End of tenancy cleaning on the south side of Canning Town means the run of E16 that drops away from the A13 flyover and heads for the river. We have cleaned this patch since 2014. What the old docks left in the walls
Royal Victoria Dock opened in 1855. The work that came with it had to be housed somewhere, and the somewhere was Canning Town and Hallsville first, then Custom House and Silvertown as the dock estate spread east. That is why the southern half of Canning Town is laid out the way it is: tight terraced streets put up fast for dock and factory families, on marsh that George Bidder had bought up between Bow Creek and Galleons Reach. Bidder Street still carries his name. The docks closed to commercial traffic in 1981, the work went, and the housing stayed.
So the stock here is layered, and each layer fails an inventory in its own way. The late-Victorian terraces around Hallsville Road and Ruscoe Road still have original cornices, picture rails and the odd fireplace surround, and clerks check the tops of those mouldings because nobody dusts them. The 1960s and 1970s council-built blocks, Keir Hardie among them, have painted skirtings and runs of fitted cupboard that show every fingermark. Then there are the flats thrown up since 2014 along the dock approach, with engineered oak floors, integrated appliances and aluminium window frames whose gaskets trap a line of grime no casual wipe shifts.
The river edge is the part a lot of tenants forget. South of the terraces the ground runs to Silvertown Way, the dock-side approach that was Britain first flyover, and on to the Tidal Basin and the Royal Victoria Dock waterfront. Some of the newer blocks down there sit close enough to the water that salt air and a stiff breeze coat the balcony glass and the window reveals faster than they would two streets inland. We clean both sides of that balcony glass where it is safe to reach, because the dock-side leases tend to name it.
The streets give the split away. Names like Bidder Street, Hallsville Road, Ruscoe Road, Minnie Baldock Street and Sylvia Pankhurst Street belong to the old grid that grew up to house dock and factory labour, while the addresses along the waterfront were drawn up in the last decade. A clean on Ruscoe Road and a clean on a tenth-floor flat near the Tidal Basin are the same checklist and two different jobs. One has mouldings and a back yard. The other has a balcony, a concierge and a lift booking to sort before the crew arrives.
Hard water runs under all of it. Newham sits on some of the hardest water in London, and on the south side that shows up as scale on the taps, a film on the shower screen and a chalky rim round the kettle and the bathroom tiles, whatever the age of the flat. Clerks here know to look for it, so descaling is not an afterthought on our checklist, it is half the bathroom.

