The W4 handover, and why it is its own job

Chiswick High Road runs about 2.6km from Kew Bridge up to the Chiswick Roundabout, then bends east through Gunnersbury and Turnham Green before it becomes King Street in Hammersmith. What Chiswick period flats do to a checkout

Bedford Park, the streets north of Bath Road, was begun in 1875 under Jonathan Carr and is usually called the world’s first garden suburb. Norman Shaw set its red-brick, tile-hung Queen Anne style, and in 1967 some 356 of its houses were given individual Grade II listing before conservation areas even existed in English law. Hounslow made its part of the suburb a conservation area in 1970. None of that is trivia for a checkout. It means many of the flats are conversions inside protected period buildings, with original features the landlord is contractually keen to get back undamaged and spotless.

Sash windows are the first headache. A Chiswick sash has two glass panes, a sliding mechanism, a deep external sill, and glazing bars that hold dust the way a flat casement never does. Cleaning the inside is in our standard end of tenancy work. The outside of an upper sash, on a second-floor Bedford Park flat, often is not reachable from inside, so that becomes an add-on with the right kit.

Then the floors. A lot of W4 conversions have the original boards sanded and sealed, or wide Victorian tiles in the hall. Those finishes mark, and an inventory taken at check-in will have recorded their state. We hoover and mop as standard. Where the agent wants the seal buffed back or a deep floor treatment, that is our separate floor service, and we will say so before we start rather than after.

Old kitchens are the third thing. Many of these flats were fitted out years ago, and the oven is frequently the single dirtiest item in the property at the end of a tenancy. Mansion flats are their own category. Prebend Mansions on Chiswick High Road was first occupied in 1906, Bedford Park Mansions off The Orchard around 1901, and blocks like Sydney House sit a few minutes from Turnham Green station. High ceilings, deep cornices, long communal stairs. The cornice and the picture rail collect cobweb and dust that a clerk will spot the moment the afternoon light comes through the bay. We do those with extension poles, not by guessing from the floor.

South of the High Road the housing changes again. Grove Park, down by the river, was one of Chiswick’s earliest Victorian estates, laid out from 1871 on land that had belonged to the Dukes of Devonshire, in the loop of the Thames now taken up by Duke’s Meadows. The houses there run larger, with longer gardens, and a fair number have been split into garden flats and upper maisonettes. A maisonette with its own stairs and two floors is more clean than its rent band suggests, because there is more of everything: more skirting, more glass, a second bathroom more often than not.


Where the deductions actually land in W4

Cleaning is the single most common reason a landlord tries to keep money from a deposit. We descale the taps, the showerhead, the screen, and the tiles, scrub the grout, clean the toilet inside and behind, polish the mirror and any chrome, and clear the extractor grille. Limescale is the thing a clerk checks first in a Chiswick bathroom, so it is the thing we attack hardest.

Reception rooms and bedrooms. We dust and wipe top to bottom: cornices, picture rails, skirting, radiators, sills, doors and frames, switches and sockets. Cobwebs come off the high corners. The rented market around Turnham Green and Bedford Park

Chiswick lets a lot of property, and most of it is flats. The strongest rental performers, by local agents’ own market summaries, are two-bed flats close to Turnham Green and Gunnersbury stations, while the larger houses in the Glebe Estate and Bedford Park take the premium rents. Average advertised rent across Chiswick was around £3,345 a calendar month in August 2025, with a median nearer £2,750, on those same estate-agent figures rather than any official index.

Why does that matter for a clean? Because deposits scale with rent. On a flat letting at well over two grand a month, the deposit is large, and a cleaning deduction of a few hundred pounds is worth the agent’s effort to pursue. The more the rent, the more there is to lose at checkout, and the more it pays to hand the flat back properly.

The tenant mix here is mostly working professionals and families who want space, period character, and a fast run into town. They move often. A two-bed near Turnham Green turns over, the next tenant moves in within weeks, and the checkout window is tight. Location does a lot of the lifting on those rents. Chiswick House and its gardens sit on Burlington Lane, a neo-Palladian villa the 3rd Earl of Burlington built between 1726 and 1729, with grounds often called the birthplace of the English Landscape Movement and now run jointly by English Heritage and Hounslow. A flat within walking distance of grounds like that, and of the river at Duke’s Meadows, lets quickly and lets dear. None of which changes the clean, but it explains why agents here are exacting: the next tenant is paying a premium and expects the flat to look it.

