The licence your Herne Hill landlord now has to hold

Herne Hill sits in the Lambeth ward the council calls Herne Hill and Loughborough Junction, and since 1 September 2025 that ward has been inside Lambeth selective licensing. Almost every privately rented flat in SE24 let to one household, or to no more than two unrelated sharers, now needs a council licence. The scheme reaches nearly the whole borough; only the Vauxhall and Waterloo and South Bank wards sit outside it. A cleaning page opens on a licensing rule because that rule, more than anything in the kitchen, decides how hard the deduction gets pushed at the end. This is end of tenancy cleaning in Herne Hill, in the London Borough of Lambeth, done to the standard the inventory clerk signs off rather than the standard that merely looks tidy from the hall. The core postcode is SE24, the slope down toward Brixton brushes SW2, and the work carries a 48-hour re-clean guarantee measured against the check-out report. You can read the scheme on Lambeth Council’s selective licensing pages.

The licence changes the money, not the cleaning standard. A licensed Herne Hill landlord has paid Lambeth a per-property fee, accepted an inspection regime, and built a documented file on the flat. Someone carrying that cost and that scrutiny does not wave through a grubby oven. They have a contractor on call and a paper trail to justify the charge, so a borderline clean becomes a firm deduction rather than a shrug. The stock that gets licensed hardest in SE24 is the conversions, the ones where a single Victorian villa off Half Moon Lane has been split into three or four separate lets, because that is exactly the housing the scheme was written for. If your old flat is one of those, work on the assumption that the clean will be read line by line against the check-in.

There is a second licensing layer worth knowing. Alongside the selective scheme, Lambeth runs additional HMO licensing across the borough for the smaller shared houses, the three-or-more-sharer setups, and that scheme runs on into December 2026. Plenty of the bigger Herne Hill villas off Half Moon Lane and toward Brockwell Park are exactly that kind of share. The practical effect for a tenant moving out is the same either way: the landlord is licensed, inspected and documented, so the clean has to stand up to a report rather than to goodwill.

None of this is a reason to panic. It is a reason to treat the move-out clean as the thing it has actually become: a documented test with money attached, not a tidy-up before you hand the keys back. The standard has not changed. The paperwork around it has.

Reading SE24 by the streets off Half Moon Lane

Half Moon Lane is the spine. It runs from the station and the old Half Moon pub down toward North Dulwich. The streets coming off it tell you what kind of clean a flat needs before anyone has seen inside. Herne Hill is mostly late-Victorian and Edwardian: tall villas, long terraces, a great many of them cut into flats decades ago. There is some purpose-built stock and a scatter of estates too. But the typical SE24 move-out we do is a one or two-bed conversion, with original sash windows, a tiled hall, deep skirtings and a kitchen squeezed into what used to be the back room of a family house.

The villa conversions on the Brockwell Park side are the most demanding. Period detail photographs well in the check-in inventory and it holds dirt: cornicing, picture rails, panelled doors, ceiling roses, sash boxes that have not been wiped since the last tenant moved in. Original features are the selling point of a Herne Hill flat and they are also the part a clean most often misses, which is precisely why a clerk lingers on them. Get the cornice and the sash reveals wrong and the rest of a spotless flat does not save the report.

The garden flats below those conversions are their own problem. They take the worst of the damp, the most ground-in hall traffic, and a kitchen and bathroom that see hard water every day. Higher up, the family lets on the wider roads toward the park are simpler rooms but more of them. So the clean there is about consistency across five or six spaces, not one tricky galley kitchen. The estate flats are a different job again. Newer surfaces, fewer mouldings, but communal-stair and entrance grime that clerks still note against the demise even when the flat itself is fine.

Brockwell Park sets the tone for a lot of the lettings here. The flats that back onto it, or sit a street away near the lido and the old velodrome, are marketed hardest on the period detail and the park view. So the check-in inventories on them tend to be the most thorough. A clerk handed a detailed check-in does a detailed check-out. The park is no help to a clean, and the leafy streets around it bring a small problem of their own. Sap, blossom and leaf litter tread into halls and onto carpets through autumn and spring. The entrance matting and the hall carpet on a ground-floor flat near the park often need more work than the tenant expects.

