Market days in Buckingham are Tuesday and Saturday, and the stalls still set up on Market Hill where the cattle pens used to stand. It is a small town. Buckingham is one town with three rental markets sitting on top of each other, and they fail check-out inventories in different ways. The deposit on any of them is not small. The average house price in Buckinghamshire was £478,000 in March 2026 and the average monthly private rent £1,473 in April, according to the ONS local housing dashboard. Rents in Buckingham itself run a little under that headline, but most deposits in the town still sit somewhere between £1,100 and £2,000. That is the sum at risk when an agent runs a finger along a skirting board, and it is why a tidy-up is not the same thing as a clean.

Agents here are not unreasonable. They are commercial. The first settlement in Buckingham sat inside a loop of the River Great Ouse, and that loop is now the Hunter Street campus of the University of Buckingham. It is England’s oldest private university, and the thing that matters for cleaning is the calendar. Buckingham runs two-year degrees, so a lot of tenancies end in mid-summer rather than the September rush you get in a normal university town. If you are in a licensed house in multiple occupation near the campus, and there are plenty along Hunter Street, Western Avenue and the Stratford Road conversions, the standard is higher again. A licensed HMO has to meet enhanced rules on cleanliness and amenity, and the council can inspect the shared kitchen and bathrooms at any time. The agent checking you out knows that, so the shared spaces get gone over harder than in a single let.

The practical issue for students is timing. The check-out is often booked for the day after finals finish, which leaves no slack. One more thing about the student lets. The deposit is usually split across housemates, so a single missed item can hold up everyone’s money. The Old Gaol was built in 1748, an odd little castellated thing in the middle of the town, put up to try to win the Assizes back from Aylesbury. It did not work, but the building is still there as the museum, and the streets around it are the heart of the Buckingham Conservation Area. Market Hill, Castle Street, West Street, Market Square and the lanes running off Bristle Hill hold a lot of the town’s listed rentals. Georgian terraces, older cottages, the odd timber-framed survivor.

Period stock is a different cleaning job and a different risk. Original timber floors, painted panelling, old window furniture, lath-and-plaster ceilings, limewashed walls. None of it takes kindly to the alkaline sprays you would happily use on a modern kitchen. Then there is the water. MK18 is a hard-water area, and on the period stock the build-up shows on everything chrome and everything glazed. Shower screens, taps, kettles, tile grout. The grammar-catchment estates

The third Buckingham is the newest. Lace Hill, Page Hill, St Rumbolds Park and the Linden Village development went up largely from 2010 onwards, and they pull in families chasing the Royal Latin School. The Royal Latin is a grammar, its catchment covers north Buckinghamshire including the town, Steeple Claydon, Marsh Gibbon and Winslow, and Lace Hill sits inside it. That catchment is a real reason people move here, and it keeps the family rental market on these estates busy.

Modern stock fails inventories too, just on different lines. The finishes are newer, so a clerk is less forgiving of marks. Scuffed white-painted skirtings, grubby internal door edges, limescale on the en-suite shower screen, a fridge-freezer handed back without being defrosted. Bathrooms with mould creeping along the silicone after a winter of family showers. The kitchens on these estates are usually fitted, which means the deductions cluster on the oven, the hob, the extractor and the gaps down the sides of the integrated appliances.

A lot of these homes are only a few years old, and some tenants are the first or second occupants. The newer roads off Lace Hill and St Rumbolds Park are tight, with not much visitor space, so we bring the van in close and carry the kit rather than blocking a neighbour. It is a small thing, but it is the kind of small thing that makes the difference between a clean that runs to time and one that does not.


The rules that decide your deposit

Three things decide whether you get your deposit back: the law, the deposit scheme, and, for shared houses, the licensing regime. None of them is complicated once you see how they fit together, and all three have pushed check-out standards up over the last couple of years.

Start with the law. The Renters’ Rights Act 2025 is in force. It scrapped Section 21 no-fault evictions and turned assured shorthold tenancies periodic. The knock-on effect at check-out is straightforward. An agent can no longer lean on the threat of not renewing your tenancy to get cooperation, so the deposit is now the main thing they hold over a check-out. That means cleaning, the inventory and the condition report all get looked at more carefully than they did before.

If your deposit is contested, it goes to whichever scheme protects it for an independent decision. In England that is the TDS, the DPS or mydeposits. An adjudicator wants three things from you: dated check-out photographs, an itemised professional cleaning receipt, and a comparison against the move-in inventory. Carpet cleaning is £36 a bedroom, £43 a living room, or £115 for a whole two-bed flat.