The licence on the front door
Here is the local fact that changes how hard you get inspected. Canning Town South is inside Newham borough-wide selective licensing scheme, which the council launched on 1 June 2023 and which runs for up to five years, so it is live right through your 2026 move-out. The Newham Council selective licensing page names Canning Town South in the ward list, and a selective licence costs the landlord £750 for the term, dropping to £650 for accredited landlords with a qualifying energy certificate. Only two Newham wards sit outside the scheme, Royal Victoria and Stratford Olympic Park, and neither of those is the south side of Canning Town.
On top of that there is an additional HMO licensing scheme, launched on 1 January 2023, that covers every ward except those same two. If you are in a shared house with three or more occupants from more than one household, that house needs its own licence and its inventory is checked room by room: every shared kitchen surface, every individual bedroom door, every cupboard with a lock on it. Newham also keeps an Article 4 Direction made on 31 July 2012, which stops a family house being turned into a small HMO without planning permission, so the sharer market here is tighter and the inventories that go with it are more granular.
What does a licence on the door actually mean for your clean? It means the clerk arriving to check you out is doing it under regulatory pressure as well as the usual commercial pressure from the agent. Licensed stock gets logged, audited and sometimes inspected by the council, so clerks working it are more careful and quicker to write down a minor fault than they would be in a borough that licenses nothing. The clean has to hold up to a photograph, not a glance.
There is a second effect that catches people out. A landlord who has paid for a licence and may face a council inspection wants the property kept to a standard that would pass that inspection, which is a higher bar than what the next tenant alone would put up with. So the standard at check-out creeps up. We have seen south-side inventories that note the inside of the kitchen extractor housing, the seal on the washing machine door and the grout line behind the hob, because the managing agent is protecting a licensed asset as well as chasing a quick re-let. Newham has run borough-wide licensing in some form since 2013, longer than almost anywhere in England, and the local agents have had years to get fussy with it.
What the Renters Rights Act changed for move-outs
The Renters’ Rights Act 2025 is reshaping the end of a tenancy in England. It moves the old fixed-term assured shorthold tenancies onto periodic ones and removes Section 21 no-fault eviction, with provisions commencing in stages through 2026. Two things follow for your clean. The end-of-tenancy inspection now carries more weight, because if your landlord disputes the condition through the deposit scheme the photographic trail is what the adjudicator reads. And agents in E16 have tightened their inventory standards, because the quick Section 21 exit is no longer there if a let goes wrong, so they front-load the scrutiny at check-out.
The deposit at stake is not small. The ONS local housing dashboard for Newham put the average private rent at £1,918 a month in April 2026, a 7.1% rise on the year, while the average house price sat at £384,000 in March 2026. Under the five-week cap in the Tenant Fees Act 2019, that translates to roughly £2,200 to £2,650 held on a one-bed and £2,800 to £3,400 on a two-bed in the newer towers. Lose the lot on a failed clean and you have lost six weeks of take-home pay. Lose half and you have still lost far more than the clean would ever have cost.
You keep the evidence on your side. Citizens Advice spells out how to get your tenancy deposit back: take photos of how you left the place, get the check-out inventory signed, and use the scheme free dispute service if it comes to that. The government guidance on tenancy deposit protection confirms your deposit must sit in one of three approved schemes and must come back within ten days once the amount is agreed. A word on timing, because it trips people up on the south side. Try not to book the clean for the same hour as the check-out. Inventory clerks here often arrive bang on the slot the agent gives them, and if the crew is still working the kitchen the clerk marks down what they see, not what it looks like an hour later. - Skirtings wiped top and front on every wall
- Cornices and picture rails dusted in the older terraces around Hallsville Road

- Tops of wardrobes dusted, which is the single most common deduction trigger we see
- Radiators done front, back and top, with the floor and any pet hair behind them dealt with

Carpets are the one thing that sits outside the standard clean. Most of the build-to-rent landlords along Silvertown Way write a professional carpet-clean receipt into the inventory as a condition of the deposit coming back, so we add hot-water extraction where the lease asks for it.
Where the deductions land on the south side
After this many years in E16 you learn where a clerk looks first. The list below is not generic. It is what gets flagged on the south-side stock specifically, split between the old terraces and the new dock-edge blocks.
- Tops of wardrobes and kitchen units. First thing checked, most often missed, in every type of property.

None of it is hard to clean. All of it is easy to miss when you are carrying boxes down to a van at the same time. That gap, between what you can reach on a moving day and what a clerk measures with a torch, is the whole reason an agent re-clean charge exists.

A check-out clean is not a normal clean
People ask whether their weekly cleaner can just do an extra-good job on the last day and save them the cost. The honest answer is no, and it is worth explaining why, because it saves an argument with the agent later.
A regular clean is maintenance. It keeps a lived-in flat tidy week to week and it skips the things that only matter when you leave: inside the oven, behind the white goods, the tops of the units, the limescale that has built up over a year. A deep clean goes further and resets a property that has been let go, and it is the right call for a landlord turning a flat round or anyone who just wants the place properly seen to. But a deep clean is measured against nobody. There is no inventory behind it and no guarantee attached.
An end of tenancy clean is the only one of the three that is built to beat a check-out report. It is measured point by point against the inventory taken when you moved in, it carries the 48-hour re-clean guarantee, and it is the standard the local agents will actually accept against a deposit. A clerk on the south side will not sign off a maintenance-clean finish on a flat that an inventory says was spotless at check-in, no matter how long your cleaner has been with you. If you are moving out, you need the check-out clean, not a tidy-up.
Terms worth knowing before you hand the keys back