Hounslow licensing, section 257 and converted blocks

Chiswick sits in the London Borough of Hounslow, and Hounslow’s rules on rented property changed at the end of 2025. The council brought in an additional HMO licensing scheme that started on 11 December 2025, runs for five years, and applies right across the borough. That is directly relevant to a lot of Chiswick stock, because so much of it is a converted period house split into flats.

The detail worth knowing: mandatory HMO licensing covers houses let to five or more people in two or more households, while the additional scheme reaches smaller shared houses of three or four people. Hounslow also folded in section 257 HMOs, which are blocks converted into self-contained flats where the conversion did not meet the building regulations of the day and fewer than two-thirds of the flats are owner-occupied. A surprising number of Bedford Park and High Road conversions fall into that bracket.

Hounslow does not run a selective licensing scheme, so a single-family let in Chiswick does not need a licence just for being rented. But if your flat is in a licensed HMO, the landlord has duties about condition, and a clean handover at the end of your tenancy keeps you clear of any argument that you left it below standard. The licence is the landlord’s problem; the deposit is yours.


Parking, the clock, and getting us to your door

Parking is the worst part of working in Chiswick, and it is worth being honest about it. A controlled parking zone covers the Chiswick Station area, and the residents’ bays sit on streets like Bolton Road, Cavendish Road, Grove Park Road, Hartington Road and Spencer Road. The Chiswick Station zone is only controlled Monday to Friday between 10am and noon, which is a narrow window, but a narrow window is enough to get a cleaning van a ticket.

If you live in the zone, you can buy visitor permits. Hounslow sell them in books of 30 sessions for £27.20, each session covering an hour, and a resident can buy up to ten books a year. Where you cannot, we plan around it. A lot of our W4 jobs are reachable on foot from Turnham Green or Chiswick Park, both on the District line, and Chiswick station on the South Western Railway Hounslow Loop sits right in Grove Park. Gunnersbury adds the Overground Mildmay line on top of the District. The team can come by public transport when a flat is boxed in, and the buses along the High Road, the 190, 272 and E3 among them, cover most of the rest.

Traffic is the other thing to plan around. The Hogarth Roundabout, where the A4 meets the A316 by Hogarth’s House, is one of the slowest junctions in west London at the wrong time of day, and the single-lane flyover put in as a temporary fix back in 1971 is still doing the job. If your flat is anywhere near Burlington Lane or the southern end of the High Road, the morning and evening peaks add real time to a van’s run. The other clock is the checkout itself. Inventory clerks in Chiswick are usually booked for a set slot, often the same day you hand back the keys. A separate carpet cleaning with steam extraction becomes worth it in two cases: the carpet is heavily soiled, with stains or patches across it, or it has not been professionally cleaned in over a year and the check-in report shows it was clean when you arrived. A Chiswick clerk will compare the two, so a carpet that has had a hard year usually wants the steam.

Your deposit is protected by law. Since 2007, a landlord taking a deposit on an assured shorthold tenancy in England has to register it with a government-approved scheme, as the gov.uk guidance on deposit protection sets out, and return it when you meet your obligations. Cleaning is one of those obligations, and it is the one most often argued over.

The standard the law applies is straightforward. You return the flat in the condition the check-in inventory recorded, allowing for fair wear and tear. You do not have to leave it better than you found it. Citizens Advice spell this out in their guide to getting your tenancy deposit back, and the key line is that a deduction needs a genuine reason rather than a landlord’s preference for professional cleaning.

If your landlord does try an unfair cleaning deduction, every scheme runs a free dispute service, and you usually have three months from moving out to raise it. Check-in inventory
The report made at the start of your tenancy that records the condition of the flat, room by room, often with photographs. Your checkout is judged against it, so it is the document that decides most disputes.
Fair wear and tear
The normal deterioration of a flat from everyday living, which a landlord cannot deduct for. Worn carpet from years of footfall is wear and tear; a wine stain is not. Shelter’s guidance explains where the line falls.
Deposit protection scheme
A government-approved scheme that holds your deposit during the tenancy and runs a free service to settle disputes. The three are TDS, the DPS and mydeposits, and gov.uk lists them.
Section 257 HMO