Why does the street matter to a clean and not just to an estate agent? Because the check-in inventory was written room by room with photographs, and the clerk checks out against that exact document, period feature by period feature. A flat full of original detail simply has more lines to fail on than a plain modern box. The streets nearer the station and the market also tend to be the most heavily let and the most turned over, so the clerks who cover them have seen every shortcut and know where to look first. We price and plan a Herne Hill clean off the building type for that reason, which is why the quote depends on the size and make-up of the flat rather than a flat hourly rate.

A flat full of original detail simply has more lines to fail on than a plain modern box.

The deposit maths after the Renters Rights Act

Start with the number. Under the Tenant Fees Act 2019 the deposit on most Herne Hill tenancies is capped at five weeks’ rent, or six weeks where the annual rent is £50,000 or more. On SE24 rents that is a large sum sitting in a scheme, and cleaning is routinely the single biggest line a clerk proposes against it. The deposit has to be protected in one of the three government-backed schemes within 30 days of the landlord receiving it, and you get it back if the tenancy terms are met and the flat is not left damaged or dirty. The cap and the banned-fees rules sit in the Tenant Fees Act 2019 on legislation.gov.uk, and the protection and timing rules are set out plainly on the gov.uk tenancy deposit protection guidance.

The Renters’ Rights Act 2025 changed the backdrop rather than the cleaning rule. It received Royal Assent on 27 October 2025 and the bulk of it, including the end of Section 21 no-fault evictions, came into force on 1 May 2026. The cleaning standard a clerk applies has not moved an inch. What has moved is the landlord’s incentive. With the old no-fault route gone, possession and money disputes get argued on the documents, and a weak check-out clean is a document that helps the landlord rather than you. So the clean matters more now than it did two years ago, not because the bar rose but because the paperwork around it carries more weight. The Act itself is published on legislation.gov.uk as the Renters’ Rights Act 2025.

The rule that protects you is the wear and tear rule. A landlord cannot charge your deposit for the normal ageing of a flat, only for damage or for cleaning that genuinely falls below the check-in condition. Dirt and grease are never wear and tear. That distinction is the whole reason cleaning is the deduction worth getting right: a worn carpet is arguable, a greasy oven is not. Shelter sets the principle out for tenants in plain terms, and Citizens Advice walks through how to challenge an unfair deduction line by line if it comes to that.

If you and the landlord cannot agree the cleaning figure, you do not go straight to court. The deposit scheme holding the money runs a free adjudication. You submit the check-in report, the check-out report and your own cleaning evidence, and an adjudicator decides. This is exactly why a dated, itemised clean done right before the keys go back is worth more than any argument made afterwards: it is the evidence that wins the adjudication. A few definitions, because the words on the report are doing real work:

Check-in inventory
The dated, photographed record of the flat’s condition at the start of the tenancy. Your move-out clean is judged against this document, room by room, not against a general idea of clean.
Check-out report
The clerk’s walk-through at the end, set against the check-in. Cleaning shortfalls listed here become proposed deductions. Our 48-hour guarantee is measured against this report.
Deposit cap
Under the Tenant Fees Act 2019, five weeks’ rent for annual rent under £50,000, six weeks at or above it. Shelter explains how to get a deposit back.
Deposit protection scheme
One of three government-backed schemes holding the money, with a free dispute service if you disagree about the cleaning charge. Gov.uk explains the dispute route.
Fair wear and tear
Normal ageing the landlord cannot bill you for. Dirt and grease are not wear and tear, which is why cleaning is the deduction you can remove entirely. Citizens Advice on getting your deposit back.
Selective licensing
Lambeth’s requirement that most privately let SE24 flats hold a council licence, in force in the Herne Hill and Loughborough Junction ward since 1 September 2025.

What the 57-point clean touches in a Herne Hill conversion

The 57-point agent-approved checklist exists because clerks fail the same things, in the same order, flat after flat. In a Herne Hill conversion the oven comes first. The door glass is taken apart and cleaned between the panes, the racks and runners are degreased, the inner roof and the back are scrubbed, and the rubber seal is wiped rather than left tacky. The extractor or hood filter behind it gets pulled out and washed, because a greasy filter is an instant note on any report and one of the cheapest things a clerk can charge for.

