, with small discounts for a good EPC rating or an accredited landlord. On top of that, Lambeth has run a borough-wide additional HMO licensing scheme since December 2021, covering any home let to three or more sharers, and that one runs for five years. The practical effect of all this on your move-out is simple. A licensed flat is let against a written standard and inspected against it, so the bar at check-out is higher and the case for a documented clean is stronger.

The law underneath the licence shifted too. The Renters’ Rights Act 2025 ended Section 21 no-fault evictions, turned fixed-term assured shorthold tenancies into rolling periodic ones, and tightened the rules on deposit deductions. For a tenant the key part is the evidence burden. A flat must be handed back in the condition recorded at check-in, fair wear and tear aside, and it is on the landlord and agent to prove a deduction against the original inventory and dated photographs. Selective licence