Limescale is the second recurring SE24 fail. The water here is hard. Taps fur, shower screens cloud, kettles scale and the loo marks under the rim. A clean that wipes around limescale instead of removing it reads as not cleaned at all. Then there are the quiet failures the period stock hides. A quick once-over never reaches them: the tops and reveals of the sash windows, the deep Victorian skirtings, the picture rails and cornicing, the inside and tops of fitted cupboards, the radiator backs. There is always a dust shadow behind a wardrobe that has not moved in two years. A clerk in a conversion checks all of that, because the check-in photographed it.

We bring the kit and the detergents; nothing is borrowed from the flat and nothing is left behind in it. The team works the checklist room by room and signs each section off as it goes, and they stay until the list is done rather than clocking a fixed number of hours. That is the whole point of pricing by the size of the flat instead of by the hour: a clean is finished when the flat would pass the check-out, not when a timer runs out. It also means the quote you are given is the price you pay, even if a particular kitchen turns out to be worse than it looked on the phone.

Soft surfaces are part of the same visit where they need to be. Carpets and upholstery can be lifted with hot water extraction on the same appointment, which matters most in the garden flats where the hall carpet takes years of through-traffic and in the family lets where a sofa is on the inventory. Where a tenancy agreement specifically requires a professional carpet clean, doing it on the same day keeps the receipt and the standard tied to one date, which is exactly what a clerk wants to see.

The numbers behind the service are plain, and they are the same ones a clerk is implicitly checking against. A 57-point checklist built from real check-out failures. A first-time pass rate of 97%. A 48-hour re-clean guarantee against the check-out report, not against an opinion. And 300+ letting agents who keep us on their books because the work holds up. Across those jobs we have helped tenants recover £1.2m in deposits that would otherwise have gone on cleaning deductions. None of that is a slogan; it is what the report is measured by.

The clerk’s route through a Half Moon Lane flat

A clerk does not wander. There is a route, and it is roughly the same in every SE24 conversion, so it is worth knowing exactly where the marks go down before you decide a flat is finished.

  • Kitchen first, because it carries the most money. Oven interior and door glass, hob and splashback, the extractor and its filter, the gap and the floor beside the cooker, the inside of every cupboard and drawer, the fridge and freezer defrosted and wiped out, the sink and the taps descaled, the bin area.
  • Bathroom next. Limescale off the screen and the taps, grout and tile scrubbed not just rinsed, the loo including under the rim and around the hinges, the extractor vent, the sealant around the bath, the mirror and any cabinet.
  • Reception and bedrooms. Skirtings, picture rails and cornicing, the insides and tops of fitted wardrobes, sash window glass, frames and reveals, switch plates, radiator backs, the cobweb line where the ceiling meets the wall, and the floor or carpet right into the corners.
  • Hall and stairs, which in a garden or upper conversion take the heaviest traffic in the flat and show it on the carpet edges, the bottom of the walls and the bannister.
  • The overlooked set most rushed cleans miss entirely: light fittings and shades, extractor grilles, the loft-hatch surround, the inside of the airing cupboard, the back of doors, the meter cupboard.

We clean in that order on purpose, because it matches the order the report is written in and means nothing is left for the clerk to find after we have gone. The point is not to do more than the clerk checks; it is to do exactly what the clerk checks, in the sequence they check it, so there is no gap between what we sign off and what they sign off.

One honest note. If something is genuinely beyond cleaning, an old scorch set into a worktop, a carpet stain that went in years ago, a cracked tile, we say so plainly rather than pretend a clean will lift it. That is a wear and tear or a damage conversation, and it is far better had with the agent before the clerk raises it than discovered as a surprise on the check-out report with a contractor quote attached.

Trains, the velodrome run and where the van cannot park

Herne Hill has no tube and never has had one. The station is a busy junction instead. The Chatham Main Line runs through it with Southeastern trains to London Victoria and on toward Orpington; on that line Herne Hill sits between Brixton and West Dulwich. The Thameslink route crosses it the other way, between Loughborough Junction and Tulse Hill, carrying trains from St Albans and Bedford down through Blackfriars and Farringdon to Sutton. London Victoria is a little under six and a half kilometres up the line. For a tenant moving out with no car, that mix is generous. Most of SE24 is a short walk from the station. The buses through the centre, past the old Half Moon and the velodrome, reach Brixton, Dulwich, Crystal Palace and Norwood without much waiting.

None of that timetable is our problem to solve, but it shapes how the day around a clean works. Tenants here often have no car, so the flat is genuinely empty and accessible by the time we arrive, which suits a check-out clean. The complication is at our end, with the van. Herne Hill sits inside Lambeth’s controlled parking zone, the N zone, with resident NR permits and paid visitor permits, and it operates through the working day across most SE24 streets. There is rarely a free length of kerb outside a Half Moon Lane conversion, and around the centre on a Sunday, with the station-square market on, it is worse than usual. We sort our own parking and build the permit faff into the visit so it is never your job on moving day, but it is honestly the most irritating part of working in this postcode.

Lambeth is also inside the London-wide ULEZ, like every London borough now, so an older non-compliant vehicle pays the daily charge to be here at all. That is the firm’s cost to carry, not the tenant’s, and it does not move the quote by a penny. The reason any of this is on a cleaning page is timing: between the trains, the one-way streets near Brockwell Park and the N-zone restrictions, it is the parking and not the cleaning that usually decides our arrival window. We would rather say that plainly than give a slot we cannot keep.

It is the parking, not the cleaning, that sets the arrival time.

End of tenancy, deep clean and the regular tidy are not the same job

People ask for the wrong one and pay for it at check-out. A regular domestic clean keeps a lived-in flat presentable week to week; it does not touch the oven interior or the sash reveals and it will not pass an SE24 inventory on its own. A deep clean goes much further into accumulated build-up and is the right call mid-tenancy, or when a flat has been let go, but it is not locked to a check-out report and carries no pass guarantee. The end of tenancy clean is the only one structured around the 57-point list and backed by the 48-hour re-clean against the clerk’s actual findings. That is the one that protects the deposit. Book that one when a tenancy is ending.

The reason this matters in Herne Hill specifically is the housing. A conversion full of period detail does not just need more cleaning, it needs cleaning aimed at the things a clerk checks in that kind of flat. A general deep clean might leave a flat genuinely cleaner without leaving it cleaner in the places that score on a check-out. The end of tenancy service is built backwards from the report, which is why we keep the distinction sharp rather than letting people over-pay for the wrong product.

The add-ons that earn their place in SE24 are specific, not a menu for the sake of it. Hot water extraction carpet cleaning for the hall and reception carpets the garden flats grind down over a tenancy. The same method for sofas and mattresses through upholstery cleaning where the tenancy lists them as the landlord’s. A full strip-down oven clean when the kitchen is the obvious risk on the report. Exterior window cleaning with a water-fed pole for the upper sashes a cloth indoors will never reach. Hard-floor floor cleaning for the tiled halls and stripped boards that are common in these houses. And if the move itself still needs doing, removals can be booked alongside so the flat is genuinely empty before we clean it. Everything sits under the end of tenancy service, and indicative costs are on the prices page.

Booking around a Herne Hill move

Book the clean for after the flat is empty and as close as you can to the check-out. An empty flat is a condition, not a preference. The clean has to be done on a property with electricity on, running hot water, and nothing left in it. A clerk inspects empty rooms, and we cannot clean properly around a stack of boxes in the hall. The tighter the gap between our visit and the clerk’s walk-through, the less chance anything is moved, used or marked in between. That keeps a clean line between what we signed off and what the clerk sees.

Ring 0333 555 2076 with the postcode, the number of bedrooms, whether it is a conversion, a garden or an upper flat, and whether carpets or the oven need doing on top. That is enough for a fixed price in a few minutes, set by the size and make-up of the flat rather than by the hour, so the figure does not drift while the team is still working. We clean seven days a week, which genuinely matters in SE24, where move-outs cluster on Fridays and at month-end and the good slots near the end of the month go first. If you would rather put it in writing, the contact page reaches the same team. Give us the check-out time if the agent has set one. We work the clean back from it.

One thing worth saying about timing in this postcode. Because so many SE24 tenants commute by train rather than drive, key handovers and check-outs are often booked for the start or the end of the working day, around the Victoria and Blackfriars peaks. If your check-out is an early-morning slot, tell us when you ring, because an early clerk visit means the clean has to be the evening before rather than the morning of, and that is easier to arrange a few days out than the night before.

If the clerk flags our work within 48 hours of the clean, we come back and re-clean the flagged items. No re-charge, no argument, no quibbling about whether it counts.

Other Lambeth and Dulwich-edge areas we cover

The same end of tenancy clean runs across the rest of Lambeth and over the Southwark and Dulwich edge that Herne Hill blends straight into; the postcodes change but the licensing position and the clerks’ standard barely do. Heading down Half Moon Lane there is North Dulwich, Dulwich Village and West Dulwich, with East Dulwich across the way. The Brixton side gives Loughborough Junction, which shares the very same licensing ward as Herne Hill, plus Brixton and Brixton Hill, and Camberwell with Denmark Hill sitting between the two. South and west the same work carries on to Tulse Hill on the Thameslink line, West Norwood, Gipsy Hill, Knights Hill and on into Streatham. Several of those wards came into Lambeth selective licensing on the same date as Herne Hill, so the standard a clerk holds you to does not really change from one street to the next.

Questions tenants in SE24 actually ask

How much does end of tenancy cleaning in Herne Hill cost?

The price is set by the size and make-up of the flat, not by the hour, so a SE24 studio costs less than a three-bed Victorian conversion off Half Moon Lane with carpets and an oven on the list. You get a fixed quote for free before anything is booked, and that figure does not change while the team works, even if the flat turns out worse than expected. Ring 0333 555 2076 with the postcode and bedroom count for a price in a few minutes.

End of tenancy cleaning in Lambeth by Monster Cleaning
Fresh from a end of tenancy cleaning in Lambeth.

Will the clean pass a Lambeth inventory clerk’s check-out?

It is built to. We work a 57-point agent-approved checklist drawn from what clerks actually flag in SE24 conversions, and our first-time pass rate is 97 percent. If a clerk or agent challenges the work within 48 hours, we come back and re-clean the flagged items free under the 48-hour guarantee, measured against the check-out report rather than against an opinion.

Does Lambeth selective licensing affect my deposit?

Not directly, but it affects the pressure on it. Herne Hill is in the Herne Hill and Loughborough Junction ward, inside Lambeth selective licensing since 1 September 2025, so most landlords here hold a council licence and a documented file and are far less likely to absorb a poor clean. Lambeth Council sets out the scheme and the wards it covers.

How much of my deposit can be taken for cleaning?

Only enough to bring the flat back to its check-in condition, and nothing at all for fair wear and tear. The deposit itself is capped at five weeks’ rent under the Tenant Fees Act 2019, or six weeks if the annual rent is £50,000 or more. Citizens Advice explains how to challenge a cleaning deduction you think is unfair.

Has the Renters’ Rights Act 2025 changed end of tenancy cleaning?

It changed the backdrop, not the cleaning standard. The Act received Royal Assent on 27 October 2025 and the bulk of it, including the end of Section 21, came into force on 1 May 2026. A weak check-out clean is now a document that helps the landlord in any dispute, so the clean matters more, not differently. The Act is on legislation.gov.uk.

What happens if the landlord and I disagree about the cleaning charge?

Your deposit is held in a government-backed scheme that runs a free dispute service, so you do not have to go to court. You submit the check-in report, the check-out report and your own cleaning evidence, and the scheme adjudicates. Gov.uk explains how the dispute route works.

Do I need to be there, and does the flat have to be empty?

You do not need to be there, but the flat must be empty with the electricity on and running hot water. A clerk inspects empty rooms and we cannot clean properly around belongings, so book the clean for after the move is out and before the check-out is done.

Can you clean the carpets and the oven on the same visit?

Yes. Hot water extraction carpet cleaning and a full strip-down oven clean can both be done at the same appointment, which keeps the receipt and the standard tied to a single date. It is worth doing where the tenancy specifies a professional carpet clean, or where the kitchen is the obvious risk on the report.

How far ahead should I book around a Herne Hill move?

As early as you reasonably can. We clean seven days a week, but SE24 move-outs cluster on Fridays and at month-end and those slots go first, so booking once you have a check-out date is sensible rather than optional. Give us the check-out time and we will work the clean back from it.

A price in about three minutes.
